Popova","doi":"10.2991/SICNI-18.2019.35","DOIUrl":"https://doi.org/10.2991/SICNI-18.2019.35","url":null,"abstract":"In order to ensure national sovereignty and global competitiveness on the basis of non-resource development, it is necessary to form a model of the digital economy and its diffusion into all spheres of Russian society. It is noted that in the financial sphere the provision of innovative digital infrastructure is much higher than in other areas. The current state of the payment market in Russia is characterized by high susceptibility to innovation, its subjects implement part of the tasks of the digital economy, which allows us to consider the national payment system and the subjects of the payment market as one of the points of implementation, transmission and acceleration of digital innovation in the economy. On the basis of the statement of tasks of the digital economy for the payment sphere, three scenarios of development are considered: conservative, innovative and forced. The innovative scenario assumes the activation of investments in the expansion and integration of payment systems and payment services that serve the sources of economic growth in the sectors of high-tech industries. The forced scenario is characterized by accelerated economic growth and includes a set of measures to create a digital financial ecosystem that combines markets and industries on the basis of innovative platforms and standardized technologies of payment systems. Realization of the accelerated scenario is presented in three stages: inclusion of consumers of payment services to all sectors of the economy and stakeholders of the payments market in the digital economy with the transition of payment systems and payment services digital technical and technological standards; the formation of new segments of the payment market and the corresponding competencies; formation of a unified digital environment, which is provided by the institutional and infrastructural measures. The proposed approaches to the implementation of the forced scenario of innovating the payment market correspond to the priorities and forecasts of long-term socio-economic development of Russia. The dual model is one of the most effective tools for reducing the “competence gap” caused by neo-industrial transformations. The main purpose of this article is the scientific substantiation of the choice of the institutional model of managing regional participants of the dual model in the context of neo-industrialization, as well as the assessment of its usefulness for individual participants: enterprises, government agencies, students and educational institutions. The methodology for the formation of an institutional model is based on the principles of the theory of utility, so the authors posed and solved the scientific problem of formalizing the utility of participation in the dual education model for individual stakeholders in the form of specific indicators. Using the theory of sustainable development is the methodological basis for the building of a new industrial policy. Empirical research is aimed at evaluating the determinant of sustainable development of machine building industry in Russia. The authors systematized the basic approaches to identifying and assessing the factors of sustainable development of the industry within the framework of the concept of structural economy. Using the Panzar-Rosse model the assessment of interest income elasticity of engineering enterprises is made at factor prices of productive resources. Advantage of this method is that the reliability of statistical sampling is used, the complexity of the model used, the possibility of using the proposed tools for further multivariate analysis. The results of the study indicate a low level of sustainable development, focusing on getting immediate results, lack of strategic and innovative prospects. This state is adaptive behavior of constant tweaking under the macroeconomic and institutional changes and crises. Despite the large number of strategic programmes and scenarios of the development of machine building industry depends more on not consistency overall economic policy, the impact of economic crises. We can say that in the short term for engineering industries determinant for further development must be development strategy focused on optimization, improving the quality, efficiency, management of major production resources.
