We find a positive and statistically significant relationship between corruption and NPLs. We also analyze the channels through which corruption affects NPLs. We find that the impact of corruption on NPLs becomes less pronounced for larger and weakly capitalized banks. The link between corruption and NPLs is higher when the legal environment is weak and for bank-based economies. This article focuses on German MNEs in India and shows how they addressed the formidable challenge of the internment of their employees in British camps during both WWI and WWII. We find that internment impacted business relationships in India well beyond its endpoint and that the WWI internment shaped the subsequent perception of and strategic response to the WWII experience. This positive view is in contrast to wide-spread beliefs since the adherence to moral and ethical standards is frequently seen as a performance costing aspect. Even if it is clear to people that honesty and soundness of moral character is desirable in a perfect world, certain ‘compromises’ might be seen as necessary to achieve personal and business targets. Therefore, sticking to restricting ethical standards would reduce the range of options and consequently performance. However, in a dynamic setting of interactions there is a different outcome to the performance effect of integrity: As Michael C. Jensen put it: “Integrity: Without it nothing works”. This is due to new opportunities that would not exist without integrity. Real estate is an industry linked with corruption scandals. In studies of the watchdog organization, Transparency International, the real estate industry scores high in the “Bribe Payers Index”. Consequently, the industry has to increase its efforts in strengthening the integrity of its participants. This paper examines the real estate situation and why parts of the industry might be prone to lack of integrity. Furthermore, it is dis-cussed how to establish and foster integrity despite an embedded challenge: Integrity is invisible. Most capabilities and skills can be learnt through observation and imitation. However, what you cannot see, you cannot imitate. Consequently, education is central to ad-dress this issue and to increase awareness and understanding. Guerrero","doi":"10.2139/ssrn.3106028","DOIUrl":"https://doi.org/10.2139/ssrn.3106028","url":null,"abstract":"Determining policy priorities is a challenging task for any government because there may be, for example, a multiplicity of objectives to be simultaneously attained, a multidimensional policy space to be explored, inefficiencies in the implementation of public policies, interdependencies between policy issues, etc. Altogether, these factor s generate a complex landscape that governments need to navigate in order to reach their goals. To address this problem, we develop a framework to model the evolution of development indicators as a political economy game on a network. Our approach accounts for the --recently documented-- network of spillovers between policy issues, as well as the well-known political economy problem arising from budget assignment. This allows us to infer not only policy priorities, but also the effective use of resources in each policy issue. Using development indicators data from more than 100 countries over 11 years, we show that the country-specific context is a central determinant of the effectiveness of policy priorities. In addition, our model explains well-known aggregate facts about the relationship between corruption and development. This study analyzes how citizen satisfaction with good governance values, government performance, and empowered citizenship affect public trust in government in these countries. The analysis is based on the Asia Barometer Survey data 2007. The study found that citizens' satisfaction with good governance values and perceived government performance in dealing with the economy and political corruption best explain the variation in trust in government among these countries. The variances in trust in central and local governments in Malaysia and Indonesia are best explained by citizen satisfaction with good governance values. Citizen satisfaction with good governance values is significantly associated with trust in local government only in Thailand. The study also finds that perceived government performance in the economy is significantly associated with trust in central governments in Malaysia and Thailand. Meanwhile, government performance in dealing with political corruption, quality of service, and government officials’ attention to citizen input are positively associated with trust in government in Thailand. Citizens who agree that there is wide spread corruption among those who govern the country expressed a low level of trust in government in Indonesia and Thailand. I test this hypothesis in the context of Mexico by combining data on local government corruption and cheating on school tests. I find that, following revelations of corruption by local officials, secondary students' cheating on cognitive tests increases significantly. The effect is large and robust and persists for over a year after malfeasance is revealed. These findings are validated by evidence from individual survey data, which documents that individuals interviewed right after corruption is revealed report being less honest, less trustworthy, and more prone to thinking that cheating is necessary to succeed, compared to similar individuals interviewed just beforehand. The current economic model is dualistic. On the one hand, the so-called systemic liberals are in charge of macroeconomic policy, which they pursue eminently. On the other, President Vladimir Putin allows state corporations, cronies, and law enforcement agencies to dominate the corporate economy, enriching themselves with little consideration of legality. This economic model leaves little room for economic growth, but the Soviet Union taught us that a suboptimal system can last for a long time, as long as it is not overwhelmed by acute financial crisis. A conundrum this paper aims to explain is how a country that pursues such rigorous and conservative macroeconomic policies can be so tolerant of state and crony capitalism. <b>Polish Abstract:</b> Rosyjska gospodarka tkwi w pułapce stagnacji, jednakże dzięki zręcznej polityce makroekonomicznej gospodarka została ustabilizowana. Obecny model gospodarki jest dualistyczny. Z jednej strony u sterów polityki makroekonomicznej są tzw. systemowi liberałowie, i ewidentnie to oni ją prowadzą. Z drugiej jednak strony, Władimir Putin pozwala państwowym przedsiębiorstwom, oligarchom i agencjom odpowiadającym za przestrzeganie prawa, na dominowanie nad sektorem przedsiębiorstw, i bogacenie się bez szczególnego oglądania się na legalność (ich działań – przyp. tłum.) Taki system gospodarczy pozostawia niewiele miejsca dla wzrostu gospodarczego, ale Związek Radziecki nauczył nas, że suboptymalny system może trwać bardzo długo, tak długo jak nie zostanie przytłoczony przez ostry kryzys finansowy. Subjects in our experiment donate to non-profit associations. The associations provide local public goods that benefit all subjects. We compare average contributions between two conditions with the same efficiency: a corruption condition, where an administrator can expropriate part of contributions, and a control condition without corruption. Compared to the control condition, subjects matched to an expropriating administrator significantly reduce their contributions. Hence, contributors are less inclined to behave prosocially (i.e.~are more likely to free-ride) if they are exposed to corruption. We advance such a model to formulate hypotheses about how the context and design of a civic engagement process shape the deliberation that takes place therein, as well as the impact of the deliberation on participants and subsequent policymaking. To test those claims, we extract and code case studies from Participedia.net, a research platform that has adopted a self-directed crowd-sourcing strategy to collect data on participatory institutions and deliberative interventions around the world. We explain and confront the challenges faced in coding and analyzing the Participedia cases, which involves managing reliability issues and missing data. In spite of those difficulties, regression analysis of the coded cases shows compelling results, which provide considerable support for our general theoretical model.
