Gender-based violence occupies a special place. Currently, for the first time since the Second World War, the civilian population of Ukraine is facing widespread sexual violence, including rape, by the occupying forces. This situation requires a sociological study of sexual violence that takes into account the Ukrainian experience. Purpose: To identify the goals, as well as general and specific features of sexual violence committed against women during the Russian-Ukrainian war. Methods: Analysis of the memoirs of a victim of gender-based violence during the war; analysis of interviews with experts on sexual violence; method of comparison. Results: The particularity of sexual violence during the Russian-Ukrainian war is the \"era of social media\", when the relevant information technologies can turn an act of sexual violence into a public event. The primary purpose of various types of sexual violence is to add new \"weapons\" to the arsenal of war that will help to win. Conclusion: The recent history of Ukraine related to the Russian-Ukrainian war contains a significant amount of empirical data for further research on gender-based sexual violence during wars. Only after the full liberation of the temporarily occupied territories, the scale of sexual crimes committed by the Russian army can be determined, and their goals, forms of manifestation, consequences for the physical and mental health of victims and, accordingly, social consequences can be fully investigated. Keywords: gender-based sexual violence, sexual violence against women, rape culture.","PeriodicalId":63726,"journal":{"name":"社会工作与社会福利(英文)","volume":"39 1","pages":""},"PeriodicalIF":0.0,"publicationDate":"2023-01-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"76385777","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It solves a number of urgent issues: preventing children from entering boarding schools, supporting biological parents, and preserving families. The development of family-based care in Ukraine has been slow since 2017. This issue is regulated at the legislative level, but there are certain gaps in the issues after the implementation of the decentralization reform, search, selection and training of candidates for foster care, supervision, responsibility for the child's health, labor and financial support of foster care. Objective: Based on the study, to find out the peculiarities of the functioning of foster care in Ukraine at the present stage. Methods: analysis, synthesis, comparison, generalization to study the content of theoretical sources and systematic understanding of the problem; analysis of documents to study the scientific, regulatory and practical aspects of the issue; analysis of data on the dynamics of the problem. Results: The analysis of scientific literature and case study data confirmed our hypothesis about the slow dynamics of the development of family patronage services in Ukraine and the existence of a number of problems in this area. Conclusion: The results of the study indicate the existence of a number of legislative problems, as well as problems related to the culture and mentality of society in the field of family patronage. We assume that the challenges of today will change the value perception of this problem in a positive way. The signing of the Association Agreement between Ukraine and the EU caused the further reform of the state policy regarding the elderly. Changes in approaches to policy regarding the elderly in Ukraine are due to the transformation of relevant approaches in the European Union. Purpose: justify changes in policy approaches to the elderly in Ukraine in the context of European integration. Methods: method of analysis, method of traditional document analysis, content analysis were used. Conclusion: In the context of the European integration process in Ukraine, there are changes in the approaches to the state policy regarding the elderly. This proves the transition from passive forms of policy regarding the elderly (guardianship, social protection, social assistance) to active forms of combating the aging of the population of Ukraine (active aging policy) - increasing the retirement age, stimulating the continuation of work, increasing the level of employment of persons under the age of 64 years old, promoting volunteer activities. In the information space, approaches to older people are changing – from a \"used resource\" to a social resource. The principle of sustainable development (mutual responsibility of generations) becomes a component of the state policy regarding the elderly. In that context ethics is based on values that guide social workers in their behaviour, decision-making and through relationships with clients, colleagues etc. Ethical issues pervade the work of social workers, as practice often takes place in the context of public welfare systems based on principles of social justice and the public good, and social workers have professional authority in relation to service users. Purpose: To reveal what ethical dilemmas social workers face in their professional activities. Methods: Comparative methods were used in the work, an analysis of ethical codes in professional associations' social work documents in different countries was carried out. Results: In their work, social workers must adhere to ethical standards. However, an ethical dilemma arises when a social worker is faced with one or more conflicting values. For example, the dilemma of intervention or non-intervention. In modern social work, there is a lack of attempts to formulate practical recommendations for social workers who are faced with difficult situations. Conclusion: Key values and principles can come into conflict, and social workers have to make difficult choices about how to act and what role to play. Therefore, the systematic study of ethical dilemmas and the development of practical recommendations can significantly improve the quality of social work. In addition, it should be taken into account that 40% of the Pension Fund's expenses are covered by transfers from the state budget. The current pension system is not able to provide pensioners with a decent life and therefore needs to be revised and reformed. Purpose: Study of issues related to the current state, problems and prospects of the development of the pension system in Ukraine. Methods: The method of analysis, the method of comparing opinions, the method of theoretical and empirical research of statistical data was used. Results: The pension system in Ukraine consists of three