To estimate the effect of shadow education, we used propensity score matching approaches. We found no significant shadow education effect on gains (or losses) in students' creative thinking between the fifth and sixth grades. This finding does not support the arguments that students' participation in shadow education discourages or encourages their creative thinking. A surprise increase in consumer confidence generates higher utility, as the household values consumption more in that scenario. As a test case, the model is calibrated to Bulgaria after the introduction of the currency board (1999–2018). We find that shocks to consumer confidence by themselves cannot be the main driving force behind business cycle fluctuations, but when combined with technology shocks, model performance improves substantially. This article examines the opportunity to use the Russian forests’ carbon sequestration potential in relation to the formulation and implementation of Russia’s commitments under the 2015 Paris climate agreement. It also analyzes the economic consequences of uncertainty in assessments of the carbon budget of Russian forests. It is shown that taking into account the interests of national economic development, a reduction in anthropogenic greenhouse gas emissions requires development of an information base and assessment methodologies for evaluation of the carbon budget of Russian forests. It is proposed that work begin on a comprehensive strategy for the country’s participation in the implementation of the Paris Agreement. This implementation should take into account the following goals: technological modernization of the energy sector and an increase in the area of the forests. An interview with an author of textbooks and scientific and popular scientific publications about Baikal, Deputy Director of the Baikal Museum SB RAS E.N. Kuzevanova, provides a brief historical description of the study of the lake. The ecological and economic problems of Baikal are discussed. An analogy is drawn between environmental laws and economic models. Opportunities for using rent income from the lake’s natural resources to finance improvement of the ecological situation in the Baikal natural area are evaluated. It is concluded that Baikal is already fully capable of “financing itself”; annual rent from the hydraulic power of the Angarа River is estimated at more than 120 billion rubles. It uncovers a 6- to 10-day reduction in the heating seasons of recent decades (from 1991 through 2017) as compared to long-term data up to 1960. It also shows noticeable growth in outside temperature during the heating season: 3.9°C in Chita, 4.1°C in Irkutsk, and 5.0°C in Ulan-Ude. In the aggregate, changes in these indicators influenced the 15–19 percent decrease in the index of fuel consumption. An analysis of interannual fluctuations in heating season characteristics from 1991 through 2017 uncovered that anomalously low temperatures have greater magnitudes and are seen more frequently than anomalously warm winters. The index of fuel consumption varied by 14—20 percent interannually. This is comparable to long-term fluctuations (to 1960). For this purpose, the authors studied the reporting documents of companies that are operating in Russia and have violated environmental legislation. The financial reporting of the latter was analyzed based on the authors’ methodology. In order to determine the probability of distortion, companies were typologized and a probit model was constructed. These balances could become the basis for retrospective assessments of greenhouse gas emissions. The dynamics of emissions are to a significant degree determined by the structure of final internal consumption of fuel and energy resources. Aggregate data make it possible to assess changes in the energy and carbon intensities of the GRP [gross regional product]. They are also the prerequisite for the creation of regional inventories as part of the national system for monitoring, reporting, and verifying the volume of greenhouse gas emissions. Economic development and environmental pressure per capita in 2009–2012 and 2012–2016 were calculated for each region and the Russian Federation. In addition, a decoupling index was calculated to detect the discrepancy between the economic growth rate and rate of environmental pollution in the regions under analysis. This study uncovered disparities in the environmental and economic development of the regions of the Russian Federation’s East. In 2016, there was an almost fivefold difference between the maximum and minimum values of the territories’ GRP [gross regional product] per capita. A marked gap in negative environmental impact is also noted. It is established that in most eastern regions, a decoupling effect is evident in the discharge of polluted wastewater and emissions of air pollutants from stationary sources.
