First, as a party factor, the Democratic Party's support was high in the recent general and presidential elections. And the Democratic Party formed an atmosphere of unity without conflict after the presidency. On the other hand, the early resignation of Provincial Governor Won Hee-ryong, low support for state affairs, and failure to find outside talent for provincial councilors were analyzed as the failure of the People power party. Second, as the character factor, Candidate Young-hoon Oh expanded his public awareness by taking on a key position in central politics and his achievements in government affairs, and he outperformed his opponent, Hyang-jin Heo, in character vote power. Third, as an issue factor, Candidate Huh failed to produce or utilize policy and political issues well from the challenger's point of view. On the other hand, Candidate Oh skillfully defended the unfavorable issue. Fourth, as a regional factor, Candidate Oh's high vote in Seogwipo reflects the expectations of Seogwipo voters, who have been neglected. Fifth, as a voter factor, the increase in Jeju's migrants in their 30s, 40s, and 50s was highly related to the Democratic Party support tendency.

In this study, the communal meaning of ‘Gye’, a traditional Jeju social village community organization, was examined by analyzing ‘Jwamok’ of the Sunheul-ri Shiksong-gye seat left until now. \u0000However, due to ‘Jeju 4.3’, the Seonheul-ri Shiksong-gye could not continue. In addition, all the pine forests were burned and disappeared without a trace. However, the residents of Seonheul-ri already had the potential to create ‘Yongsu-jeop’ four years before the formation of the Shiksong-gye. In 1953, Sanlim-gye(forest guild), an extension of the Shiksong-gye, was established to manage and preserve the forests of Seonheul-ri and to promote friendship among the members of community organization. \u0000As a result, the village community spirit of Seonheul-ri residents can be said to be ‘Yongsu-jeop in 1938 - Shiksong-gye in 1943 - Jeju 4.3 - Sanlim-gye in 1953 - Caring for Dongbaek Dongsan as a shared asset - Improving a village using Seonheul-goj. \u0000On July 30, 2011, descendants of Seonheul-ri Shiksong-gye members built the ‘Shiksong Tower’ in order not to forget the history of Seonheul-ri Shiksong-gye. This proves that the purpose and historical meaning of the long-lost Shiksong-gye, and furthermore, the sense and spirit of the community in Seonheul-ri village are still continuing.

In recent reports, seaweed-associated bacteria play a vital role in nutrient shifts with secondary metabolites in direct and/or indirect ways. Here, we investigated the shift of bacterial communities in two different seaweed samples along with incubation and exposure duration to seashore using 16S rRNA gene-based amplicon sequencing. Bacterial communities belonging to the phyla Proteobacteria and Bacteroidetes are the most abundant on seaweeds surface. Bacterial diversity in Ulva pertusa is increased along with distances from seashore while that of Sargassum horneri are similar. Remarkably, Cobetia sp. having alginate-degrading activity represent with high proportion about 80% in. Also, the abundance of Agar-Degrading Bacteria(ADB) are fluctuated with incubation periods in mesocosm experiment, ADB predominantly present after 7 days incubation while ADB are reduced their portion after 18 days. These features would be consequences of seaweed importance to proper periods reached land. To understand the functional roles of associated bacteria in seaweeds, combined further studies should be performed coping with biochemical, physiological and microbiological approach.

As the estuary of Hancheon into the sea, Yongyeon, for instance, had a mixture of many different perceptions. In some cases, they regarded Yongyeon as a sacred place to hold rituals for rain. In others, they had an objective perception of Yongyeon as a scenic beauty with no fairyland consciousness or recognized it for its picturesque scenery that would attract Taoist hermits with miraculous powers to take a walk. In still others, they added stories based on the motif of Tao Yuanming's Land of Peach Blossoms in the Wei-Jin period to Yongyeon, concluding it as an entrance to a paradise and strolling about there. Similar fairyland consciousness was also found in Ma-ae-yeongs of Bangseonmun and Baekrokdam.

In this study, the direction pursued by the 'Arte Museum' was found to be in 'site-specific art', which reveals the place and considers the audience's reaction to be a formative element in completion element of the work. This study compares the way in which the place of 'Jeju' is expressed in the Jeju Arte Museum with the method of expression in the Yeosu and Gangneung Arte Museums. In doing so, the study attempts to uncover what exhibition contents are needed to continuously develop the Jeju Arte Museum. To this end, this paper explores the characteristics of 'Arte Museum' through theoretical discussions on 'site-specific art' and examines place and audience in the exhibition contents of Arte Museum in Jeju, providing comparisons to the Yeosu and Gangneung cases. A scenography approach is adopted to reveal the place of Jeju and which is recognized as an approach for inducing specific reactions from an audience, specifically focusing nature and cultural heritage, as a framework for analysis. Through this, we compare the difference in the way Yeosu and Gangneung reveal the space of place and the audience, and we investigate whether these places have succeeded in establishing themselves in the context of site-specific art with the potential to transform the region. Through this, it is intended that we can learn more deeply about the effect of local culture in the case of the successful mobilization of audiences, specifically while utilizing local nature and heritage of interest to locals.

Jeju-ASEAN+α policy is of paramount importance because it is an attempt to promote ‘diplomatic decentralization’ and diplomatic autonomy of a local government. Nevertheless, it is narrowly focused on economic issues, and therefore the core value of the policy could not be clearly defined. Deficiencies in the participation of civil society and the integrated governance structure of policy implementation are also significant problems. This study proposes three alternatives regarding core values of the policy, citizens’ participation in the policy processes, and governance structure of the policy. First, in terms of core values, Jeju-ASEAN+α policy should follow peace, ecology, and inclusion, which are the common elements of successful city diplomacies. Second, to enhance legitimacy and sustainability of the policy, citizen’s demands should be embraced and their participation in the policy process should be encouraged. Last, but not least, to reinforce effectiveness and sustainability of the policy, it is necessary to systematize the structure of governance that integrates multiple actors ranging from local government to NGOs and each citizens. In addition, legal and institutional support is also essential in this light. Jeju-ASEAN+α policy is not just a single policy, but it is a critical opportunity to establish the grand strategy of Jeju island’s city diplomacy. Its development and outcome would be the cornerstone of Jeju’s international renown as an innovative leader in the field of city diplomacy.
