The purpose of preparing the article is to study the regional system for improving the financial literacy of the population, taking into account interaction with municipalities in the Sverdlovsk region. The article considered various assessments of the level of financial literacy, including the assessment of the components and subject fields of financial literacy and the self-assessment of the population’s own level of financial literacy. Socio-demographic and territorial factors were singled out as key factors influencing the formation of models of the financial behavior of the population. According to the results of the study, portraits of the inhabitants of the Sverdlovsk region were compiled according to their level of financial literacy. The authors of the article believe that a regional program to improve the financial literacy of the population should be focused on various target groups, including its activities, which should be adapted to the specifics of municipalities and take into account such socio-demographic factors as age, income level, and education level of the contingent. Such measures will meet the current needs of the population in terms of financial knowledge and skills, ensuring the maximum effectiveness of the measures taken. The authors proposed measures to improve the financial literacy of the population (formation of roadmaps for the training and advanced training of employees of regional centers of financial literacy of the population; improvement and uniformity of the methodology for assessing the population on issues of its literacy with the establishment of categories of persons; conducting sociological surveys of the population in digital mode, and others).","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The borders were closed, and consequently, Russians turned their attention to resorts within the country, including the regions of the North Caucasus, which are rich not only in amazing nature but also in unique balneological resources. The latter is particularly relevant at a time when a dangerous virus is spreading. Tourist flows towards the health and spa industry increased and considerably became presented by the younger population. The aim of the study was to analyze the changes in the tourism market in recent years and assess the effectiveness of support measures for the tourism business. The effects of the coronavirus pandemic on the tourism and recreation industry in Russia as a whole and the Chechen Republic in particular were assessed by means of statistical analysis methods using such indicators as collective accommodation facilities, tourist flow, volume of tourist services provided to the population, etc. Content analysis of news portals and official websites of executive authorities made it possible to assess the problems faced by the industry and the anti-crisis measures being applied. On the one hand, the role of the Chechen Republic in the tourist services market has strengthened in recent years. On the other hand, despite the prospects and growth of domestic tourism, the Chechen Republic has not yet managed to become one of the leading regions in terms of tourist flow due to a number of problems typical for the region, some of which have only intensified during the lockdown and in the post-crisis period. The purpose of the study is to analyze the current state, trends, problems, and ways of human capital development in the agro-industrial complex and rural areas of Russia. Methods of synthesis, analysis, systematization, logical and comparative analysis using information review, and statistical data processing were used as general scientific methods during the research. The paper reveals the essence and structure of human capital in the agro-industrial complex and rural areas, characterizes the indicators of its main components, analyzes their dynamics from 2017 to 2022, and identifies trends for further development. The analysis of the state of human capital in the agroindustrial complex and rural areas of Russia allowed us to identify both positive and negative trends in its development. Positive trends include an increase in wages in agriculture, some improvement in the structure of the rural population, active participation of farmers in educational programs, an increase in the share of the rural population with higher education, a decrease in the number of employed people who do not have basic general education, and the digitalization of the agro-industrial complex. Among the negative trends are the growth of the natural decline of the rural population, the aging of the population of rural areas, the lack of an attractive image of rural areas, and the low activity of agricultural managers in the creation and development of a personal brand. In conclusion, it is noted that, despite the presence of negative factors, there are real grounds and conditions for the development and improvement of quantitative and qualitative components of human capital in agriculture and rural areas.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. Since 2000, Vietnam has been the second-largest coffee exporter in the global market. Annual foreign currency income from coffee exports has been around 3 billion US dollars. 