Under such circumstances the production units development management becomes impossible without a profound management processes transformation and the formalizing management actions. The purpose of the study is to improve the of knowledge-intensive industries development management through the creation of an algorithmic model of development in the new industrialization. In pursuit of this goal, the following tasks have been accomplished: subject-object relations were studied and attributed in knowledge-intensive industries development management; identified and formulated the basic principles of the development management model; identified the main levers of development management, taking into account interest groups; characterized by an elementary set of methods and tools for managing development; an algorithmic model for managing the development of high-tech industries was formed. One of the central elements of the proposed model is an assessment of the level of enterprise development. It includes compulsory monitoring of the production development and the degree of its knowledge-intensiveness. {"title":"Taxation of digital corporations: options for reforms","authors":"O. Sokolovska, Sergei Belozyorov","doi":"10.2991/SICNI-18.2019.48","DOIUrl":"https://doi.org/10.2991/SICNI-18.2019.48","url":null,"abstract":"Currently the new industrialization and digitalization of economies leads to the new tax challenges as a result of appearance of new business models, which do not need physical presence to carry out digital transactions. These challenges are generally related to the erosion of tax base and shifting profits by companies, operating in different jurisdictions due to different direct tax regimes. The OECD countries elaborated guidelines (BEPS Project), aimed to address tax avoidance strategies of corporations. Now EU Member States actively discuss the introduction of digital tax, aimed primarily to increase an effective income tax rate faced by digital corporations in order to reduce the gap in profitability between “brick-andmortar” and digital companies. Recent research showed that there is no systematic difference in effective income tax rate faced by digital corporations compared to traditional ones, and therefore, the underlying proposition in the discussion about taxing digital firms in EU is misguided. We provide an empirical analysis of relationship between profitability of digital corporations and their effective tax liabilities. .We exclude big Japanese digital corporations since features of Japanese digital taxation influence essentially on their performance indicators. Many problems are due to the war of sanctions and counter-sanctions, the fall in the growth rate of the world economy, the specifics of the development of socio-economic relations in the Russian Federation. Based on the analysis of relevant factors affecting the operation of the enterprise, a model is presented that determines the interdependence of the modernization of production and the sustainable economic development of the company. Based on the analysis of domestic and foreign literature, the main provisions of the modernization process are formulated and the algorithm of the modernization implementation mechanism at an industrial enterprise is presented. This mechanism takes into account the main indicators of sustainable development of an industrial enterprise and indicators for evaluating the effectiveness of modernization. Proposals are presented for improving the company's capital model, which reflects the strategic aspects of investment activity necessary for the successful implementation of modernization reforms in an industrial company. Dynamically developing, they were able to provide industrial products not only to domestic markets, but also took an active position in the global division of labor. New industrial countries have only their own characteristics. Export-oriented manufacturing has become the leading industry in almost all newly industrialized countries. To increase the efficiency of economic development, Russia should take into account the experience of these countries. In order to increase the pace of economic development, it is necessary first to study the impact of the level of knowledge intensity of the invested capital on economic efficiency. The article deals with the analysis of the knowledge intensity of the invested capital. Knowledge intensity is an important parameter for determining the efficiency of the economy. The author introduced into scientific circulation indicators: knowledge intensity of invested capital, science intensity of gross regional product and investment return of gross regional product. The article reveals the influence of factors influencing the change in the knowledge intensity of invested capital and gives the author's methodological approaches to its calculation (the author's methods of factor analysis). The article presents the author's analytical, systematic statistical material for the analysis of key indicators revealing the impact on the change in the knowledge intensity of invested capital. Analysis results allow justification of necessity for the development of the industrialization process, classification of main causes of industrialization lag between Russia and other countries, including lack of elaborated regional industrial development policy. The paper describes main mechanisms of stimulating regional industrial development emphasizing the advantages of territories with special legal status where there are special preferences for business. In conclusion, the paper notes the necessity of complex industrial development policy and state regional policy to reindustrialize and put constituent territories of the Russian Federation into alignment in terms of social and economic development, and China’s experience is interesting in such a context. Literature (both past and recent) points to a number of obstacles such as poor regulation and taxation, poor regulation on property rights, inefficient financial markets, which serve as the drawbacks to economic growth and industrialization. This paper studies the role of the financial sector in promoting technological innovation and industrialization in sub-Saharan Africa. We reviewed the factors prompting the fast-expanding informal economy, by giving evidence based reasons to the rapid expansion of the sector. The paper also looked at the role of access to financial services plays in an economy and how that promote firms’ innovation, and speeds up industrialization. The paper analysed the reasons behind the low financial inclusion and less access to financial services in the informal economy, the economic powerhouse or backbone of the region. The paper concludes and substantiates the author’s view that poor local infrastructure, the nature of knowledge appropriation, mistrust and wrong judgmental decisions as well as the preference of banks to use tangible assets like immovable properties are the causes of low access to financial services in the sub-Saharan informal sector. Thus, this at a larger extent stifles their growth and innovation, and hinders economic development and industrialization thereof.
