However, this topic has received little attention in the Mekong Delta of Vietnam. To address this gap, a study was conducted with 107 first-year TESOL-major students in the Foreign Languages Faculty at Dong Thap University. They were invited to complete a set of questionnaires to explore their perceptions and practices regarding group autonomy behind class. The findings revealed that the majority of students understood the importance and role of group autonomy in their learning process. However, the results also indicated that just half of them could learn autonomously without teacher requirements, and group work frequency was quite low. The program has many new features and is built in an open direction, with the goal of developing student competence and qualities, giving autonomy to schools for the implementation. Accordingly, education administrators and teachers of schools need to be trained and given specific instructions to be able to master changes and know how to overcome barriers to implementing the program as required for quality insuarance. Since 2019 the Ministry of Education and Training has issued official documents guiding the implementation of the program; assigning Universities of Education and the Academy of Educational Management to train education administrators and teachers on implementing the 2018 General Education Program. However, after more than 3 years of implementing the program at all levels, there are still shortcomings to be removed. This approach has allowed the university to streamline its grading process with a centralized online application, encompassing all essential contingencies, including the consolidation, storage, and retrieval of transcripts from previous academic years, along with supporting evidence of student activities. This has resulted in increased transparency and flexibility in terms of time and location for processing. Users have highly praised the website's contribution and its supporting role, with satisfaction levels exceeding 90% across various criteria: (1) they highly satisfied with the website's utility and convenience. (2) The website has improved grading and review processes, reduced printing costs, facilitated document retrieval, allowed for the comparison of student activity evidence, optimized storage space, and streamlined procedures. Therefore, there is a high demand for professionals with new skills and competencies and high-quality leaders and managers in the context of globalization and international integration. Previous studies focused on developing skills and competences of teaching staff, evaluating teaching performance, and improving professional competences. Research on developing administrative and managerial competences for university leaders and managers, especially in Mekong Delta region was rare. Therefore, this study aims to (1) evaluate the measures and the performance of educating and training activities and (2) propose some potential solutions for developing university administrative and managerial competences for leaders and managers in public universities in Mekong Delta. The study employed a non-experimental mix research method (qualitative and quantitative) using a survey questionnaire. The survey samples included 110 leaders and managers in six Vietnamese public universities in Mekong Delta. In particular, the article focuses on those exercises aligned with 3 lesson types in the cognitive-level order: awareness, understanding and application.