600,000 small-scale farmers are the main coffee producers, whose production accounts for 95% of the total annual volume. Faced with difficulties, especially capital shortages, coffee growers tend to liquidate old coffee plantations because they do not have the means to renovate them. Although the government has many supporting strategies, they haven’t been truly effective in practice. According to research from 1990 to 2000, government policy has mainly been aimed at encouraging coffee processing plants without any support from the producers themselves. Since 2000, government policy has been aimed at supporting the capital investment of farmers in the renewal of coffee plantations, but many of them were not able to receive it due to the presence of inconsistencies and duplication in it, which reduced its effectiveness. Private and non-governmental producers’ coffee support policies were more effective than government policies. No research was done to evaluate the effectiveness of government-supported policies in the development of Vietnam’s coffee industry. Therefore, the purpose of this study is to examine the effectiveness of government support policies in promoting the growth and development of Vietnam’s coffee industry. The research findings indicate that coffee farmers and businesses do not receive any direct financial assistance from the government other than the tax on agricultural land. Coffee farmers primarily rely on non-governmental coffee companies and cooperatives for support, and they hardly destroy coffee to replace it with other crops. This demonstrates that adequate support for coffee production is extremely necessary, but government support policies for coffee producers aren’t being implemented in practice.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika. The authors emphasized rolling stock repair due to the ongoing reform of this industry and its transfer to a competitive basis through the development of independent market agents as well as a fully competitive market. Passenger carriage repair is realized by internal departments of the company. As a result of the research, the directions of digital transformation in the freight car repair market were revealed. In particular, it was suggested to introduce electronic document management, the development of a unified electronic register of spare parts and performed works, and the creation of digital “twins” (electronic copies) of freight cars. These measures would greatly decrease the operating costs of rolling stock by streamlining the time to process information about their condition and simplifying procedures for planning maintenance, scheduled repairs, and unscheduled repairs. In the car repair services market, a digital ecosystem is formed as a result of the integration of such digital platforms as automatic control systems, portals of electronic document management, specialized portals, and electronic databases of spare parts and other components. This allows for connections between car repair enterprises, owners of rolling stock, the owner of infrastructure (OJSC Russian Railways), as well as other participants in the market under analysis. These transformations lead to higher service, help to avoid the usage of low-quality spare parts, increase repair quality, and, as a result, increase railway transportation security. Currently, it has 1,137,904 inhabitants, which is half the population of the entire Rostov agglomeration. As the core of the Rostov agglomeration, the city with one million inhabitants acts as a “locomotive” of development for the surrounding settlements and territories and a point of attraction for human capital; this only strengthens the monocentric development of the agglomeration. In the modern realities of our country’s development, Rostov has a new function. It is expected to become the center of integration between Russian regions and the newly joined regions of Lugansk and Donetsk. This may become both a new milestone in the development of the city and a new challenge. The article identified the main problems limiting its development at the moment and the most favorable scenario for its development. One of the most pressing problems is the excessive congestion of the street and road networks. This issue cannot be solved only by expanding the existing roadway. The problem is particularly acute in the central districts of the city. The article also analyzes the current social and economic level of development in Rostov-on-Don: the demographic situation, social, financial, and economic factors, infrastructure, innovation, and investment potential. Due to the fact that the growing competition for primacy in the South in recent decades is only increasing, the author compared Rostov with other capitals of southern agglomerations: Krasnodar and Volgograd. It is assumed that the reasonable use of marketing tools, the development and implementation of a marketing strategy, has a positive impact on the formation of the brand of an educational institution in the international market. The goals outlined in the study require theoretical substantiation and development of recommendations for competitiveness improvement of Russian higher education institutions. The authors analyzed the “client path” in the digital environment, the process of interaction in the Internet of a potential student at the points of contact with the university, as well as the factors affecting the public image of the university, the satisfaction of consumers of educational services in the field of higher professional education. The relevance of this approach is due not only to the digital transformation of the higher education system, but also to the internationalization of educational services. It was found that content marketing and a website are becoming a key success factor in positioning a university in the international market of educational services, starting with the Internet resources and ending with online interaction with potential students. The phenomenon of brand disloyalty is described; the “country effect” and the risks associated with the moral avoidance of Russian universities’ brands by foreign applicants are analyzed. The practical application of strategies for overcoming brand disloyalty is discussed - brand transformation, diversification, avoidance, brand strengthening and reputation restoration. The main attention is paid to the processes and factors