The problem lies in confirming studies that school principals lack the desire and educational experience, which hinders their ability to lead change and the weak elements of creativity and experience in their schools. The researcher adopted the descriptive approach in his study, through a (52) statements questionnaire, distributed in (3) axes are: problems, administrative creativity and job satisfaction. The study population included (141) principals, and a random sample of (39) principals was chosen. The data were analyzed by descriptive analysis method, and Pearson Correlation Coefficient. The problem was represented by the results of many educational studies, to the presence of obstacles in the first teacher preparation program, and to the lack of familiarity of the first teachers in the areas of supervisory practices for the first teacher and his tasks, and that they had not received training on them before, in addition to the best researcher in the educational field as an educational supervisor for the subject of education Islamic, and his participation in the evaluation committees of the first teachers in the Al Batinah North region. Therefore, the study aimed to diagnose the degree of the practice of the first Islamic education teachers in their supervisory tasks from the viewpoint of school principals and subject teachers. The sample of the study consisted of (80) principals, and (170) teachers of Islamic education. The researcher prepared a questionnaire consisting of (54) tasks, which included (6) fields, namely: the field of planning, curricula and teaching methods, educational evaluation, field follow-up, training, human relations and the local community. Where the researcher found that there is a major deficiency in the classroom practice of the survey strategy, and that the old thought is still in control of the modern science teacher, and there are teachers who do not accept the results that students obtain through their investigative activities if they differ with the result that he wants, or that recorded in Guide. The study adopted the descriptive method, the tool for data collection is; a scale for measuring of beliefs based on the theory of planned behavior (Ajzen, 1991) consists of (45) items, distributed in (3) axes. The findings indicated that: the mean score of science teachers’ beliefs on the use of inquiry-based learning strategy was (14.20), which reflects a positive belief and intention within teachers to use the inquiry-based learning strategy. The problem is that the difficulty of learning exposes the student to personality disorder and an imbalance in compatibility compared to his colleagues, so it is clear in the behavior and behavior of students during their social interaction. Which requires finding proposals that help them form personal characteristics together, and help them to integrate with teachers and students. The study aims to analyze the personality traits of students with learning difficulties from the viewpoint of their teachers in basic education schools, by discussing the factors that affect the formation of those traits. The researcher followed the descriptive analytical method. A personality traits questionnaire was implemented consisting of (26) phrases distributed in (5) axes: neuroticism, extroversion, openness to experience, kindness, and conscientiousness. The study population consisted of (1134) teachers with learning difficulties, of which a random stratified sample of (291) teachers was selected. Results indicated that all axes came with average degree. When the axis of neuroticism came first, followed by the axis of extroversion, then the axis of awakening the conscience, openness to experience, and in the last place the axis of kindness. It is part of a field study conducted by the researcher in the private institutions of the Sultanate of Oman. The problem is that the organizations' lack of awareness of the importance of the prevailing organizational climate in them, and reviewing it from time to time despite the close link between it and organizational development, stimulating the creative behavior of workers and the motivations of workers and raising their level of morale and improving the level of their performance; has formed a problem that deserves attention and research. Therefore, the objectives of the study are: to identify the characteristics and significance of the organizational climate; diagnosing the types of organizational climate and the factors affecting it. To present organizational climate models. The descriptive method was used to identify the characteristics, significance, types and models of the organizational climate. The findings of the study indicated: that the organizational climate is a mediator between job requirements and the needs of the individual and that job satisfaction is part of the organizational climate. The importance of the organizational climate to produce and demonstrate the organization's ability to achieve its goals is demonstrated. The control and control to properly direct the elements of the organizational climate enable the organization's management to motivate individuals and push them towards hard work. The problem in the self- efficacy, which has become an important and vital requirement in the teachers' personality, in facing the challenges of rapid and successive developments, and to enable them to acquire the necessary skills in dealing with students and their daily problems. So, the study aims to determine the level of both self-efficacy and mental health, the correlation between them, and individual differences in the teachers' variables. The study followed the descriptive analytical method. A random sample of (100) teachers was selected. The study used the Self-Efficiency Scale (Abu Ghaly, 2012) consisting of (30) statements and the mental health scale (Ismail, 2016) consisting of ( 36) statements. The findings indicated that: the level of self-efficacy among the teachers was an intermediate level (60.63%), the percentage of the level of mental health among the teachers reached (62.02%) which is also an intermediate level. The Pearson correlation coefficient between self-efficacy and mental health was equal to (0.68), which is a positive correlation coefficient, which means that the relationship is direct, that is, the more self-efficacy increases, mental health increases. Reform of the process of planning social services in the direction of their decentralization is underway, but for many reasons the reform is slowing down. This complicates the process of identifying social problems and finding solutions to overcome them, especially at regional and local level. The institutional analysis of the social services system clarifies the main (formal and informal) participants in the process of planning and implementation of social services and their motives and possibilities for coordination. The analysis makes it possible to understand how the social services sector functions, what incentives it creates and how individual institutions influence people's behavior and, consequently, the wealth of society. The aim of the paper is to clarify the planning environment of social services in Bulgaria and to outline the institutional framework of planning and the internal interrelationships. The study is based on the methodological individualism approach, which seeks explanations in social knowledge based on individuals and their properties, motives, goals and beliefs. The object of analysis are the desires (plans) of the economic agents, which at a certain moment are coordinated and thus transactions are carried out. Some incentives have been clarified, which motivate them to act in a certain way under conditions of limited access to resources (material, human and financial). Special emphasis is placed on transaction costs, which slow down the operation of the system and make it difficult to achieve its goals. Aspects of cooperation in the development of a map of social services and in the coordination of social service providers are discussed. Informal relations, such as customs, culture and attitudes of local communities, remain outside the model. On the one hand, it is necessary to comply with standard normative and methodological regulations related to the preparation of a planning document. On the other hand, the dynamics of social needs resulting from changes in the environment require greater agile approach and proactivity of social policies and the documents regulating them. All this requires a fundamentally new approach to the creation and subsequent implementation of strategies for social services development. The research problem of the study is the strategies for social services development in the Republic of Bulgaria at regional level and the research area is the approach to their creation. The main research thesis is that the application of an iterative approach to strategic planning of social services in the public sector is a tool for proactive policy, oriented to dynamically changing social needs in response to changes in the environment. The iterative approach presents strategic planning process as separate steps that are constantly repeating, i.e. the approach is cyclical. This means that strategies for social services development, once established and consulted with stakeholders, are not finalized. They require active actions for their implementation, monitoring, updating, and reporting, which should be widely communicated not only at institutional, but also at sectoral and functional levels. One of these problems is found in their attempt to use determiners, such as articles, quantifiers, adjectival possessive pronouns, and so forth. The most common reason of mistake, error and failure in appropriately learning and communicating in English as a second/foreign language is due to what is known as mother-tongue interference and negative transfer from one's native language, especially by L1 Arabic learners. The Arabic language has a structural system which, in many features, is different from that in English. Therefore, mistakes and errors occur when students refer back to their native language (Arabic) when communicating in the second/foreign language (English). The aim of this paper is to pinpoint the influence of Arabic mother-tongue interference and negative transfer from the students' first language on proper command of English, especially regarding the above mentioned structural features. This is done by illustrating how the differences between the Arabic and English languages in concern to the certain grammatical and structural features cause L1 Arabic learners of English as a second/foreign language to make repeatable mistakes and errors in English.
