However, less attention has been put to the road safety effects derived from this policy. Although toll motorways show quality levels equal or above free motorways, charging users for the use of better infrastructure shifts some traffic to their low quality adjacent alternatives. In the present study we test whether charging for the use of the better road might negatively affect road safety in the worst adjacent road. If the population differs in its rate of return, a closely related question is whether marginal returns to higher education fall as a greater fraction of the population enrolls. This paper proposes a nonparametric method of estimating marginal treatment effects in heterogeneous populations, and applies it to this question, examining returns to higher education in the UK. This study examines the trends affecting EU policies in the South Caucasus, with a specific focus on EU–Azerbaijan relations. It argues that in the three main areas in which Azerbaijan affects Europe’s interests – cooperation in the energy sector, democratisation and conflict resolution – so far the EU has engaged well on a regional energy strategy, but less so on democratic reforms and almost not at all on conflict settlement in Nagorno Karabakh. The study concludes that the EU needs to balance its involvement in all three areas, especially given the deeper democratic changes it wishes to see in Azerbaijan, with a list of recommendations for doing so. CEPS Working Documents are intended to give an indication of work being conducted within CEPS research programmes and to stimulate reactions from other experts in the field. With hindsight, it might be said that these expectations have largely been fulfilled. The agreement on a detailed mandate for the upcoming Intergovernmental Conference (IGC) under the Portuguese Presidency now offers a way forward for a Union that has been ‘in crisis’ since the French and Dutch no-votes. This report offers an overview of the German Presidency’s aims in the various policy areas and makes an assessment of the achievements of its six-month term. A summary of the content and structural background of German EU policy is given, explaining developments since unification, Germany’s motivations for European integration, public opinion on European integration and the stances taken by the key political players in Germany. Insight into the organisational structures of the Presidency appears in the annex. While acknowledging the difficulty of gauging the exact impact of the German presidency in relation to other factors, the report draws mostly positive conclusions on internal policies, where agreement on many concrete measures from the presidency’s work programme could be achieved, notably on the single market, justice and home affairs, climate protection and energy policy. With the ‘Berlin Declaration’ Germany achieved a show of unity for the future of the Union that was an auspicious start for the talks on treaty reform. While it is clear that the agreement reached was not only on Germany’s merit, the presidency played a prominent and constructive role throughout the negotiations. The mandate for the IGC is more than just a low common denominator and most parts of the Constitutional Treaty could be saved. In foreign policy, results were less tangible. Germany’s engagement helped to deepen the economic partnership with the US, but due to factors beyond the Presidency’s control, could not avoid deterioration in EU-Russia relations. In Kosovo and the Middle East, substantial settlements are also a long way off, but the EU is now preparing for an ambitious operation in Kosovo and Germany helped to engage the Middle East Quartet with the peace process, thus moving the conflict higher up on the international agenda. The reasons for Estonia's success in the past have been analyzed by various authors and institutions before, including the present authors. This new paper aims in a different direction. The analysis here presented looks at the sustainability of Estonian competitiveness, i.e., the prospects of this small Northeast European country for future economic success. After a brief introduction to Estonia's economic background, the authors discuss available physical capital, human capital, and social capital, and their respective strengths and weaknesses. Particular emphasis is placed on the potential of social capital as the driving factor for sustainable growth in Estonia. Public sector activities may have an effect on overall productivity and growth either directly by the level and changes of productivity within the public sector, or indirectly by triggering off productivity changes in private production. This paper is concerned with the former aspect. It provides an overview of the size and the structure of the public sector in Europe and compares it with the US and Japan. This is related to the more recent empirical literature on public sector performance. After reviewing some of the measurement issues related to public services, the evidence on the size of government and its performance is analysed. The results on industrial countries are not fully conclusive, but seem to attribute more efficiency to smaller rather than to larger governments. The capitalization of local spending in house prices is used as a test of efficiency, and it is found that local services are in general excessive from this standpoint. The determinants of local government spending are then estimated and local incomes, the tax price faced by the electorate, and local party control are found to be significant. The starting assumption is that public budgets have in time of economic transition certain specific functions. These consist explicitly in supporting the transitional process by transferring part of the economic and social costs, attached to it, over time and various categories of population. These functions are to be carried out at time, when the economic performance of those countries tends to be rather poor and the revenue side of the budgets is not buoyant. Since the financial capacity of the budget is restraint, governments try to find ways by which transition functions could be carried out while their financing would not take the form of instant cash outlays. Evidence of the Czech Republic suggests that measures, conceived to meet the expectations attached to the budget in respect to part of the transitional costs, though conceived originally as temporary, tend over time to become of a permanent nature. Issues such as a risk of moral hazard then occur. The analysis also points to the fact that these sorts of phenomena may not be the only factor that contributed to the deterioration of the Czech public finance in recent years.