levels, the first and main of which is the joint pension system. Although it does not provide an adequate level of provision for pensioners and generally has problematic prospects. At the same time, the second and third levels - mandatory and voluntary savings systems - can increase pension savings. And this is the path of reforming the pension system followed by most countries of the world. However, there is currently no second level of pension provision in Ukraine. Therefore, the deputies introduced the draft law \"On accumulative pension provision\", the purpose of which is to transform the pension system of Ukrainian citizens by creating an additional support - a mandatory accumulative system, which will allow citizens to make additional individual pension savings for old age. Conclusion: Currently in Ukraine, the implementation of the so-called second level of the mandatory accumulated pension system as an additional element of the pension system, with the aim of forming pension savings and increasing the overall replacement ratio of the main indicator of the adequacy of pension payments, is relevant for the restoration of the proper level of pension provision. In the context of an ongoing and active war, the issue of violence is very sensitive. On the one hand, we can see that people are primarily concerned about basic needs. On the other hand, trauma, silence, and ignoring violence and fear have complex implications. Purpose: To present specialised support services that provide social and psychological assistance to victims of domestic violence and gender-based violence in Ukraine. Methods: The theoretical method of the research was to analyse the documents used to study the works of scholars who created, adapted and researched specialised support services for victims of domestic violence and gender-based violence. To better understand the activities of various specialised support services for survivors, an empirical method was used, namely, a qualitative sociological study was conducted to analyse personal experiences of creating specialised support services for working with victims of domestic and gender-based violence. Results: The analysis of legal and regulatory documents in Ukraine provided a complete picture of the work in the field of preventing and combating domestic and gender-based violence, compliance with international standards and innovative approaches. Conclusion: The results of the study show that innovative approaches to working with victims of domestic and gender-based violence are being implemented in Ukraine and meet international standards. Their implementation is based on adherence to European values. In the context of war, there are certain challenges and problems, but the expansion and implementation of such specialised support services continues. These Churches embrace most part of orthodox population and it makes their conflict potentially dangerous for society. The Russian invasion February 24, 2022 makes many problems for UOC because it is considered to be part of state-depending Russian Orthodox Church. As a result, many believers turned their backs on this church, and the state changed its politics toward it rather harshly. But the extent of the changes in belonging to this church remains uncertain and requires assessment. Purpose: To assess the changes in mass self-identification with Ukrainian Orthodox Church in condition of Russia-Ukraine war. Methods: The analysis of statistical data of the moving of religious community in Ukrainian religious field and analysis of data of confessional identification in national representative public opinion polls. Results: Data of public opinion polls show that on the level of identification with the UOC a significant impact was made by large-scale Russian invasion on February 24, 2022 only. Only in the polls in 2022 there was a significant decrease in the corresponding figure. However, the level of such identification has remained stable even in the situations of the Russian aggression of 2014-2021. Conclusion: Data of public opinion polls show that the large-scale Russian invasion of 2022 has significantly influenced the adherence to and the orientation of the UOC. But at the same time, assessments of such changes, which are making on the confessional identification in these surveys, may be somewhat overstated, and they should be treated with great caution, especially if you base on them a politics in such dangerous area as religion. The UOC has been facing powerful challenges for many years. These challenges have dramatically increased since February 24, 2022, but even now this Church has shown considerable sustainability and the issue of halting of its functioning remains quite conflict-prone, while the benefits from its closing seem rather doubtful. It is the analysis of everyday life and its transformation that is the key to unraveling the ability of a person to survive and preserve human dignity in extreme conditions of wars, revolutions, terror, famine and adapt to extremely difficult life circumstances. Purpose: Definition and description of the positions of Ukrainians in the attitude to the war with Russia and the reflection of this attitude in the discourses of military everyday life. Concept/Methods. The subject of analysis were 30 transcripts of semi-structured interviews, which were subjected to thematic analysis. Based on the categories identified in the thematic analysis, criteria were identified that differentiate the attitude of Ukrainians to the war, namely personalization/depersonalization, media practice of content consumption; evaluation of the so-called \"we-relationship\"; reflection on changes in the field of everyday life, the process of adaptation to changes, ideas about exemplary behavior. Results and conclusion. The analysis of the results made it possible to outline the problematic sphere of assessing the attitude of Ukrainians to a full-scale war with Russia and the reflection of this attitude in the discourse of military everyday life. Based on the criteria that differentiate this attitude, three typical positions in the attitude of Ukrainians to the war were singled out - the position of an outside observer, the position of an optimistic fatalist, and the position of a rational optimist. Conclusion: The typology of ideas and types of attitude of Ukrainians to the military reality needs to be checked and further clarified within the framework of a quantitative study to find out the quantitative indicators of the prevalence of the specified positions.
