Afin de mieux comprendre les effets combines de l'accroissement des prix fonciers et immobiliers et de la congestion urbaine sur le niveau de vulnerabilite des menages et des territoires, ce papier propose de developper une approche spatiale de l'impact de la congestion urbaine sur les choix de mobilite et de localisation des menages. Depending on the chosen criteria, the low mobility of residents in poor neighborhoods is not self-evident. In France, in reality, residents of poor neighborhoods spend as much time as residents of others neighborhoods on their travel. And they leave their homes as many times a day. They are therefore mobile even if they go less far. They just move slower. We explore the mobility of the inhabitants of so-called QPV (in french) poor neighborhoods through a unified Cerema Certified Mobility Survey (EMC²). The challenge is to offer a new point of view by comparing the QPV in different sizes of urban units. The aim is to understand whether the possible differences in mobility are greater within the same urban area (whether people live in a QPV or outside) or between the districts belonging to different urban area size units. The aim is to analyze different possible contributions of territorial resources to territorialized sustainable development by examining what we have called the basket of goods model. The notion of a basket of goods is consistent with the Lancasterian approach as subsequently taken up and developed in the notions of 'bundle', 'product-service pairs', and compound goods and services. To clarify the concept and define its configuration, limits, and contribution to a more general model of territorialized complex goods, we present the results of various research studies undertaken first in the Baronnies area and then in the Aubrac, Chablais, Vercors and other areas of the Rhone-Alpes region. Although the scope of this paper does not allow us to present the results of those studies in detail, we sum up the main lines of our comparison by focusing on those elements that can enhance this new model of the sustainable development of territorial resources The paper consists of three parts. The first synthesizes the data used to formulate the basket of goods concept, obtained from extensive observations in the Baronnies area and then in the Aubrac area. The second part presents an extension of this analysis to five other areas in Rhone-Alpes and concludes with three other possible combinations of territorialized complex goods. The third part draws on a final series of field studies, presents a general analysis grid of the basket of goods and the concepts and methods that highlight its construction, and concludes with a more general typology of territorialized complex goods. Richard Florida (2004) argues that regions grow because they are tolerant, diverse and open to creativity which in turn attract certain groups of people, the so-called creative class. Further, new firm formation is positively associated with a creative and diverse environment. Although previous research established the connection between a region's social environment and entrepreneurship, little attention has been paid to the ways in which an open and tolerant regional social environment supports or hinders different kinds of entrepreneurs like women or immigrants. Women-owned businesses grew 19.8% between 1997 and 2002, almost twice the national rate for all businesses which was 10.3% (Lowrey 2006). We hypothesize that a regional social environment that is open to women's career and financial advancements and supportive of women's entrepreneurial capacities facilitates female business ownership. This study explores the connections between the environment and women's business ownership by using data from the 2002 Survey of Business Owners (SBO) and tests the hypothesis for the 50 largest metropolitan statistical areas (MSAs) in the United States. We find that entrepreneurial support is a significant factor in explaining a region's female entrepreneurship. Although the openness of a region to women's financial advancement plays a moderately important role in the establishment of women-owned firms overall, it is not a significant predictor of the level of women-owned businesses with employees. Also tolerance to women's advancement in non-traditional occupations such as high-technology does not have the expected effect. Regions desiring the growth potential of female entrepreneurship should focus on building entrepreneurial capacity.
