However, to fully implement their potential and ensure timely problem-solving, further analysis of social media impact and effective promotion tools is deemed necessary. In our paper we review the particular features of social networks, which so far remain commerce-driven, and outline the means for satisfying the needs of every customer and social group. We also describe the state-of-art in social media marketing (SMM) and propose guidelines for implementing effective tools in this domain. The authors suggest an approach to digital transformation of Russian e-government. The importance of interoperability (the ability to interact) as the key enabler for information sharing and cross boarder interaction in EAEU is emphasized and the objectives for each interoperability level are formulated. This list of actions is suggested to be included into the Roadmap of Russian e-government development in order to achieve interoperability. At the same time citizens expect that these governmental levels adopt a user-centric approach and provide instant access to their data or to open government data. Therefore the applications at various government levels need to be interoperable in support of the 'once only-principle': data is inputted and registered only once and then reused. Given government budget constraints and the cost and complexity of (re)modeling, translating and transforming data over and over, public administrations need to reduce interoperability costs. This is achieved by semantically aligning information between the different information systems of each government level. Semantical interoperable systems facilitate citizen-centered e-government services. This paper illustrates how the Open Standards for Linked Organizations program (OSLO) paved the way bottom-up from a broad basis of stakeholders towards a government-endorsed strategy. OSLO applied a generic process and methodology and provided practical insights on how to overcome the encountered hurdles: political support and adoption; reaching semantic agreement. Within the functional approach to interface design, eye tracking is an established method to analyze interface efficacy. At the same time, in today's media design, many rules have been established by practitioners and remain untested. In this mixed-method study, we combine web crawling, web analytics and heat map analysis based on eye tracking, and qualitative usability analysis of composite-graphic model of a website. We check whether eye tracking test results (numeric data and heat map analysis) correlate to usability of key pages of a large website, as measured qualitatively according to recommendations of leading design literature. Among large web spaces, university website clusters represent a special type and suit well for our analysis, as they unite very different publics and are multi-task. We elaborate and pre-test the methodology on three sites of leading universities in the USA and Russia (Harvard University, Moscow State University and St.Petersburg State University). It specifically concerns nurturing the entrepreneurial spirit and motivation amongst students registered on the course \"Life navigation\", which is designed to develop professionalism and citizenship in students. The program makes widespread use of the popular Russian social network \"Vkontakte\" as an educational tool. The impact of \"Vkontakte\" reinforces the results of other research undertaken into the role of social networks and messengers in the learning process. These are: a rule based on the averaging of local information, experience based reputation and transitive reputation, respectively. We introduce and discuss the role of Well Informed Agents (WIAs) in these systems. We analyze each rule in detail and present a comparison that reveals important differences. In particular, best convergence (but with a medium error term) is achieved by the transitive method, whereas middle values of convergence with the smallest error terms are shown by the averaging method. Experience based reputation fares worse of the three, both in terms of convergence speed and error.
