These balances could become the basis for retrospective assessments of greenhouse gas emissions. The dynamics of emissions are to a significant degree determined by the structure of final internal consumption of fuel and energy resources. Aggregate data make it possible to assess changes in the energy and carbon intensities of the GRP [gross regional product]. They are also the prerequisite for the creation of regional inventories as part of the national system for monitoring, reporting, and verifying the volume of greenhouse gas emissions.
