In the context of the development of the supporting spatial frame of the country, an objective need arose to study the tourism sector as a tool for economic growth and improving the well-being of the population of small towns. The aim of the work is to identify the features of applying a strategic approach to the development of the tourism sector in small towns by assessing their current state in Russia, as well as developing ways to improve the process of strategizing the tourism sector. General scientific methods of synthesis, analysis, systematization, statistical data processing are applied. The most successful urban practices of strategic development of tourism are considered: Ples, Suzdal, Torzhok. It is shown that in order to achieve economic growth, it is possible to turn the city into a tourist destination. Based on the study of scientific and expert opinions, as well as an analysis of the actual strategies of cities, the authors proposed a model to ensure the sustainable development of tourism in small towns, which includes the following strategic factors: strategy or master plan of the city; comfortable urban environment; project and cluster approach; territory brand; involvement of government, business and local community; socially responsible tourism and ecology. The types of tourism are summarized, and recommendations are developed for the formation of strategic factors for ensuring the sustainable development of the tourism sector. An important direction should be a strategic approach to the development of small towns in order to ensure the interconnection and interconnection of the main documents of strategic planning and socio-economic development at all levels. The practical value of the study is that the developed recommendations can be used by local governments at the stages of development and implementation of urban tourism development strategies.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The article is devoted to the topical problem of investments attraction to Volgograd region and development of corresponding measures for the improvement of the situation in this sphere. In the Russian Federation, investments are distributed unevenly across federal districts and regions. According to the methodology, used by Expert RA company, the bulk of investments is directed to five to seven constituent entities of the Federation, the remaining regions have to make efforts to attract them. In the Southern Federal District, Volgograd region has the fourth place in terms of capital investments after Rostov region, Krasnodar Krai and the Republic of Crimea. According to the Expert RA rating, Volgograd region, like most regions of the country, is characterized by low potential and moderate risk. It is important for the region to make efforts and attract investments from all possible sources: both external and internal. To work with foreign investors, the region needs to use specific measures (personal participation of the governor in project attraction, search for large projects for foreign investors, interaction with the Ministry of Foreign Affairs). The regional administration should pay attention to the successful experience of other regions in investments attraction. The authors suggested measures to increase the investment attractiveness of the region and investment attraction in the near future. They are subdivided into administrative and financial (selective tax evasions). Within the administrative framework, special measures are allocated to attract foreign investors. Currently the Ministry of Resorts and Tourism of the Republic of Crimea has allocated 4 tourist regions of the peninsula: Crimean foothills, resorts of the eastern Crimea, resorts of the western Crimea, southern coast of the Crimea. However, tourist flows among these areas are distributed extremely unevenly, as a result of which some locations receive less profit from the sale of their services, which slows down the development of the tourist and recreational sphere of the Republic of Crimea. To determine the emotional perception of tourist areas, identify the most attractive areas and factors that affect the emotional state when watching videos of tourist objects, an experiment was conducted using the EmoDetect program. This resource allows you to determine the psychoemotional state of a person from a selection of images (video or a set of files). The calculation of motor units and their classification took place according to the P. Ekman facial movement coding system. The respondents became the students of the V.I. Vernadsky Crimean Federal University aged 18–21 years and counted 50 people. The experiment took place in several stages. At the first stage, the dominant emotions of respondents in relation to the tourist areas of the Crimea were identified, and at the second stage, gender emotional asymmetry to the studied areas was determined. During the experiment, it was revealed that women experience the emotion “happiness” to a greater extent when watching a video of the southern coast of the Crimea, while this indicator corresponds to the Crimean foothills for men; the indicator “anger” is more pronounced in men than in women; men are less susceptible to tourist advertising messages than women.