Solving and preventing this problem has become more acute due to the full-scale invasion of the Russian Federation into Ukraine. With the beginning of this invasion, there was a great risk of falling into a situation of human trafficking. Many citizens, especially women with children and young people, left for Europe, some were forced to move within the borders of Ukraine, in the occupied territories people are forcibly deported to the territory of the Russian Federation and the Republic of Belarus. The risks of falling into the sphere of human trafficking are quite large, people who were already a risk group fall into difficult life circumstances and become even more vulnerable to this problem. And young people in search of a better life in Europe neglect their safety and have risky behavior, which causes the need to spread social and preventive work with this group to prevent them from falling into situations of human trafficking. Purpose: to analyze the methods of social work with young people in order to increase the awareness of young people about the issue of human trafficking. Methods: the method of analyzing scientific documents, the method of comparing opinions, and the method of theoretical analysis of foreign works were used. Results: Preventive activities among young people in order to prevent them from falling into situations of human trafficking are quite important. It is necessary to develop this area and actively apply social work in this area. Methods of social work at the primary level of prevention among young people are diverse and can be successful. Conclusion: Informing young people for the purpose of preventing human trafficking has many forms that can be successful in this work. Primary social prevention among young people can be diverse, it is necessary to develop this area. Also, the use of social work in this area is appropriate. Social work specialists can conduct interactive trainings and seminars aimed at raising the level of awareness of young people about the problem of human trafficking and ways to protect against it. Such activities may include various elements such as group discussions, role-playing, video materials and others. {"title":"Social problem regulation: war as an opportunity for conceptual approach modernization","authors":"Viktor Savka","doi":"10.23939/sosrsw2023.087","DOIUrl":"https://doi.org/10.23939/sosrsw2023.087","url":null,"abstract":"Background: Given the constant updating of social problems and changes in institutions designated to regulate them, approaches to their regulation, the whole complex of issues related to this sphere, remains constantly relevant. In the context of present-day Ukraine, which has not yet rid itself of characteristic post-Soviet notions about the nature of social problems and approaches to their regulation, this problem is particularly pressing. This requires the attention of sociologists and scientists in other fields that form the theoretical and methodological basis for social regulation. Purpose: Based on the analysis of the current situation in Ukraine, which is characterized by the predominance of the state in social regulation with the predominant use of its characteristic tool - social security, it is necessary to outline possible ways of modernizing approaches to regulating social problems. This primarily involves rethinking the current attitude towards social work in Ukrainian society and expanding the scope of application of this regulatory tool. Methods: The method involves the analysis of legislative documents related to the field of social regulation and publications by sociologists. Results: As a result of the conducted analysis, it has been established that in the current situation, the state's efforts aimed at maintaining its dominant role in regulating social problems using the instrument of social security and limiting the opportunities of civil structures, which are the main actors in the use of social work, have led to a crisis. The institutions intended for the democratic modernization of the domestic post-Soviet society, including social work, were unable to fulfill their purpose. Сonclusion: The tragedy of the war that modern Ukraine is experiencing creates certain opportunities for abandoning ineffective methods of regulating social problems. First of all, this involves limiting the state's influence in this sphere and expanding the fields of responsibility of specialized civil society organizations. It is characteristic of them to act mainly through social work methods. Such an approach will allow not only to increase the efficiency of the state by concentrating its efforts on the spheres and methods of regulation characteristic of liberal regimes, but also to increase the potential of civil society structures. This path of modernizing conceptual approaches to regulating social problems in conditions of war is marked not only by certain opportunities, such as the widespread dissemination of volunteer movements, but also by certain barriers, caused, in particular, by the traditional thinking of managers. Significant limitations include the preservation of traditional paternalistic attitudes among a significant portion of citizens, sharp reductions in their material and financial capabilities during wartime, and so on. The growing role and importance of volunteer structures in modern Ukrainian society, especially given the urgent need to consolidate efforts in the fight against the Russian aggressor not only on the military, but also on the social, cultural, economic, political, informational, international and other frontlines, activates the interest to this phenomenon of scholars in various fields, including sociologists. Purpose: determination of the specificity of understanding the phenomenon of volunteering in modern Ukraine in the national