In spite of its popularity, there are few studies to be conducted to analyze and corroborate its impact on students’ learning in this context. This study aims to evaluate effectiveness of peer assessment in blended learning settings, investigating what effects contribute to learning and teaching. The results suggest that peer assessment in blended learning context creates positive learning outcomes and more interesting attitudes for students. In various cultures, cultivating learners' cultural awareness of cultural diversity can provide learners with knowledge and skills to communicate effectively. English teaching in China has always focused on teaching students grammar knowledge and oral English training, but it does not pay attention to introducing the differences of transnational cultures, which leads to students' ignorance of foreign cultures, which leads to the failure of communication. According to cognitive psychology, human cognitive process is the processing process of symbolic information system, and its theoretical goal is to explain and explain how people process information when completing cognitive activities.
