With many threats concerning the environment, economic crises, overpopulation, unemployment, the efforts of the governments have proven to be insufficient to overcome these destructive trends. The optimism for a better future lies on motivated individuals who are eager to make changes on the way we think, leave and behave. Social entrepreneurs are those people who have the talent, skill and vision to solve the problems we are all facing. Social entrepreneurs are those people that are not looking at the governments for immediate solution but they see the change in themselves. They see the success not in the financial balance sheets but in improving people's quality life. Certainly, the social economy is a sector which makes a substantial contribution to employment creation, sustainable growth and better wealth distribution. This system makes possible the combination of profitability with social inclusion and democratic system of governance. The aim of this paper is to give an overview to the methods that European Union is using to support Social Economy and Social Enterprises in the Czech Republic. The objective for this thesis will be to prove that Social Economy development would be beneficial for addressing social inclusion issues of disadvantageous groups by combining social and business approach. Nucci","doi":"10.2139/ssrn.2266396","DOIUrl":"https://doi.org/10.2139/ssrn.2266396","url":null,"abstract":"In this paper we assess the implications of policy reforms for the Italian economy by jointly using the Italian Treasury Econometric Model (ITEM) and QUEST III, the endogenous growth dynamic general equilibrium (DGE) model of the European Commission (DG ECFIN) in the version calibrated for Italy. We point out some of the key differences between the two models, highlighting some policy insights that DGE models can provide compared to those of traditional macro-econometric models. Their structural characteristics and the results of simulations are analyzed by using an array of shocks commonly examined in the evaluation of possible reforms. We show that two elements incorporated into the QUEST model play a key role in explaining the qualitative and quantitative differences among the two models in the dynamic responses to structural shifts, namely: the role of expectations in the transmission of reforms and the endogenous growth mechanism. In this paper, we study transitions out of work for 26 EU countries over the period 2004-2009 in order to investigate the determinants of retirement based on the Eurostat Survey on Income and Living Conditions (EU-SILC). Applying standard survivor analysis tools to describe exits into retirement, we do not find any significant differences in the patterns into retirement between the average euro area and EU non-euro area countries. Moreover, we find that shifts into retirement have increased during the onset of the 2009 economic and financial crisis. Income, together with flexible working arrangements, is found to be important as regards early retirement decisions, compared to retiring beyond the legal retirement age. Finally, we show that institutional measures (such as, state/health benefits, minimum retirement age) could not be sufficient alone if individuals withdraw earlier from the labour market due to a weakening of their health. The article tries to answer this question: is this trend just pointing out the rise and triumph of a substantial approach to public-finance issues in constitutional law? Or is it also announcing a legalisation of financial constitutional law, an area of constitutional law which has traditionally been analysed in the framework of the relationship between the executive and the legislature?This paper considers recent debt-constraining constitutional reforms in the four most important Member States in the Eurozone and in Hungary. Furthermore, it deals more specifically with the enforceability of those clauses before constitutional courts and the possibility of derogations to the new constitutional schemes. Many private colleges cannot offer accredited courses and degrees hence they are forced to work with other accredited larger institutions. Being out of direct supervision of such institutions and difficulties in generating revenues is likely to make many of such private colleges prone to corruption. A case study through interviews with students and lecturers was conducted and the findings showed that the college's business practices are unethical and corrupt in many regards. There is also evidence of favourism in return for pay. International students were found to be exposed to injustices and exploitations. Charging users of social services has been modest, but with an aging society and growing social costs, this option needs to be reconsidered. This paper combines the results of the survey on the application of user charges on local social services in Estonian local governments (LGs) with the official financial and population statistics in order to discover trends and explore factors determining the application of user charges in a small, unitary, highly centralised, post-soviet country. We conclude that user charges are mainly considered as a source of information and additional income to partially cover service costs – the possibilities of increased efficiency and demand control have remained undervalued. The probability of charging users of social services tends to be greater if the income level of inhabitants is higher, reflecting the ‘ability to pay’ principle. As such both versions of the Package complement the 2003 Altmark ruling of the European Court of Justice which outlined the four conditions under which compensation would not be considered to form aid in the first place. The new regime seeks to distinguish on the one hand generally compatible social services (such as healthcare and social housing) and on the other the utilities where individual exemption decisions are believed to be more frequently required.