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. These issues are reflected in the papers of Russian scientists in the field of economy. The authors of the article deal with the task of improvement of the method for the assessment of sustainable development of a region. In particular, a serious issue is the choice and justification of indicators that are directly connected with the development of a region and the well-being of its population, and that can be used to monitor and rank the progress of any federal entity of Russia. An emphasis only on improvement of living standards cannot form the core of a regional strategy to promote the region’s sustainable development. The assessment should cover indicators that allow evaluating the level of social and economic development in federal entities of Russia, for instance, healthcare, labor and employment, migration and tax policy, financial performance of economic entities, population income, administration of a region’s consolidated budget and others. The developed method for the assessment of sustainable development of regions involves a comparative analysis of indicators of federal entities of Russia in a particular federal district. When making the calculations, the authors used Russian official statistics, i.e. the data provided by the Federal State Statistics Service and the Federal Service for Labor and Employment. The results of the study are focused on the identification of driver indicators and identification of the problems of regional development in order to minimize them by increasing the effectiveness of the regional policy aimed at ensuring high rates of sustainable economic growth using mainly the resources of a specific region. To analyze the use of various categories of goal-setting by the constituent entities of the Russian Federation, the method of content analysis was applied, SMART analysis of development goals, as well as analysis of territorial development missions according to established criteria. The experience of taking into account global trends, such as the concept of sustainable development and the digital economy, were studied. As a result of the study, only 16 out of 85 constituent entities of the Russian Federation set their development goals within the framework of the concept of sustainable development, and they mention the importance and need for the development of “green” technologies. There is a higher percentage of provisions of the digital economy in regional strategic documents. 37 out of 85 constituent entities of the Russian Federation use digital technologies as priorities. There is a relationship between the level of social and economic development of regions and the quality of mission formulation. The best missions of the regions that meet scientific criteria and reflect the specifics of a particular territory are identified. A criteria analysis of the goals of regional development was carried out, and the need to improve the existing assessment methods was identified. The conducted analysis proves that most of the strategic goals of regional development are vague and do not take into account the region’s ability to achieve them. The specific concepts of goal-setting are identified and compared with the established definitions in scientific practice. The author suggests to fix in law the concept of “mission” as the purpose of the region from the point of view of the people inhabiting it, as well as the competitive advantages that make it possible to designate the position taken in relation to the external environment. As part of ensuring internal development, it is also suggested to make SMART technology as the main principle of formulating strategic goals and subgoals. The purpose of the article is to suggest measures to ensure the interconnection of goals, objectives, and priorities reflected in strategic planning documents generated as part of goalsetting at the federal and regional levels of the public administration system, what is in demand in the practice of public administration of the Russian Federation. The theoretical basis of research is the methodology of strategic planning of territories. The critical method is the decomposition method, which allows to study the processes and phenomena that exist (or occurred in the past) and to develop the new ones, the creation of which is necessary to ensure conditions for sustainable social and economic development of territories at various levels. The specificity of the research approach lies in the fact that the decomposition procedure is carried out in the territorial aspect (spatial criterion), involves the use of various generalizations (logical measure), and is implemented within a given time frame (time criterion). It is proved that the promotion of national priorities to the regional level requires their “embedding” in the strategies of social and economic development of macro-regions and then in social and economic development of regions. It is proved that the “set” of the following documents: “National Security Strategy of the Russian Federation”, Decree of the President of the Russian Federation “On the national development goals of the Russian Federation for the period up to 2030”, strategy of social and economic development of federal districts and the process of social and economic development of federal entities will ensure synchronization of goals, objectives, and priorities of strategic planning documents at federal and regional levels. The analysis of the strategic goal-setting documents of national and regional levels of the state structure of the Russian Federation carried out using as the example of the regions of the Southern Federal District showed a low degree of their synchronization, consisting in the fact that the goals, objectives, and priorities of development written in the documents of the regional level do not fully reflect the goals, objectives, and preferences of product declared at the federal level.