{"title":"Taking Ideas Seriously within Political Settlements Analysis","authors":"T. Lavers","doi":"10.2139/ssrn.3123026","DOIUrl":"https://doi.org/10.2139/ssrn.3123026","url":null,"abstract":"Recent work on the politics of development and, in particular, the role of political settlements in shaping development outcomes has provided important insights into the types of power relations that can contribute to developmental successes and failures. However, important questions remain regarding how political settlements are formed and maintained over time, as well as the extent to which political settlements determine particular policy choices in particular policy domains. This paper considers the role that ideas can play in studying the politics of development and the extent to which an analytical focus on ideas might address some of these gaps. Work on political settlements has, for the most part, emphasised explanations based on material interests, paying little to no attention to the causal role of ideas. This paper first examines the compatibility between Khan’s political settlements framework and theoretical work on ideas, arguing that taking ideas seriously requires questioning some of the core ontological assumptions underpinning the political settlements framework. {"title":"International Transfer Pricing and Tax Avoidance: Evidence from the Linked Tax-Trade Statistics in the UK","authors":"L. It uncovers three new findings on tax-motivated transfer mispricing in real goods. First, transfer mispricing increases substantially when taxation of foreign profits changes from a worldwide to a territorial approach in the UK, with multinationals shifting more profits into low-tax jurisdictions. Second, transfer mispricing increases with a firm’s R&D intensity. Our estimates are based on a rigorous methodology taking into account country-specific legislations, the earning history and the longevity prospects of individuals. The key advantage over existing estimates is that our measures of SSW are fully comparable across countries. This allows us to construct indexes of the redistribution enacted by the pension systems in Europe. {"title":"Must Mutual Recognition Transform into Mutually Assured Obstruction? Three Creative Suggestions for the UK's Brexit Negotiators","authors":"Richard Lang","doi":"10.2139/ssrn.3029656","DOIUrl":"https://doi.org/10.2139/ssrn.3029656","url":null,"abstract":"On 2nd October 2016, Theresa May gave the clearest indication yet that the UK will be leaving not only the European Union, but the European Economic Area too, finding herself outside “Fortress Europe” altogether. Thus while Brexit might offer exciting opportunities for the British to “go it alone”, setting our own standards, this would have the effect of excluding non-compliant EU goods and services from the British market, and would likely be answered by the remaining 27 Member States in kind: any barriers to trade erected on our side, whether tariff or non-tariff, will simply be met by equal and opposite barriers on the other. Even if a UK-EU Free Trade Area is negotiated, removing the threat of tariffs themselves, the remaining 27 Member States will be free to impose quotas on British goods, or indeed “measures having equivalent effect” (regulatory barriers), without fear of censure from the Court of Justice as in the past. The Court’s classic doctrine of “mutual recognition” will serve no further purpose. The situation will be, as the present author has described it elsewhere, one of “Mutually Assured Obstruction”. This paper postulates three alternative doctrines that our Brexit negotiators might consider as they draft a Withdrawal Treaty, which might leave some scope for liberalization on both sides of the Fortress wall, but at the same time remaining true to the spirit of Brexit, and not simply undoing it “in the small print”. The Act requires that, when considering a claim brought against a defendant in negligence or for breach of statutory duty, the court must assess whether that party was ‘acting for the benefit of society or any of its members’ (section 2), or ‘demonstrated a predominantly responsible approach towards protecting the safety or interests of others’ (section 3), or was ‘acting heroically’ (section 4). However laudable the Coalition Government’s attempts to foster a ‘Big Society’ might have been, this enactment was not the proper vehicle to achieve it. Some provisions merely repeat longstanding common law principles. Others may have been intended to amend the common law to encourage ‘good citizenship’, but fall well short of that aim. Целью статьи является выявление исследовательских фронтов в области развития молодежи на основе российского и зарубежного опыта. Web of Science и Scopus были использованы в качестве информационной базы. Был использован программный продукт Cite Space для идентификации научно-исследовательских фронтов и их визуализации. Наши результаты показали, что существуют различия между научными направлениям в России и других странах, которые вызваны принципиально различным уровнем развития. Результаты нашего исследования могут быть основой прогнозирования перспективных направлений исследований.English Abstract: Identifying promising areas of research in different fields of knowledge is a very important factor that contributes to increase the level of scientific development in modern conditions among a large information flow. Special attention shall be paid to studies of youth because of its importance for the development of economic systems. Researches in the field of youth have a long tradition and since the 2008s this field has grown significantly. The purpose of this article is the identification of advanced research in the field of the youth on the basis of Russian and foreign experience. Web of Science and Scopus were used as an information base. We used specific methods for identification of research fronts that include Cite Space for the definition and visualization of research fronts. Our results showed that there are differences between research areas in Russia and other countries that are caused by fundamentally different level of development. Integration of data from the Bank of England Archive with price reports, press coverage, and other sources produces estimates for volume of transactions, distribution of earnings among dealers, efficiency of the market, and the coverage of available price lists. For example, it is found that for some securities, prices were reported for under 20% of transactions. The LSE was surprisingly small and by some measures also surprisingly efficient. Much of its efficiency appears to have come from its deep involvement in the “shadow banking system” of that era, a connection that appears to have been misunderstood and almost completely neglected in the past. The publication data are downloaded from the database of Science Citation Index (SCI) Web of Science. Citation analysis and statistical methods are used for nominating and exploring the bibliometric dimensions of the top-cited articles such as top authors, journals, trends of publication and the performance of institutes and countries. The results display a negative impact of collaboration of authors and countries on citation, which contradicts the trends in the other fields of study. Two sets of indices and their evolution are being presented: payment rates per product and per hectare of eligible area. The need of redistribution of direct payments is being stressed, followed by the discussion on different scenarios of distribution among Member States. The model finally accepted by the EU institutions and Member States is presented, as well as calculations of shifts in per hectare rates due to direct payments redistribution.