sociological discourse. Methods: methods of theoretical scientific research, in particular – analysis of documents, works of scholars related to research issues, secondary analysis of sociological research. Results: In the sociological scientific discourse, there are different interpretations of the phenomenon of volunteerism and the essence of the volunteer movement in the context of Ukrainian realities. Among the dominant trends, we can highlight the interpretation of volunteering as a means of regulating social problems, which is especially relevant during the Russian military invasion of Ukraine, when state institutions proved unable to respond to numerous social challenges provoked by Russian aggression, starting in 2014. Another line of research is focusing on volunteering as a social activity that has its own motives, social effects, types, forms of manifestation, objective patterns of functioning, etc. Taking into account the current situation in Ukraine, the definition of volunteering as a voluntary activity of citizens or public associations, directly or indirectly related to helping the civilian population, displaced persons and military personnel affected by the military conflict, dominates today among Ukrainian sociologists. Ukraine is on the way to the formation of a civil society, which gives rise to a view of volunteering from the perspective of its benefit to society to a greater extent than the interpretation of the essence of volunteering through the personal dimension of the activities and values of its participants. Conclusion: The issue of volunteering in Ukraine is relevant for modern Ukrainian scientific discourse. Increasing interest in the study of the phenomenon of volunteerism among Ukrainian scholars is connected with the activation of the volunteer movement as a result of numerous social challenges provoked by Russia's aggression against Ukraine and, accordingly, the need to study volunteer practices as a Ukrainian phenomenon during the war. Radical transformations in Ukrainian society at the current stage give rise to the relevance of the study of the volunteer movement from the point of view of its agency. The existing system of pension insurance does not adequately fulfill its main task, since the size of pensions mostly does not provide an opportunity to maintain a minimum standard of living. Purpose: To investigate the features of pension provision for persons who have reached retirement age in Ukraine and world experience. Methods: A method of analysis, evaluation, comparison and generalization. Results: After analyzing the state of the pension system, it can be considered a crisis, because the pension does not protect pensioners from poverty, the system is also socially unfair, the Pension Fund receives significant subsidies from the budget in order to be able to pay pensions to the elderly. Conclusion: It can be concluded that the state of pension provision in Ukraine today is quite low. The pension system needs to be reformed, namely, the introduction of reforms in the solidarity system, the creation of an accumulation system and the development of voluntary pension provision, because reducing the level of pension payments cannot be a real alternative, as it will lead to an increase in poverty among elderly citizens. Therefore, the reforms should be aimed at reducing the inflow of new pensioners and increasing the number of people paying pension contributions. Purpose: Describe the changes in young people's attitudes regarding higher education that have changed by the war. Methods: In the research, we used general scientific methods of comparative analysis; synthesis, the SWOT analysis method, and the sociological survey method. Results: The obtained results indicate that 20% of the surveyed young people aged 14-18 years have decided to leave Ukraine to study, 18% have decided to stay in Ukraine for higher education, and 62% are hesitating about the decision. At the same time, the majority of respondents indicated love for the Motherland as the main reason why they are ready to stay at home to study. Conclusion: The conducted research allows us to assume that, provided the war ends and the situation in the country stabilizes, educational emigration from our country will not become massive, and Ukrainian youth will remain in Ukraine to study and live. Today we need to work socially and ecologically responsibly, namely, by creating a culture of risk-oriented thinking. Thinking based on risks will be able to provide a systematic approach to the management of any process, and therefore its control. Purpose: To investigate and justify that risk-based thinking will be able to provide a systematic approach to the management of any process, and therefore its control. Methods: The theoretical method of research was to analyze the documents used to study the works of scientists who researched risk-oriented thinking. For a better understanding of the problem, an empirical and comparative methods were also used. Results: Аs a result of studying the scientific literature, we came to the conclusion that using risk-oriented thinking, applying a proactive approach to risk management, organizations will be able to avoid problems and use opportunities before they arise in the process of achieving strategic and tactical goals. In addition, risk-based thinking will contribute to the formation of managerial competencies at all levels of management. Conclusion: Thus, the results of the study indicate that risk-oriented thinking will contribute to better adaptation of the organization to changes, achievement of the set goal, correction of activities in the process of solving planned tasks. This approach to management will improve the risk assessment to achieve the best results and prevent to some extent the risks that the organization