The use of political espionage, and the history of corruption incidents associated poses the challenge of adjusting democratic controls. Concurrently, some countries have undergone substantive crisis in that sector having significant political impact. Countries’own defense and national security needs, along with the occurrence of transnational organized crime calls for appropriate intelligence capabilities. Therefore, this picture demands democratic reforms in the sector of intelligence beyond formal legal modifications. The paper explores the mentioned cases up to 2017, comparing them from a matrix based on Gill, to assess the degree of democratization and the level of accountability of intelligence services. The goal is to, based on legacies and democratic transitions, describe new legal instruments and the context of change, modes of implementation and associated crises, in order to recognize trends and lessons learned.
