The aim of the paper is to analyse how modern universities respond to the existing challenges of reindustrialization and adapt to emerging modern management technologies and development of knowledge-intensive activities. In each period of time, universities played a number of roles in their respective societies. Since the 60s of the last century, one of the main criteria for the effectiveness of universities has been their social utility and ability to meet social demands. The notion of ‘Third Mission’ develops from the growing importance given to direct connections between university research activities and the external economic and social environment. For the majority of Russian universities facing financial and social difficulties, the only opportunity to stay afloat and even to develop is to be needed by the community where they exist. International experience demonstrates how well-considered and active interaction between the university and the local community can impact the life of the university and its perception in society. Close links of the Russian tertiary education with local communities are not only a tool for survival, but also an opportunity to tailor higher education to the realities of modern life, to improve the quality of education, to sharpen its practical focus. For Russia, pursuing the path of innovation and reindustrialization is impossible without training a new generation of specialists, who possess qualitatively new professional knowledge and common employability skills. The purpose of the study was to identify the key problems of the formation, use and assessment of the quality of the personnel potential of the regions and the country, taking into account new technological conditions for the activities of business entities. The main research methods used were: abstract-logical, monographic, regression analysis method, extrapolation method, as well as methods of tabular and graphical representation of statistical data. The processing of the original statistical information was carried out using the Excel and Statistica application packages. The indicators for assessing the quality of employee potential were substantively analyzed and classified, highlighting groups of physical, intellectual, educational and its economic characteristics. A method of calculating the integral index of personnel potential was proposed and tested on the example of the regions of the Siberian Federal District, while clusters of regions with high, medium and low values of the integral index of employee potential were identified. More detailed studies conducted on the example of the Omsk region. On the example of the analysis of modern trends in the consumer market of the city of Yekaterinburg, as an industrial center of the Urals, the authors carried out a critical assessment of the strategic priorities of the market for goods and services of the city of Yekaterinburg formulated in the strategic plan of the Yekaterinburg city municipality until 2025. The article presents the need to revise and adjust the directions and tools for the implementation of strategic objectives in the light of new trends in the global and national economies. The methodological basis of the study was conceptual approaches to strategic management in the framework of the economy of innovation and knowledge using the methods of SWOT analysis and Foresight technologies. The authors have assessed the state of the consumer market in the context of the implementation of the strategic development plan for the city of Yekaterinburg. The practical significance of the research results reflected in the article is to highlight the priorities for the development of the consumer market of the city of Yekaterinburg for the period up to 2030. However, world practice shows that industrial production is currently the most efficient sector of the economy. Neo-industrialization is possible only under conditions of innovation implementation. The paper proves the fact that a share of cutting-edge knowledge embodied in technologies, equipment, personnel training, and manufacturing process management in developed countries makes up from 70 to 90% of GDP growth. Introduction of innovations has become a key factor of market competition giving progressive companies an opportunity to reach excess profits based on assignment of intellectual rent arisen by the monopoly usage of more advanced technologies. Nowadays, Russia faces a problem to form advanced engineering and manufacturing systems. At the same time, the Russian economy does not have an operating system of state stimulation of innovation development. The factors constraining the innovation-oriented development of industry in Russia are exposed thus: expensive energy resources, inefficient taxation system, insufficient money supply, unused human capital, quality of administration. Stepanova","doi":"10.2991/SICNI-18.2019.135","DOIUrl":"https://doi.org/10.2991/SICNI-18.2019.135","url":null,"abstract":"The sectoral structural theory of national economy by Clark-Fisher is based on the hypothesis that a gradual redistribution of production of the highest GVA value from the agrarian to the industrial sectors and then to the service sector occurs in the course of social evolution. The authors of the paper present their achievements in studying industrialization and servicing rates of economy while taking into account, firstly, the tendency of non-material services and manufacturing industries increase in the regional economic intersectoral structure; secondly, the need to develop methodological basis for analyzing intersectoral structure of economies of any scale. We applied new typology which allows not only to evaluate and compare the achieved level of economic development of a particular territory, but also to underline priorities of economic policy in digitalization, industrial revolution and introduction of “industrial Internet” into public strategic regulations.