does not want to allow. We can observe the emergence and creation of new symbols that contain important cultural and social codes. People create one social construct and reject another, forming their opinion about the war and their participation in it, demonstrating the state of society. Purpose: To determine citizens' perceptions and how they form a social construct during the Russian-Ukrainian war, a study of Ukraine Post stamps (visual symbols) can be conducted. Methods: Through the paradigm of social constructivism, we examine this research. We obtained empirical data through quantitative method using content analysis. Since our focus is on how Ukrainians construct a social construct, we chose to analyze the arguments presented in comments regarding the stamps that Ukrposhta submitted for the competition held from March 8 to March 10, 2022 (Ескізи поштових марок, 2022). Results: Analyzing the comments on the stamps, we obtained two consecutive branches: 1. Commentators' behavior. In addition to likes, 10.6% of the voters left comments, 8.5% followed the contest rules, and 0.5% argued their choice. 2. Formation of a social construct. Commentators form a social construct based on the following parameters and attempts at social encoding: Textual symbolism (condemnation of profanity, praise for the absence of Russian profanity, desire for profanity, condemnation of surzhyk). National and military symbols (support for modifications with the trident, condemnation of modifications with the trident, absence of identification of profanity in the trident, support for identification of the Ukrainian coat of arms, condemnation of its presence, support for identification of Russian colors, condemnation of the Russian tricolor on Ukrainian stamps, support for the expression of blue-yellow colors. Warrior symbol (military) (support for the presence of the Ukrainian military, condemnation of the warrior symbol). Conclusion: Summarizing the views of commentators, we see citizens of Ukraine who recognize and respect Ukrainian culture, identify themselves as Ukrainians, clearly distinguish themselves from the occupying country, strive to interact with friendly countries, and understand the strength of their own army. This scientific work will be relevant for the study of patriotism, nationalism, building a civil state, propaganda, and counter-propaganda, as visual symbols are not only a reflection of society but also a tool for influencing it. That is why the problem of social work with forced migrants and their families is not only political, but also social, and requires complex socio-pedagogical work with the use of special resources for its solution, in particular, easing the social situation of forced migrants and their families. Purpose: to analyze the importance of social work with internally displaced youth. Methods: method of analysis, method of theoretical research of social work and projects for youth. Results: Social work is important for the adaptation of young people. Young people have benefits and financial assistance from the state. However, we need more projects that will improve the social condition of young Ukrainians who have moved. Conclusion: Therefore, it is worth understanding that such social work is necessary for internally displaced youth no less than financial assistance from the state. It is important for young people who have been forced to leave places where hostilities are taking place to feel social security and to be included in the life of the community. There is a need to create a safe environment for living, studying, working, entrepreneurial initiatives and realizing their own potential of young people who now live in other communities in unfamiliar realities. The projects created in Ukraine help to ensure a psychologically stable state of young people and reduce the level of anxiety among young people. Unfortunately, according to the Ministry of Social Policy, as of 2022, there were almost 70,000 orphans and children deprived of parental care in Ukraine, and about 10,000 children become orphans every year. Knowing that we are now living in a difficult time, a time of war, we understand that the number of orphans and children deprived of parental care will increase even more, so the state must provide every child with the necessary protection and care that is necessary for their well-being, taking into account her guardians or other persons responsible to her by law, and to this end take all appropriate measures to give the child the opportunity to develop comprehensively and adapt to life in society. Purpose: determine the specifics of providing state social assistance to orphans and children deprived of parental care. Methods: method of analysis, synthesis, comparative method and generalization, analysis of documents. Results: Depending on the form of state social assistance provided to orphans and children deprived of parental care, they can be divided into: 1) state social assistance provided in cash (full state support, scholarship, special scholarships, assistance for orphans and children deprived of parental care, reimbursement of daily expenses during vacations, one-time monetary assistance for graduates, etc.); 2) state social benefits provided in kind (housing, etc.). 3) Social patronage and social support as the main forms of social assistance to orphans and children deprived of parental care. Conclusion: state social assistance for children is awarded in monetary form to foster parents for each foster child and to adoptive parents for each adopted child, and in accordance with the legislation, the amount of state social assistance for an orphan child or a child deprived of parental care is 2.5 subsistence minimums for children of the appropriate age, for children with disabilities - 3.5 subsistence minimums.
