The author focuses on the geographical aspects of the spatial development of Asian Russia, which in the north is bounded by the Arctic, and in the south is bounded by Kazakhstan, Mongolia, and China. It is noted that the existing strategic documents of the Russian Federation have insufficiently assessed the risks of climate change, as well as the changing political and economic trajectories of Russia’s southern neighbors. The key advantages and disadvantages of the Greater Eurasia: Trans-Eurasian Belt Development megaproject are considered. Individual aspects of the China–Mongolia–Russia Economic Corridor are analyzed. Compared with other industrial regions in Eastern Siberia, Buryatia has less foreign investment, a prevalence of natural persons among business organizers, a lower concentration of production, and an outdated economic structure that is dominated by trade and construction. Direct foreign investment in the region is predominantly focused on the lumber industry and several mining enterprises. Such a sectoral structure hinders the inflow of new technology and the growth of human capital. To increase foreign investment, the republic must expand exports and integrate with the economic corridor of China–Mongolia–Russia. The authors analyze the potential for the innovative transformation of the coal industry, which they believe is a driver of the innovative development of the entire regional economy. The main influences of the coal industry on the general economic development of the territory are identified and the prospects for creating a coal chemical cluster are considered. An analysis is provided of other industries that can have a significant impact on general economic growth (oil refining, methane production, tourism, agriculture, the knowledge economy, etc.). To generate the forecasts the authors used a dynamic input–output model of the Buryat economy that includes fuzzy parameters. It is shown that under favorable macroeconomic conditions and a sharp increase in fixed capital investment, it is possible to significantly accelerate economic growth in Buryatia. An assessment is given of the macroeconomic indicators, the quality of the external economic infrastructure, and the effectiveness of government regulation at the national level. Using a contingency approach, the article provides a comparative retrospective analysis of the doctrinal documents of Novosibirsk Oblast and statistical data as they relate to foreign economic activity. This analysis shows that Novosibirsk Oblast has low effectiveness of public administration as it relates to foreign economic activity. The most problematic elements of the oblast’s strategic policy are identified. The solution of these problems determines the key objectives of the industry’s further development. Several environment problems and the efficiency of the energy system are considered in relation to the protection of Lake Baikal. It is necessary to develop and implement new programs to update existing power plants and to reconstruct the electricity and heating grids to improve the energy security of the republic. The capacity of the Ulan-Ude Central Heating Power Plant-2 should be commissioned to increase the efficiency of the energy system and to improve Ulan Ude’s municipal development. The article specifies the amount and capacity of electric power needed to supply heating for the Central Ecological Zone of the Baikal Natural Territory. Reasons are given for why the water level of Lake Baikal needs to be regulated via an environmentally sound approach, which concerns the entire electric power industry of the Baikal region. This is important for the projected growth of the energy systems of the Baikal region and for amending the laws governing how water is used by the Angarsk cascade of hydroelectric power plants. Instead of building hydroelectric power plants in the Selenga River basin, an alternative scheme for supplying electricity to Mongolia is considered via the surplus electricity of the Gusinoozersk State District Power Plant. Over the past decades, there have been difficulties with the implementation of these projects. This is associated with the emphasis on market criteria when evaluating many projects and the lack of a national-economic approach to assessing infrastructure projects. Due to the absence of a modern transport system, the competitiveness of the region’s resources has been greatly exaggerated. We propose that the new development strategy of such territories should focus not on the competitive advantages of the region when compared to other regions, but instead on their interactive and complementary cooperation in order to integrate their projects into Russia’s overall long-term development strategy. While maintaining the macroregion’s extraction of natural resources, there should be a shift toward renewable resources. Increasing the demographic potential of the Far East should be a regional development priority.
