These spheres of activity are Russia’s main source of production waste. The authors calculate direct and total coefficients of waste intensity in these sectors, thus making it possible to assess environmental pressure. They also analyze the materials of the Strategy for Developing the Industry for the Processing, Utilization, and Neutralization of Production and Consumption Waste to 2030. In addition, this article examines the main directions for improving the institutional mechanisms of Russia’s environmental legislation. We calibrate the model to Bulgarian data for the period following the introduction of the currency board arrangement (1999–2016). We investigate the quantitative importance of the presence of progressive taxation of consumption expenditures for the stabilization of cyclical fluctuations in Bulgaria. Fan","doi":"10.1080/10611991.2022.2147341","DOIUrl":"https://doi.org/10.1080/10611991.2022.2147341","url":null,"abstract":"ABSTRACT We theorize that greater institutional trust leads to higher levels of life satisfaction and test our hypothesis empirically on a diverse sample of 27 countries for the period of the 2008 Global Financial Crisis and its aftermath. We used country-level data with a time-series cross-sectional design to examine how changes in institutional trust over the period of the crisis and beyond affected changes in life satisfaction vis-à-vis well-established predictors of institutional trust. We found that institutional trust, together with a subjective assessment of the economic situation, is the only significant predictors explaining life satisfaction during the crisis and its aftermath. The magnitude of the effect of institutional trust demonstrates resilience and did not change due to the crisis. The results of individual-level analysis confirmed this conclusion. The individual-level analysis also highlights that the effect of institutional trust is relatively stronger than the effect of many well-established individual-level characteristics. The main theoretical conclusion of our study is that institutional trust is one of the most important determinants of life satisfaction. Policy makers and international donors should focus on nurturing institutional trust through institutional reforms. Concession agreements can be used as a tool to increase the efficiency and reliability of the heat supply, especially in population centers that are not attractive for large energy companies. Concession agreements also have their drawbacks. Based on a study of concessions in the Novosibirsk heat supply industry and interviews conducted with the initiators and participants of such projects, we describe the preliminary results and related problems of such concession agreements. In our study, we consider the use of concessions to modernize district heating systems in the urban type of settlement of Maslyanino and the town of Ob. The preliminary results of these projects showed that federal and regional budgetary investment made it possible to greatly reduce the subsidization of heat supply organizations. However, the possibility of replicating these results is limited due to a number of institutional and economic factors. The greatest risks for potential concessionaires are associated with tariff regulation based on “economically justified costs” and the high transaction cost of privatizing the district heating systems formerly operated by municipal unitary enterprises. We argue in favor of new mechanisms for financing concessions in the heat supply industry. Two investment mechanisms to modernize the centralized heat supply systems are considered: concession agreements and the introduction of price zones based on the “alternative boiler plant” method. The article considers how the production and consumption of thermal energy can be balanced in the system and includes an estimate of the industry’s fuel consumption and financial balance. Changes in the patterns of heat consumption and production within the district heating system are presented. This set of articles concerns the challenges facing the Russian heat supply system. We have asked S.V. Bukharov, a representative of the energy sector, to take part in the discussion. S.V. Bukharov has more than 15 years of experience in the financial and economic management of the energy sector (including with the Novosibirskenergo group, OJSC TGK-13, and the Association NP Market Council et al.). As a consultant, S.V. Bukharov has helped prepare materials for an appeal to the Russian government to classify the urban-type settlement of Linyovo (Iskitimsky District, Novosibirsk Oblast) as a heat supply price zone. This article describes the possible effects for the industry and consumers resulting from the transition to the “alternative boiler plant” model, including a description of the mechanisms for equalizing the price effects for consumers after the transition. S.V. This is also the most important public industry of the economy and largely determines the country’s energy security. Many problems have accumulated during the reform of the heat supply industry, which are connected with the technological, organizational, and economic problems of the electricity industry. This is primarily due to the lack of mechanisms to manage the industry’s functions and development. The target model of the thermal energy market adopted by the Russian government has not eliminated these problems but further aggravates the situation. To change the current situation, it is necessary to organizationally transform the retail electricity and thermal energy markets, change the relationship between the suppliers and consumers of thermal energy, introduce a tariff-based system founded on market principles, and implement the use of new technologies. This will ensure technological transformation and improve the reliability and availability of the heat supply. The classification of the countries into the low-income and high-income economies in transition are based on the classification of the World Bank and on our own classification based on an income threshold that is endogenously estimated by our model. We use fixed-effects and dynamic panel technique such as system generalized method of moments (GMM) estimation in our analysis to mitigate endogeneity problem. Our empirical study uses dynamic econometric models to examine the relationship between income inequality and economic growth in the economies in transition. We find a positive relationship between income inequality and economic growth in high-income economies in transition, which is in stark contrast with the negative relationship for low-income economies in transition. We also find that inflation rate negatively and significantly affects economic growth in the low-income economies in transition, while it positively and significantly affects economic growth in the high-income economies in transition. We estimate an income threshold endogenously and reestimate both regressions according to our own threshold.
