We propose the evaluation model of environmental innovation capability of manufacturing enterprises based on the integrated learning algorithm which is entropy weight TOPSIS and BP neural network. First, the entropy weight method is employed to calculate the weighted index and comprehensive evaluation of environmental innovation capability of manufacturing enterprises by TOPSIS method. Then, the evaluation value is used as a priori sample for the training and testing of BP neural network. The environmental innovation ability of the manufacturing enterprises is analyzed and evaluated in a more comprehensive way. Furthermore, an empirical evaluation of the sixty enterprises in Heilongjiang Province is taken as the example to illustrate the feasibility of this method. And the environmental innovation capability of enterprises is comparatively analyzed. The validity of the prediction model was verified by comparing the proposed the entropy weight TOPSIS-BP neural network regression fitting algorithms. The results show that the evaluation results based on entropy weight TOPSIS-BP neural network model is more accurate and reliable than the existing methods. The resistance feeling in the surrounding general public, who are the primary stakeholders of NIMBY facilities, is likely to make them misjudge the project, thus oppose the construction and operation of the project. To better depict the public’s heuristic behavior in the decision-making process, this paper considering heuristic bias, presents an evolutionary game model between the public and the government. Then it analyzes the stable strategy according to replicator dynamics equation. Further, it aims to discuss the effect of heuristic bias coefficient, environmental loss compensation and financial compensation difference on the Evolutionary Stable Strategy(ESS) through MATLAB simulations. The results show that the existence of heuristic bias may turn the public’s behavior from cooperation to resistance, while in the meantime, increasing the financial compensation difference can offset the impact of heuristic bias to a certain degree. Researchers have cast lots of attentions to explain China’s economic growth and attributed it to the rapid growing manufacturing in the process of industrialization. Regional economic growth and industrialization process in China from 1978-2016 are shown in this paper. Using province panel data, this paper explores the relationship between total output growth and manufacturing growth based on Kaldor’s laws to answer whether manufacturing is the engine of economic growth. The regression results confirm all hypotheses in Kaldor’s growth laws. Positive relationship between manufacturing and GDP growth is confirmed. Increasing returns to scale is verified in manufacturing. The participation of charitable organizations in social assistance is a trend around the world. However, charitable organizations start late in China. There are many difficulties for charitable organizations to participate in social assistance. In this paper, 36 representative charitable organizations are selected as samples, and the method of Data Envelopment Analysis (DEA) is used to analyze the relative efficiency of charitable organizations’ participation in social assistance during 2013-2016. The results show that although the overall efficiency of charitable organizations has been improved during the study period, the average efficiency is low. Further, the panel regression model is used to analyze the factors that affect Chinese charitable organizations’ participation in social assistance. At the same time, makerspace is a new generation of incubator platform which is put forward under the background of double creation, and the inefficient operation is the problem to be solved urgently. In this paper, the Data Envelopment Analysis (DEA) method is used as the research tool, according to the statistic data of the latest 2017 China Torch Statistics Yearbook, this paper evaluates and analyzes the efficiency of the makerspace operation in 30 provinces and cities of China in 2016 from four aspects of technical efficiency, pure technical efficiency, scale efficiency and projection analysis. The results show that: the technical efficiency of 30 provinces and cities in China is 0.847, the overall level is good, but not DEA effective accounted for the total area of 63.33%, of which scale efficiency is the main cause of technical efficiency. On the other hand, there are 14 provinces with varying degrees of input redundancy or insufficient output, the number of practitioners, the number of working places, the number of entrepreneurial instructors and other aspects of the input redundancy is the main cause of the non-DEA effective. As a new industry, the diffusion of travel sharing services in cities is the focus of enterprises and government. This article takes the electric vehicle sharing service as an example to carry out the study. Starting from government, enterprises and the users, we collect and analyze the factors that affect the diffusion of the electric vehicle sharing service. Fuzzy cognitive map is a technique for analyzing complex decision-making problems and we use it to identify the key factors affecting the diffusion of electric vehicle sharing service in this study. Simulations of the diffusion is based on the current state of electric vehicle sharing service in Shanghai. The results show that different stakeholder groups have different views and identify different factors as driving factors for the diffusion of electric vehicle sharing services. However, the many researches indicate consumers often access the websites for shopping, and they give up their purchase viewpoint in the end. What factors influence consumer’s willingness to buy? To solve the problem, a novel and efficient algorithm is presented in this paper. The algorithm is excellent in modeling dynamic architecture by neural networks. In addition, a data mining algorithm which extracts relational rules from data records is proposed too. Genetic algorithm is used in this mining algorithm. Most of traditionary neural network architectures are arbitrary. Before train of neural network, firstly, the algorithm fixes the number for hidden layer and node. However, in this new algorithm, the numbers are dynamically produced. Moreover, the paper presented a novel genetic algorithm whose computation is simple. The optimal values of chromosome (input attributes), xm, is found by use of the genetic algorithm. On the basis of extending the existing emotional dictionary, the emotion analysis method based on dictionary and rule is adopted to analyze the hotspots of microblog. The results show that the emotion classification method based on the extended emotional dictionary improves the accuracy by about 14% with respect to the emotion classification without emotional dictionary extension, and better effect is obtained.
