At analysis of the time series reveal the hidden regularities at raw data’s. Hereinafter revealled regularities use for realization of the forecast of input data. Hydrological time series either as chaotical time series possible forecast only at determined number step onward. For hydrological time series exists the limit of forecasting (forecasting horizon). The identical prediction possible unless come behind of the forecasting horizon. The aim of the work there is design of the procedure the investigations of the natural time series on possibility of the forecasting. As raw data’s were used the mean day data of consuption for the large flat river of the Ukraine (length is 4*365 points). For forecasting of the natural time series it was used designed an autors modification of the method of Local Approximation. The forecasting horizon of time series was defined by means of factor the linear correlation (on how much points onward (maximum) possible forecast the time series for conservation of the factor the correlation within the range of 0.7 … 1.0). The explored dependency of the forecasting horizon from parameter DIM (Dimensionality Reconstrusted the phase space). The results of the research say for essential determinism of time series (hydrological) – the time series is forecasted on 15 … 22 points onward. Software was designed for investigations of the natural time series (hydrological and hydrochemistry) for forecasting (to find forecasting horizon). It was determined that the assessment of winter road maintenance measures performed in different countries takes different forms according to: quality indicator or standard; cost accounting and analysis; organized management system; standards for inspection and monitoring of works; measurement of conformity of service provision; analysis of complaints from users of the road network; methods of forecasting and prevention of certain winter phenomena. It is proposed to use the WSI (FHWA) index, which is calculated on the basis of the average value of daily snowfall and the recorded minimum and maximum temperature on average for the season, to assess the severity of the impact of weather on winter maintenance. It is recommended that the results of precipitation forecasting and the level of the WSI index be used as a basis for determining the operational level of service, which forms a set of potential measures for winter road maintenance. It is proposed to justify the level of service based on models of winter maintenance and forecasting measures that allow to form a methodical approach to highway maintenance. The previous five articles [1-5] give modern definitions of some old terms made in the 1970s and 1980s. The material of this part of the general methodological section on the creation of a modern terminological system of cargo delivery is based on the terms and definitions given in the previous parts of the global article devoted to proposals for improving the terminology of transport systemology [1-5]. Therefore, today, a systematic approach to transport problems, but a systemology based on the application of categories and processes logical-mathematical perception, is particularly relevant. The idea of [1-5].bringing transport research to a conclusion by solving differential and integral equations failed, which was repeatedly warned by L. von Bertalanffy, N.I. Setrov and N. Winner himself, and only the application of logical-linguistic approaches to complex organizational and technical systems gives tangible results. What has been said fully applies to complex transport systems. Again, repeating, one should start this approach to transport processes, or rather to processes in which the transport of the country is involved, as the passengers and goods delivery component, by reviewing the past and creating a new terminological apparatus for the study of actions, procedures and decisions of goods delivery (DV ). Therefore, the traction and speed properties of bus trains should be at the level of single buses. Among the 13 indicators of traction and speed properties that assess the dynamics of the road train, the most important are maximum speed, acceleration during acceleration, time and path of acceleration to maximum speed, acceleration time on the path of 400 and 1000 m. road trains. The A70132 diesel bus and the A701 electric bus were selected as the object of the study when working with the trailer. A comparative assessment of these buses on the indicators of traction and speed properties. It was found that the use of electric buses to create a bus train is problematic in view of the lack of traction in the area of high loads due to the acceleration of the bus. However, for a bus with diesel there is a significant reserve of traction in lower gears, due to the operation of the torque converter. The efficiency of using such a bus train when working on urban routes, where there is a limit on the maximum speed at 50 km / h. If the speed increases to 70 km / h, the use of a bus train consisting of a bus A70132 and a trailer with a total weight of 16,000 kg becomes inefficient. The goal of the work it is possible estimation relationship some hydrochemical factors and solar activity (Wolf's Numbers W). To this effect the research was given for concentration 〖NH〗_4^+, 〖NO〗_2^- , 〖NO〗_3^- in water large flat river of Ukraine (1991 … 2010 years). The ion concentrations denominated in mg on litre. Were they also analysed given over Wolf's numbers for this period (1991 … 2010 years). Since these dependencies for the best reveals itself at a rate of extreme values that for each value of the Wolf's number selected only maximum to concentrations of the ion. Accordingly building to regressions executed not on all raw data’s but for maximum values concentration only. For this regression execute in two steps: STEP 1: Selected only one (maximum) value concentration of the ion for each unique value of Wolf's number. STEP 2: To prepared by specified way