In this paper, we firstly dicuss the shortages of LDA, then classify the plant by using PCA+LDA. The algorithm aims at learning a linear transformation, and aims at maximizing the average margin between classes in the projected space. After projecting, the considered pair wise points within the same class are as close as possible, while those between different classes are as far as possible. Finding the factors which impact on the adoption of government e-Services would lead the managers to a better technology adoption model which is more suitable for e-Government. This study presents the essential factors based on the interviews with the IT managers in the public organization using e-Government services. This study uses the most discussed adoption models to identify the factors. An interpolating polynomial is constructed to avoid the evaluation of derivative. The convergence analysis shows that the new methods are third-order convergent and require one function and two first derivative evaluations per iteration. By analyzing the corresponding characteristic equation, the local stability of each of feasible equilibri of the model is discussed. By constructing appropriate Lyapunov functional, the global stability of the infection-free equilibrium and the immune-free infection equilibrium and virus infection equilibrium are proved.