of clustering, as well as improvement of interaction efficiency between universities and enterprises, taking into account the digitalization of the economy. The purpose of the study in this paper is to analyze the factors of innovative development of regions with the help of a cluster-type technological infrastructure. The characteristics of the effective functioning of clusters are studied, which can provide an increase in the efficiency of the processes of interaction between entrepreneurs and universities. The authors also analyzed potential ways of digital technologies use to strengthen the integration between technological entrepreneurship and educational organizations, primarily the leading regional universities. In accordance with the goal, the article details the following research objectives: characterization of the features of innovative development of regional economy under sanctions; analysis of competitive advantages arising from the use of digital economy methods; analysis of the clusters functioning and the impact of innovative entrepreneurship; grouping criteria that determine the degree of efficiency of integration of enterprises and universities. The research methodology is based on the application of the principles of a systematic approach, scientific comparison, retrospective and prospective analysis. In the context of the sanctions policy and within import substitution in the economy, the appearance of national innovation system of the Russian Federation and further development of domestic scientific and technical potential, the effective commercialization of the results and achievements of research and development determine the prerequisite for the growth of the efficiency of innovative activities of entrepreneurship and, first of all, its active and direct participants – small and medium innovation-oriented enterprises. The characteristic of the industry is also presented and on its basis an analysis of the competitive advantages of Volgograd region was carried out. The outflow of human capital threatens not only with a long-term economic decline in economic development, but also with an increase in social tension within the “shrinking” old industrial region. The problem of the outflow of the working population and shrinkage of the working space is also typical of Volgograd region. The main purpose of this study is to analyze the migration preferences of young people (generation of centennials) in the Volgograd region, to identify stimulating and restraining factors for the migration from the region. The article attempts to prove, on the basis of statistical data that the Volgograd region is an old industrial region and analyze, based on a survey of young people how it shrinks due to their migration. Empirical data were obtained in the course of a survey of young people from 17 to 27 years old in Volgograd region. The survey was conducted in the form of an online questionnaire on the Google Forms from March 14th to April 2nd 2022. The study involved 976 students from 8 educational institutions of Volgograd. Comparison of the results obtained with the statistical data analyzed by the authors of the article made it possible to record the reluctance of young people to stay in Volgograd region due to economic factors and development problems. The key reasons for unwillingness to stay in Volgograd region are: low wages, problems with employment and lack of career growth. There is a huge lag in the needs of young people in terms of wages and real opportunities of employers due to the slowdown in economic growth in Volgograd region, which is forcing young people to leave for more developed regions of the country. Employers in the region cannot offer high wages to young workers, and young people are not ready to work under such conditions. The only factor that keeps the majority from moving is the presence of relatives and friends whom young people cannot leave. If new jobs were created in the region, the level of well-being of citizens increased, social infrastructure developed, and then the loss of the young population of the city could be stopped. Energy efficiency improvement in the field of SMEs is essential both to reduce the energy intensity of the entire economy and to improve the competitiveness of small and medium-sized enterprises. At the same time, the Russian system of accounting and analysis of energy efficiency is not sufficiently developed. Currently, Rosstat does not produce data on the consumption of the SME sector and does not calculate energy intensity either for the SME sector as a whole, or by types of activity or by territories. The development of energy efficiency analysis tools of SMEs is an urgent scientific and practical problem. The article suggests a method for the analysis of relevant Rosstat data which allows to identify the most important areas for energy efficiency improvement in the SME sector by territories and types of activity. The authors identified federal districts and regions that are leaders in the contribution of the SME sector to the gross regional product and, at the same time, outsiders in terms of the rate of reduction in the energy intensity of the economy. These regions are expected to give special attention to strengthening measures which improve the energy efficiency of SMEs. The authors identified the types of activities in which the strengthening of energy efficiency policies is of paramount importance due to the largest weight in the turnover structure of SMEs and due to the significantly higher energy intensity of production than the average for the economy. The authors suggest studying the possibility of introducing an energy management level index to improve the tools for energy intensity analysis of the SME sector.","PeriodicalId":337660,"journal":{"name":"Regionalnaya ekonomika.
