Jeong","doi":"10.5394/KINPR.2016.40.5.305","DOIUrl":"https://doi.org/10.5394/KINPR.2016.40.5.305","url":null,"abstract":"The sea-port in Northern Vietnam accounts for around one third of the total country’s cargo throughput and for many decades has been playing an important role in the logistics system of the country. 11 container terminals currently operate in Northern Vietnam, concentrating in Haiphong city and Quang Ninh province. Despite the increasing demand, the competition among these container terminals has become increasingly more critical. In recent years, massive investments from both government and operators have been made to improve the capability of the local sea-port’s logistics infrastructure. This critically needed comprehensive research evaluates the impact of the current logistics infrastructure condition on the competitiveness of terminals and quantitatively compares the competencies of these terminals. In order to meet such requirements, the paper first summarizes the indicators of the logistics infrastructures of the sea ports before developing and testing hypotheses to reveal the correlation between the given factors and the annual throughput of container terminals in the region. Factor analysis will then be applied to score the logistics infrastructure competency of each container terminal. A significant gap between logistics infrastructures among all container terminals was not observed and the competitiveness between container terminals is mostly driven by traditional activities including cargo handling and storage. Mombasa port has undergone a massive infrastructure upgrade and dredging works with an expectation that more vessels and large post Panamax ships will be able to enter Mombasa port. Therefore, it is vital to carry out a marine traffic risk assessment in order to quantify the degree of navigation safety needed in the Mombasa approach channel and also to evaluate the navigation risk imposed on transit traffic by local ferry traffic. In this paper, a marine traffic risk assessment is carried out using the IWRAP mk2, Environmental Stress (ES) model, and the PARK model. Risk assessment results show that Likoni area has an unacceptable stress/ risk ranking at 20.7% by the ES model and 38.89% by the PARK model. The IWRAP mk2 model shows that the crossing area has the highest risk of crossing collision and the area at the entrance to the inner channel has a high risk of grounding. The objective of this study is to determine whether such modules for VTS operator training recommended by the current IALA model course correspond to the actual opinions of VTS operators who are currently working in the field. To this end, the relative importance of basic modules for vessel traffic services operator training was analyzed using the Analytic Hierarchy Process(AHP) method. A questionnaire was designed to include 8 modules recommended by the IALA model course, and the survey results of 52 individuals working at 5 VTS centers were analyzed. It becomes one of the main error terms affecting high-precision positioning solutions in network RTK. This paper proposed a detection algorithm to be used during atmospheric anomalies in order to detect the tropospheric irregularities that can degrade the quality of correction data due to network errors caused by inhomogeneous atmospheric conditions between multi-reference stations. It uses an atmospheric grid that consists of four meteorological stations and estimates the troposphere zenith total delay difference at a low performance point in an atmospheric grid. AWS (automatic weather station) meteorological data can be applied to the proposed tropospheric anomaly detection algorithm when there are different atmospheric conditions between the stations.
