The possible forms and tools for the use of public-private partnership aimed at ensuring the financial security of the state have been detailed. An analysis of thecategorical apparatus of the definition \"public-private partnership\" and \"economic security\" was carried out. The key problems of the practical application of public-private partnership are identified, the solution of which is in the area of ensuring the financial security of business entities and the state. Possible ways of strengthening the financial security of the state due to the activation of public-private partnership are proposed. Attention is focused on the important role of public-private partnership in accumulating sufficient amounts of financial resources, ensuring the financial security of the state. The expediency of using a concession as one of the key forms of public-private partnership is substantiated. It has been proven that along with the significant need of the domestic economy for infrastructure investments and the latest technological solutions, which necessitate the active spread of concession relations, the latter should also be used as a tool for the integration of our country into the global economic space. The basic form of publicprivatepartnership has been established to attract investments into the economy and increase the level of financial security. The rapid dynamic development of the studied industry is proven, the main economic indicators and internationalrankings of Ukraine in the modern IT segment are analyzed. The peculiarities, level and state of development of the information technology industry of Ukraine against the background of other countries - players of the IT market are analyzed. The main problems of the industry, trends and developmentforecasts for the coming years are considered. It has been established that the development of the IT sphere is inseparable from the informatization of society, investments in innovation, interest and support of the state in the development of this sphere. It has been proven that the IT industry is one of the least affected by the war, and the workers were able to quickly adapt to the new realities. But at the same time, the market for most IT companies has changed significantly. In recent years, technology companies have hired a record number of specialists, beginners in particular. Now, despite the fact that the IT business has significantly stabilized since the beginning of the war, there are signs of an economic recession and a reduction in investments in the IT sector. The main obstacles on the part of the state on the way to the modernization of the Ukrainian IT sphere and its integration into the European information space are analyzed, and ways to eliminate them are proposed. The conclusions of experts regarding the further development of the field on the international and national market are analyzed. The role of the IT market as an important player in the economy of Ukraine is considered. The article examines the strengths and weaknesses of “Diia City”. Critical points that require additional explanation and clarification are highlighted. An assessment of the problems is given and options for their solution are offered. Economic efficiency is determined by the ratio of results from the advertising budget. Communication efficiency is characterized by the degree of attraction ofpotential customers. The factors influencing the evaluation of the economic effectiveness of tourist advertising are summarized, including the use of various marketing tools, the inertia of consumer demand, the instability of the tourist environment, seasonality, and the population's ability to pay. Popular directions for writing advertising articles in tourism are given. The ideas of the headings of the travel website pages or articles are highlighted. Marketing tools that affect the communicative effectiveness of tourist advertising are presented: development of an advertising appeal to consumers, use of SEOtexts, development of the architecture of a tourist site, use of social SEO audit, orientation to sources of tourist travel reservations. It is recommended to use certain words and phrases, perform visual optimization, analyze the interaction of the site with search engines, and test the loading speed of the site pagesamong the SEO optimization tools for tourist advertising texts. Recommended electronic services for searching for keywords in advertising tourist texts. It is noted that the popularity of keywords depends on the season, current news, fashion for types of recreation. The rules of visual optimization of the site,the ratio of the amount of text to a unit of graphic material are given. Formulated requirements for the design of a tourist site. The main principles of developing an advertising appeal are presented: taking into account the specificity of the tourist product, targeting the target audience, determining the motives of consumers. Opportunities and threats that appear for trade enterprises in the process of development of digital trade in Ukraine and the world have been studied.It was determined that digital marketing, having a systemic basis, is a multifaceted process that has advantages and disadvantages. Digital technologies that are promising from the point of view of implementation in the marketing and logistics systems of an industrial enterprise are analyzed, among which are highlighted: artificial intelligence, neural networks, machine learning, virtual and augmented reality, chatbots, Internet of Things (IoT), analytics and Big Data ( Big Data).The advantages and difficulties associated with the implementation of digital technologies in the marketing and logistics systems of an industrial enterprise are outlined. Among the advantages, the following are highlighted: increased flexibility in making strategic, tactical and operational decisions of an industrial enterprise; the possibility of interactive communication with the target audience and receiving timely and complete feedback, personalization of this communication; obtaining competitive advantages; optimization of business processes and reduction of costs; expansion of sales markets. The difficulties faced by domestic industrial enterprises when implementing digital technologies, it is advisable to single out: limited financial resources of the industrial enterprise; significant length of the process related to the implementation of technologies, the development of digital strategies and the integration of actions with offline channels; insufficient awareness or resistance of the management of the industrial enterprise in the implementation of digital technologies; insufficient number of specialists with relevant experience in the implementation and use of