data is used for regression. Experiment has shown that linear regression in this instance to use it is impossible (got the horizontal line). Experiment has also shown adequacy of the use polynomial quantile regression (so it was used this type of regression). It was used median egression (quantile regression for Q=0,5). Median regression demonstrates the observable reduction a concentration of 〖NH〗_4^+, 〖NO〗_2^-,〖 NO〗_3^- when increasing of values Wolf's Numbers. Offered in article “regression for maximus” important for decision of the practical problems of hydroecology. The general trend in behavioyr of Wolf's Numbers can be forecasting on times of the ten years onward. This means as the general trend in behavioyr of 〖NH〗_4^+, 〖NO〗_2^- , 〖NO〗_3^- also can be forecasting on times of ten of years onward (the factor of the purity of natural water). R. Mitchell's model was applied to classify the stakeholders of the higher education institution depending on their interests. The stages of creating coalitions of stakeholders are proposed, which include drawing up a list of stakeholders; grouping of stakeholders according to their interests, position, degree of influence and priority value; determination of stakeholders' influence factors for strategy formulation and decision-making; assessment of factors and integration of stakeholders' interests; development of improvement measures taking into account the interests of stakeholders. The four main stakeholder coalitions of the National Transport University were identified, a map of their interests was developed, and the results of the questionnaire regarding the quality of the educational process for the 2021-2022 academic year were analyzed. A list of measures for the development of the system for ensuring the quality of the educational process in the 2022-2023 academic year has been developed, including: gradual introduction of elements of education in the dual form of education; deepening cooperation with employers, in particular, involving employers in the organization of the educational process according to the educational programs of the university; systematic work on the motivation of teachers to improve their teaching skills and publish articles in international scientometric databases, participate in international projects, improve their knowledge of foreign languages; intensification of the use of software products in the educational process; expanding the functionality of distance learning platforms and services used by the university; strengthening of internal monitoring of educational programs; use of a flexible mode of online classes (synchronous / asynchronous mode). The principles of sustainable development and the formation of a green economy are analyzed. The scientific foundations of ensuring sustainable development and the green trend of structural changes are substantiated. Business initiatives related to the sustainable development of the economy at the global and national levels have been studied. The basic principles of the implementation of the green economy model in Ukraine have been formed. The goal of the green growth policy is to create added value with little loss to the environment, as well as conditions for innovation and investment capable of tapping into new sources of economic growth. The tool of the green economy is the implementation of reforms aimed at introducing the most effective principles, mechanisms and models of management of socio-economic processes in the countries of the world. At the same time, the practical implementation of the model of sustainable development, which provides an integral combination of economic efficiency, social justice, resource balance and eco-safety, should become an unconditional imperative of society. Sustainable development involves the synergy of three components – economic, social and environmental. The concept of the green economy is designed to ensure a more harmonious coordination between these components, primarily due to resource and energy efficiency, as well as the participation of the business sector. The identification and active implementation of Ukraine's innovative development priorities in the green format should contribute to strengthening the image of Ukraine at the global and European levels as a country with significant scientific and educational potential, capable of creating high-tech products. The object of the research is the use of pervious concrete in the construction of transport infrastructure. The objective of the paper is to justify the use of pervious concrete in the construction of transport infrastructure by analyzing previous international experience and lab tests of the corresponding concrete samples. Research methods included a analysis of the international and domestic literature, the evaluation of the experience in the use of the pervious concrete, and laboratory tests of the corresponding concrete samples. A review of the world experience connected with research of pervious (draining) concrete, installation and operation of layers of aerodrome surface made of it, proved their technical and economic relevance and effectiveness of their application. Pervious concrete is a material with high open porosity, which provides good sound-absorbing properties and drainage ability together with roughness, smoothness, and transverse friction. These are advantages of pervious concrete pavements, according to foreign studies: a rapid removal of water from the surface of the pavements in case of rain and improved drainage of road and airfield pavements reduce the risk of aquaplaning vehicles and increase traffic safety in rainy weather; increased and stable surface roughness; reduced level of noise provided by vehicles. The draining ability of the pavements makes it almost dry. It also has a high degree of sound absorption. The results of the article can be implemented in various technologies of construction and repair of transport infrastructure.
