Achieving the goal is based on solving two problems: firstly, the essence of the concepts of leadership, proactive leadership, and related concepts of human capital, human asset is analyzed, and secondly, the relationship between the concepts of human capital, proactive leadership and the effectiveness of organizations. The methodological basis of the study was the concepts of modern leadership developed by D. Goldman, R. Boyatzis and E. Mackey et al., the metaprogram approach of Patrick Merlevede, Michael Hall, the ideas of Jim Collins, the investment assessment model of Andre Mayo (Andrew Mayo ) — “The Human Capital Monitor®”, the theory of spiral dynamics. Considered the essence of the proactive leadership’s concept and highlighted the quality characteristics of proactive leadership. Analyzed the approach to personnel assessment based on meta-programs and behavioral models. Porter loyalty questionnaire and the eNPS methodology. \u0000The study showed that in the organizations under consideration, an average level of loyalty was formed, relying in most cases on the emotional component. To maintain the existing situation, a systematic assessment of loyalty and satisfaction of personnel is required. With a general positive attitude of employees towards the organization, sharply negative assessments were identified, which is a potential problem area. \u0000Staff loyalty is associated with such advantages of the organization as comfortable working conditions and the prestige of the organization, which gives a competitive advantage in the employer market. And their ability to give the right answer to the challenge of the environment is the ability to be a leader. Personnel costs represent investments, not costs, that facilitate management in the direction of preventing risks associated with the business. This includes the definition of responsibilities and organizational structure, planning activities, responsibilities, practices, procedures and resources for the development, implementation, implementation, revision and maintenance of policies to prevent industrial risks. \u0000Improving the working conditions of personnel and environmental protection should be considered as important practical goals that can be achieved through measures such as risk factors control; adaptation of equipment and labor tools appropriate to human capabilities; changes in the organization, maintenance and control of labor; environmental monitoring and education. Risk assessment should be a dynamic process. These processes are analyzed both as a global development trend and taking into account the peculiarities of the domestic economy. One of the current current global trends is the active development of the knowledge economy, accompanied by the introduction of digital technologies in various fields of activity. The results of the analysis were the formulation of the emerging negative trend of unequal opportunities for unhindered access to digital resources and their use in various fields of activity among the population living in different regions of the Russian Federation. The main reason explaining this trend is the presence of significant differences in the level of socio-economic development of the subjects of the Russian Federation. The relevance of the study is dictated by the fact that at present, in the harsh conditions of functioning and competition, only those accommodation facilities that have highly qualified and motivated staff will survive, since the provision of a high-quality and competitive hotel product depends on the staff in the hospitality industry. Far from all hotel managers pay attention to the issues of effective personnel management, which is not true, since hotel employees, interacting with guests, in fact, directly form the consumer's attitude towards the accommodation facility and the quality of service. Therefore, the most far-sighted hotel management understands that in order to increase the efficiency of the hotel, it is necessary to invest finances and efforts in employee training, improvement of motivational programs, development of corporate culture, teamwork methods. This indicates the practical significance of the work. The article clarifies the definitions of the concepts \"staff motivation\" and \"staff motivation system\", considers the principles on the basis of which the motivation system is developed and implemented. The classification of types of personnel motivation is presented. This article analyzes how young people enter the labor market, what are the characteristics of their work, what is the participation of specialists, who have received a diploma of vocational education, in work, how the period of the coronavirus pandemic has affected the labor market and youth employment.
