The article considers one proposed approach to creating macroregions on the basis of social–economic principles and presents several critiques of this approach expressed by the participants of the 2018 Krasnoyarsk Economic Forum. As a natural resource hub of the “new development” of Russia, Lensky Raion in the Republic of Sakha (Yakutia) is illustrative of this process. It is argued that the historically established socioeconomic space of Lensky Raion should be reconsidered as part of its changing economic specialization. The study considers the functioning and development of ten rural settlements with different ethnic compositions in the Republic of Tatarstan. According to the authors, local government is largely determined by the high integration of rural self-government with the strictly subordinated apparatus of republican vertical power. The study draws attention to several regional differences resulting from differences in resource potential, intrinsic qualities, and the political capital of the administrative leaders of raions and settlements, who interact with republican and local elites. To increase production volumes, it is necessary to develop new technologies for the underground mining of coal reserves that have previously been associated with low-tech mining. We propose that the government program for the development of coal mining should include an assessment of the region’s “capacity for environmental coal mining” according to a) the degree of influence of existing enterprises and b) the consequences of mine closure. Non-resource exports are analyzed as a factor in the qualitative improvement of the structure of foreign trade and the region’s position in foreign markets. The results of the study show that the dynamics of non-resource exports not only coincides with the national growth trend, but also surpasses it for certain groups of products. It is argued that non-resource and non-energy exports must be expanded to reduce the anthropogenic impact of the regional economy, to develop small and medium-sized enterprises, and to incentivize enterprises to stay in Kemerovo Oblast. Its results indicate that private funding of PPP projects is currently hindered by Russia’s systemic crisis, which is manifested in the absence of long-term money, the financial instability of private partners, and the insufficiency of the legislative framework. In addition, the government’s ineffective regulation of the investment activity of institutional investors is obvious, and there are also insufficient mechanisms for attracting private investments suitable for implementation of PPP projects. In turn, this assessment looks at how elements affecting the quality of investment climates influence the realization of regional bond markets and their potential for growth in the federal okrugs of the Russian Federation (RF). This article also describes a mathematical model of bond markets, which includes parameters depicting the investment climate’s effect on regional investment potential. With this, it presents quantitative analyses of the parameters affecting the investment climate. These analyses were obtained based on the regional ratings of the leading Russian analytical expert agencies. In addition, the article provides an assessment that uses this model to show the dynamics of the bond market in a regional context. The world has seen the emergence of demand for alternatives to the dollar and euro. However, minimal transaction cost remains the main property of a vehicle currency, and China’s ambition to internationalize the yuan is reevaluated in this context. Moreover, yuan settlements primarily handle China’s payments for imports in its national currency. Russia is one of the countries for which the currency is underutilized in its own foreign trade payments. The risks emerging from geopolitical conflicts and Russia’s integrating role in the Eurasian region will facilitate an increase in ruble settlements.