digital technologies; imperfection of domestic legislation; failure to take into account the strategic coherence of the implementation of digital technologies with the short-term and long-term goals of the industrial enterprise; inefficient use of implemented digital technologies; a significant level of uncertainty in the external environment, which makes it difficult to invest in new technological solutions, etc.It has been proven that the adaptability of marketing and logistics systems is the key to the effective functioning of an industrial enterprise and its further development. Questions regarding the further regulation and development of the field of financial technologies as the newest problem of the development of banking and insurance services markets in general remain an unresolved task of active political and academic discussion, as well as legislative rulemaking.The purpose of the article is the formation of modern regulatory and legal regulation of the mar-kets of banking and insurance services as key tools for their further development in the conditions of digitalization of economic processes in Ukraine.The lack of legal regulation of the FINTECH sphere and the implementation of its tools in the absence of legal regulation causes a violation of the social and economic rights of citizens due to an increase in the financial risks of FINTECH in the financial services market, the threat of access to confidential information, as well as the development of financial fraud due to the emergence of the latest tools for accessing the database, attracting customers to financial pyramids. Their important role in the development of the national economy of Ukraine and its regions is outlined, which is primarily related to ensuring the country's food security and the production of ecologically clean (organic) food products. The author substantiates an integrated approach to the use of influence factors, in particular, natural resource, socio-ecological, economic, and human potential, which are interde-pendent and complementary and are aimed at ensuring a balanced development of rural territories and efficient agricultural management. It has been found that, in addition to the mentioned factors, an im-portant role is played by infrastructural support, the geographical location of rural areas, that is, their proximity to the borders with the member states of the European Union. It has been proven that, the implementation of an integrated approach to ensuring the balanced development of rural territories will help to overcome, and possibly level the differentiation in the development of local areas at both the regional and national levels. Attention is focused on the need to outline strategic prospects for the de-velopment of rural territories for a long-term period. However, nowadays, in the context of unpredicta-ble events and external influences, first of all, the state of war, there is a need to distinguish conceptual approaches to ensuring the balanced development of rural areas in accordance with the formed devel-opment strategy, but with the possibility of adjusting its individual aspects in real time. The process of forming an effective socio-bio-ecological-economic system within the framework of rural development needs to be intensified, which in the context of decentralization should include approaches to overcoming the differentiation of territorial and spatial development, taking into account the specifics and characteristics of individual regions. There is a need for interaction between the au-thorities, the community and interested persons with the possibility for the latter to independently make important decisions at the local level, i.e. within the bounds of the United Territorial Communities (UTCs), where each member of the community can make their own proposals for solving problematic issues of rural development. Relevance of the research topics is due to the fact that human performance affects the productivity of their work and requires adjustment of personnel management methods under theimpact of stress factors caused by war. It was found out that taking into account the current situation, it is important for companies to develop measures for the retention and rotation of the leading specialists, conduct their rotation and training, and provide an opportunity to quickly move up the career ladder when personnel planning; when organizing personnel –create safe working conditions and shelter, flexible working hours, and the opportunity for remote work; when motivating employees –ensure their participation in volunteer projects to support the army and victims, strengthen methods of moral motivation, organize psychological support; at the monitoring stage –it is necessary to introduce anti-stress measures, conduct psychological trainings andexplanatory work to create a positive psycho-emotional state of employees.It is determined that the ISO standard 45003:2021 “Occupational Health and Safety Management. Psychological Health and Safety at Work. Guidelines for Managing Psychological Risks” contains instructions for planning, implementing, and evaluating the health and safety management system in the labour collective, which should be used in war conditions. Stress management can be carried out at the state, company, or individual levels. The main determinants of the author's approach to the for-mation of financial policy under the conditions of the innovation and information economy have been determined, such as: the financial policy and innovation and information economy are intercon-nected;the innovation and information economy is an integration manifestation of strategic and tactical directions of the financial policy of the state; the interaction of the components of financial policy causes the emergence of a synergistic effect, which, under the condition of a positive result, promotes the activation of innovative processes in the economy. It has been proven that innovations, information tech-nologies and the implementation of digitization tools lead to structural shifts in the directions of financial policy and the system of state economic policy. It has been substantiated that changes in financial capabilities, state support of economic sectors and investment processes cause the emergence of new areas of innovative and informational development. In the context of the systemic approach, it is advisable to single out the following characteristics of the process of formation and implementation of financial policy: focus on achieving strategic and tactical goals; controllability of the process; the possibility to optimize the state regulatory influence; exogenity; diversification; systematization of directions and actions within the framework of the policy.
