It is a range of situations and experiences of the author as director of adult education of the Portuguese government after the revolutionary process of April 25, 1974. A partir das influências de autores como Ortega Y Gasset, Sartre, analisou-se o desenvolvimento do conceito, notadamente a instransitiva, transitiva ingênua e transitiva crítica. A partir destas reflexões, desdobra-se a compreensão de uma pedagogia entendida como sociologia da educação e prática transformadora da sociedade em prol da libertação. Apos uma breve revisao do tratamento recebido pelos diferentes textos internacionais e na Constituicao espanhola de 1978, sao expostos os beneficios que a sistematizacao juridica da educacao proporciona ao cidadao e a sociedade, de forma mais decisiva. Ele tentara descrever como as relacoes intersubjetivas dos cidadaos podem ser fortalecidas, ate mesmo protegidas, de maneira universal. For Brazilian structural reasons and its historical dependence on the countries of the North,  US interventions in agricultural education were an imperialist strategy of cultural ideology of Brazilians,  requested by the Brazilian ruling class and  accentuated in the 1960s, period of effervescence of the Cold War and the civil-military dictatorship in Brazil, when several agreements were signed with the US government by USAID.
