Accountability social en Lima-Perú: la iniciativa Habla Castañeda

espanolEl mecanismo de accountability permite fortalecer la gestion del gobierno y legitimar la democracia en cualquier instancia. Para ello, es necesario que las diversas instituciones y la sociedad sean participes de este instrumento y que su aplicacion garantice resultados positivos en el aparato estatal y no signifique un obstaculo burocratico. En esta investigacion se estudia un caso de accountability social. Su objetivo es analizar el movimiento Habla Castaneda que se conoce como la primera demanda de rendicion de cuentas en Lima y el Peru. Para ello, metodologicamente, se recurre a entrevistas a participantes del movimiento y a una encuesta a la ciudadania con el fin de conocer las ventajas y desventajas de dicho procedimiento democratico. To this end, it is necessary that the various institutions and society participate in this instrument and that its application guarantees positive results in the state apparatus and does not mean a bureaucratic obstacle. In this research, a case of social accountability is studied. The objective of this research is to analyze the Habla Castaneda movement, which is known as the first demand for accountability in Lima and Peru. Methodologically, it uses interviews with participants in the movement and a survey of citizens to find out the advantages and disadvantages of this democratic procedure. The work concludes by highlighting the importance of activating the interpellation of local authorities, since they serve as a basis for other similar initiatives in the country, in which transparency is demanded.
