Para ello, es necesario que las diversas instituciones y la sociedad sean participes de este instrumento y que su aplicacion garantice resultados positivos en el aparato estatal y no signifique un obstaculo burocratico. En esta investigacion se estudia un caso de accountability social. Su objetivo es analizar el movimiento Habla Castaneda que se conoce como la primera demanda de rendicion de cuentas en Lima y el Peru. Para ello, metodologicamente, se recurre a entrevistas a participantes del movimiento y a una encuesta a la ciudadania con el fin de conocer las ventajas y desventajas de dicho procedimiento democratico. El trabajo concluye en resaltar la importancia de activar la interpelacion de autoridades locales, pues sirven de base para otras iniciativas similares en el pais, en la que se demanda transparenci EnglishThe accountability mechanism allows for the strengthening of government management and the legitimization of democracy in any instance. To this end, it is necessary that the various institutions and society participate in this instrument and that its application guarantees positive results in the state apparatus and does not mean a bureaucratic obstacle. In this research, a case of social accountability is studied. The objective of this research is to analyze the Habla Castaneda movement, which is known as the first demand for accountability in Lima and Peru. Methodologically, it uses interviews with participants in the movement and a survey of citizens to find out the advantages and disadvantages of this democratic procedure. The use of political espionage, and the history of corruption incidents associated poses the challenge of adjusting democratic controls. Concurrently, some countries have undergone substantive crisis in that sector having significant political impact. Countries’own defense and national security needs, along with the occurrence of transnational organized crime calls for appropriate intelligence capabilities. Therefore, this picture demands democratic reforms in the sector of intelligence beyond formal legal modifications. The paper explores the mentioned cases up to 2017, comparing them from a matrix based on Gill, to assess the degree of democratization and the level of accountability of intelligence services. The goal is to, based on legacies and democratic transitions, describe new legal instruments and the context of change, modes of implementation and associated crises, in order to recognize trends and lessons learned. Grajales","doi":"10.15446/cp.v15n29.79734","DOIUrl":"https://doi.org/10.15446/cp.v15n29.79734","url":null,"abstract":"In the context of the US anti-narcotic program, ‘Plan Colombia’, during the first decade of the 21st century, special agents of the US Federal Bureau of Prisons (BOP) took position in the heart of the Colombian penitentiary administration. Their task was to lead a profound reform of the sector, based on the US ultra-punitive penal regime and its ‘supermax’ housing units. Based on extensive fieldwork with prison architects, inmates and other actors in the penal systems of the US and Colombia, this paper analyzes how the reform was set up on the ground, shedding light on the partially divergent interests and expectations of both governments within the neocolonial context of ‘Plan Colombia’. We show how, on the one hand, the reform partially succeeded in militarizing carceral life and deurbanizing the prison system, spatially isolating inmates from their social and family environment. On the other hand, we show that the reform eventually failed, for institutional and political reasons, to meet its declared goal of modernizing Colombian prisons.
