The main tendency that provides for innovation activity namely is regarded. Variants are analyzed of conducting innovation strategy formulated in the “Forecast of Social and Economic Development of the Russian Federation for a period till 2030”. A conclusion is made on the necessity of realizing the third variant aimed at developing breakthrough technologies. As an example in this field it is proposed to study a project on creating a system of information-analytical searching based on the methods of artificial intelligence and aimed at fulfilling functions of intellectual management of innovation activity. The necessity to evaluate such projects from the position of the state, i.e. to evaluate their social efficiency, is also proved in the article. A variant of possible assessment of the project’s effects on the scale of the country is determining the value of saving of time spent on searching scientific and technical information necessary for innovation activity. Moreover, in the article analysis of the present legislative base regulating innovation activity is conducted. Conclusions are made the present legal standards do not propose adequate approaches to evaluating innovation projects and their influence to the economy of the country. Besides, the projects in the sphere of new industrialization of Russia due to their novelty and vagueness of the final results demand more thorough examination which is impossible without attracting highly skilled specialists of assessment. To study the dynamics of the market parameters the authors used the theoretical positions of the neoinstitutionalism which is actively used in industry analysis now. It also examined the influence of international legal norms, trends in the consumer demand changes associated with the formation of global regulatory institutions and the application of innovative competitive strategies. The last ones are characterized by the institutional isomorphism. The research shows the data indicating the compliance of the general Russian market development directions to the global trends, primarily in the regional markets of large urban agglomerations. The assortment market structure is changing in the direction of reducing the demand for mass varieties and improving the quality of the assortment. (premiumization). These trends are constrained by the general conservative market character, the preservation of historical institutional values. The spread of legal institutions and innovative competitive strategies is hampered by the low level of domestic companies consolidation, their low susceptibility to organizational and marketing innovations, and the lack of the developed infrastructure for stakeholders interaction. The research rationale is determined by the need to form a model of innovative financial mechanism and tools for evaluating strategic decisions made at the stage of formation, development and implementation of the program-target objectives of the economy of industrialization. The purpose of the research is to examine the scientific foundations of the innovative developing of the financial instruments of the new industrialized economy. Due to the significant amount of regional budget expenditures needed to achieve this goal, the limited ability of territories to influence the economic processes was stated. It is proved that the scale of the new processes of industrialization requires a subsidiary of funding from the state and the subjects of the Federation. The importance of preselection of projects related to government funding is emphasized because only under this condition, perhaps the most effective use of budget funds and the promotion of economic growth and development are possible. To achieve this purpose the authors solved the following tasks: revealed the cyclical nature of the development of the Russian economy periods of recessions (financial and economic crises) and booms using the Hodrick-Prescott filter (HP-filter); analyzed the cyclical nature of the corporate economy of the copper industry enterprises using HP-filter and quarterly data of financial statements of PJSC MMC Norilsk Nickel and Uralelectromed JSC from the 1st quarter of 2008 to the 3rd quarter of 2017; determined the power and direction of the influence of indicators of the development of the Russian economy on the performance indicators of the copper industry enterprises, using the results of econometric analysis; interpreted the results of the economic-statistical model.When writing the work the authors used methods of comparative analysis and synthesis of information obtained from various sources. A content analysis of analytical materials from the recent leading domestic and foreign publications has been conducted. The cyclical development of the economy (identification of the financial and economic crisis) was evaluated using the HodrickPrescott-method. Statistical data was analyzed (panel data of the enterprises of PJSC MMC Norilsk Nickel and JSC Uralelectromed from Q1 2008 to Q3 2017), and based on the analysis a regression model estimated using the least squares method was compiled. The study concluded that, despite the export orientation of copper industry products — copper cathodes, copper powder, etc. — external state economic shocks directly affect the business performance of copper companies. The findings of the presented work can be applied by the management of metallurgical holdings and individual enterprises of the copper industry for the purpose of theoretical substantiation of corporate development programs, as well as regional executive authorities to identify ways to increase the investment attractiveness of the region. In the context of the global transition to the fifth and sixth technological structures for Russia in order to ensure long-term economic growth, the creation of a regulatory environment that can stimulate the new industrialization, primarily in traditionally developed industrial areas, has special importance. The Ural macroregion with its high level of industrial, transport, logistics and intellectual potential could be such territory. The study reveals the application of methods of legal impact on the economy in relation to the new industrialization at the regional level, describes their characteristics and level of administrative burden. Based on the division of competency between the levels of government provided by the Federal structure of the country, the possibility and necessity of taking into account regional aspects in the formation of the regulatory environment of the region is approved in the article.