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Khokhrina","doi":"10.15688/re.volsu.2022.1.7","DOIUrl":"https://doi.org/10.15688/re.volsu.2022.1.7","url":null,"abstract":"The global energy transition, the defining factor for which is the decarbonization and the transition to a low-carbon economy, radically influenced the position of coal in the global fuel and energy supply-demand balance. Coal has long remained one of its basic elements, providing energy security for a significant number of countries. The prospect of abandoning coal as a source of energy has become a serious political and economic challenge for many states, including Russia. The risk exists not only for the owners of the coal business, but also for the regions where the coal industry is a systemic one. In Russia, first of all, it is Kemerovo oblast – Kuzbass, where budget planning depends on world coal prices, and the development strategies of the last twenty years were based on coal production growth. The article attempts to analyze the main challenges caused by the global climate agenda and the energy transition: Kuzbass may face them in the next three or four years, and in the more distant future they will only intensify. The authors identified three such challenges: environmental problems appeared in the region as a result of the activity of enterprises of coal and other industries; reduction of the capacity of the global coal market as a first step towards decarbonizatoin; development of new large coal mining centers in the eastern regions of the Russian Federation. These challenges can provoke numerous risks for sustainable development of Kuzbass. They will have the greatest impact in the 2030s – 2040s. It is when the main world economies plan to stop the growth of CO2 emissions and begin to reduce it in order to achieve carbon neutrality by 2050–2060. Kemerovo region, which is currently experiencing an increase in coal production, should prepare for a deep transformation of its social and economic system in order to be able to maintain its stability in 2030–2040. The key stages of the suggested technique include the calculation of the scale of the differences as per the regional index of the informational sphere development in the selected microregions as well as the specificity of their development (central, southern, northern, western and eastern) microregions; classification of the microregions of the republic with regard to average regional development index of informational sphere. Thus, the microregions were classified into three basic types: areas with highly developed (central and eastern) information sphere; moderately developed (western and southern) areas; areas with poorly developed (northern) informational sphere. During the research it was revealed that the methodology of index evaluation of the information sphere development allows designing scenarios of digital economy and information sphere development while taking into consideration the changes in social and economic environment in the region. The advantages of methodology are as follows: 1) few statistical data and information accessibility; 2) simple calculations of average values of the indices and of the development index of regional informational sphere; 3) simplicity of result interpretation. {"title":"Digitalization of Goal-Setting: From the Formation of a Target Plan to Creation of a Development Scenario","authors":"V. Tsybatov","doi":"10.15688/re.volsu.2021.4.2","DOIUrl":"https://doi.org/10.15688/re.volsu.2021.4.2","url":null,"abstract":"The growing dynamics of economic processes, uncertainty and complex interconnectedness of development goals require an early transfer of the process of strategic goal-setting of regional development into the format of digital models that would make it possible to recalculate the quantitative parameters of the strategy in case of any change in target guidelines, resource constraints and parameters of the external environment. This action would sufficiently increase the efficiency of the entire strategizing process. The most important tasks in this case are the development of an end-to-end methodology and the digitization of the processes of development of a consistent system of targets and their attainability assessment. The article attempts to document the solution of the tasks of goal-setting and forecasting and to provide users with digital tools to facilitate the passage of these stages in the process of strategic planning of regional development. An approach to achieving the statesd goals is suggested within the framework of problem solution of the best distribution of produced goods between accumulation and consumption. It is shown that the target indicators used in strategic planning should be divided into basic, supporting and derived ones. In this approach, target values should only be set for the basic indicators. As for the supporting indicators the target values should be calculated when solving the task of economic capacity development which is necessary and sufficient to ensure the target values of baseline indicators. The informational technology for the construction of regional development scenario is based on the SNA methodology and computable models of general equilibrium leading to the achievement of the goals set. The technology presents a system of digital models that provide a quantitative description of the results of strategic planning as a single process which starts from the target plan and ends by the development scenario. The core of the system of models is a digital model of the region (constituent entity of the Russian Federation), built within the class of computable general equilibrium models. The developed methods and tools will be useful for developers of regional strategies, since at the goal-setting stage they allow to balance strategic goals and avoid irreconcilable contradictions in the process of target setting.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika.
