It was being analyzed some of existing approaches for implementation of energy efficiency programs in municipal sector. Based on these data it has been suggested the best ways to implement automated system for energy management in public sector. Prospective methods of intended interaction between users of all levels have been described. 本文介绍了自动化信息分析能源管理系统的开发方法。目前正在分析在市政部门执行能源效率方案的一些现有办法。本文以别尔哥罗德地区-格拉沃龙斯基地区为例，介绍了能源效率调查的分析结果。在此基础上，提出了在公共部门实施能源管理自动化系统的最佳途径。描述了所有级别用户之间预期交互的前瞻性方法。最后指出了应用方法对资源消耗进行有效管理的必要性。
