Following the adoption of a federal law in 2003, the active institutionalization of local self-government was replaced by a tendency to restrict the power and autonomy of municipalities—especially at the level of the rural administrations that are closest to the people. The lack of financing for local budgets became a major factor in restricting rural development. Local self-government was introduced into the system of government at the lowest, most dependent and resource-limited level of the power vertical. As part of the present field study, the author conducted interviews with rural administrators representing settlements in Siberian regions. These interviews constitute a “bottom up” view of the ongoing transformations and illuminate the reactions of rural communities to the changes in the external institutional environment. It is shown that an answer to the challenges of reform is the development of informal practices, which facilitate the self-organization of the population and serve as a compensatory mechanism. The 11-year dynamics of non-tax revenues of the budgets of the federal subjects of Russia are analyzed on the basis of the official statistics of the Russian Federal Government Statistics Service. The role of non-tax revenues is shown to be insignificant in relation to both the regional treasury and increasing budget revenues. The weight of non-tax revenues in Russia is compared with their role in other countries. The article also considers the problems surrounding the privatization of property in Russia’s regions, and presents a systemic analysis of the key factors that negatively influenced plans for privatization in several subjects of Russia. The rise of property income in Russian regions is considered. An assessment is given of the previous regional strategy, which extended through to 2025. Kemerovo Oblast is no longer a regional leader and faces strategic risks due to economic reversal and the reduction of human capital. The oblast must make fundamental, strategic decisions to achieve sustainable economic development. The article details the objectives of the “Strategy for the Socio-Economic Development of Kemerovo Oblast until 2035,” and considers how it relates to the region’s development goals and how it forecasts key socioeconomic indicators. Several development trajectories are evaluated, and the benefits and risks of the Strategy are assessed. It is shown that in addition to market volumes, labor quality, scaling effects, and higher innovative activity resulting from competition, budgetary structure and budgetary policy play an important role in the advanced development of large Russian cities. Using Novosibirsk as an example, the article analyzes the expenditures of the Russian budgetary system in a Russian city and shows that the expenditures of the city budget are less than one-third of the total expenditures of the budgetary system inside the city’s territory. The Novosibirsk budget reveals the main trends in the dynamics of its budget indicators. The structure of the city’s budget is evaluated in terms of both the revenue gathered directly on its territory and its dependence on funds transferred from the regional budget. The author describes these three regional partners and the investment projects they have contributed to Yenisey Siberia. It is argued that although regions can compete on the basis of low taxes and wages, a higher level of competition can be achieved by implementing knowledge-based policies that promote entrepreneurship and economic development. By considering the World Competitiveness Index of Regions, we can see the extent to which knowledge is translated into economic value and higher standards of living. Once successful innovative industries begin to develop in a region, the process reinforces the prospects of an agglomeration economy and attracts other knowledge-based businesses. The strategies for the long-term development of Russia’s federal districts adopted by the federal government in 2010–2011 have not been effective tools of spatial development. An analysis of several government documents intended to regulate Russia’s spatial development strategy reveals the problems arising from the theoretical premises of the strategy. If the Russian economy continues to maintain low rates of development in the long term, the potential for directed spatial development is limited.
