To obtain presents in the article results of the Russian and Taiwanese researchers have developed their own methodology for the analysis of unstructured textual information. Russian researchers used a method of constructing a mental model, network and cluster analysis, and the method of sentiment analysis. Taiwanese scientists were used for analyses of text arrays latent Dirichlet distribution (LDA) and the method of sentiment analysis. The object of the analysis was the statements (comments, posts) members of online communities of Russia and Taiwan. The results obtained allowed to identify a comparable subject, leading concepts that directly affect the formation of online image of the country among the participants, who discussed the events associated with the image of their own country (Russia, Taiwan), as well as neighboring countries such as China, Japan. Identified themes related to the discussion of the interaction of their own country with the leading countries of the West and the Pacific, territorial disputes, the prospects of cooperation, trade, export opportunities, as well as regional development, technology development and partnership.The analysis of text information in the Internet community for several years has enabled us to determine the temporal dynamics of the image of the country, to determine the sustainable theme, constantly discussed and considered in the study as \"core\" online image of the country in discussions of the Internet users. Aan de hand van de herziening van de IORP-richtlijn wordt de uitwerking van dit systeem in de praktijk geanalyseerd. Niet alleen geven beide onderscheiden aanleiding tot conflicten tussen vooral nationale en EU-wetgevers, maar ook worden geschillen over de inhoud van EU-regelgeving uitgevochten. Ook biedt het artikel nader inzicht in de rol van EIOPA, het EU agentschap op het terrein van pensioenen.English Abstract: The legislative system of the European Union is determined by the distinction made between legislation and administrative rules and between delegation and implementation pursuant to the EU Treaty. This article analyses the implementation of this system in practice, on the basis of the revision of the IORP Directive. Not only do both distinctions give rise to conflicts between mostly national and EU legislatures but they also lead to disputes regarding the substance of the EU rules. Thinking on economic development has similarly undergone profound change driven by the relative success of the BRICS and the re-evaluation of the role of the state in economic development in general and in industrial policy in particular. Meanwhile, secular trends and cyclical developments – in particular the global economic and financial crisis of 2008-2009 and the ensuing prolonged growth slump in the advanced countries – have fundamentally altered traditional relationships between the advanced countries that serve as donors of development assistance and the developing countries that receive that assistance. All of these changes have implications for donor-recipient relations and raise questions for the design of external aid policies, particularly in the area of trade and private sector development: to \"whom\" is the aid being delivered (firms, industries, governments?); \"what\" is being delivered; and \"how\" is the aid being delivered. Applying the basic arguments featured in the Varieties of Capitalism literature, the paper aims to show how the interaction of the institutional set-up of coordinated and mixed market economies, with the effects of the common currency area, can explain both the evolution of the crisis, as well as the reactions to it. This paper interprets the sovereign debt crisis in the Eurozone as the combination of two features: firstly, the architecture of the common currency area, which instituted a common interest rate for widely heterogeneous regional economies, and secondly, the specific institutional foundations of two types of economies participating in the Eurozone, namely coordinated market economies and mixed market economies. Understanding these two factors and their interaction not only helps to explain why the Southern European countries were particularly vulnerable to exploding public debt, but also why, during the on-going resolution of the Eurozone crisis over the last two years, policy makers have persistently preferred austerity over the mutualisation of debt. Since 1993, Portugal has been using PPPs intensively, mainly for highway construction and in the health sector. This has enabled the country to close the infrastructure gap and avoid the budget constraints at the moment of the investment. Doubts about whether PPPs represent value-for-money have emerged. There are several reasons why PPP were unsuccessful: (i) the concentration PPP projects was very high over a limited time span and the public sector was not prepared nor had the ability to manage and control the contracts, (ii) the incentive to resort to PPPs was mainly to avoid budget constraints, but not to use of public resources better by taking advantage of private sector efficiency, (iii) the risk allocation between the private and public sector was flawed because the private sector bore too little risk and payments from the public to the private sector were considerably above the investment cost. The current and future annual payments from the state to the private sector are a substantial burden in the current times of austerity and budget consolidation.
