So it is important to empower coastal communities as objects of non-military operations using various approaches. For this reason, this research aims to analyze policies for developing maritime area resilience (Bintahwilmar) through community service operations in coastal communities. This qualitative research with a descriptive analysis approach takes policy objects in the Pangkalan Utama V Surabaya area, and collects data through documents and interviews. Analysis was carried out using a data interpretation approach. The results of the policy analysis can explain that coastal area development requires a holistic and collaborative approach involving the government, Indonesian Navy, local communities and various related parties. Community welfare is an important aspect in developing coastal areas, including through renovation programs and building livable houses. Cooperation between the government and the Indonesian Navy is based on the principles of democracy, human rights, transparency, accountability, community participation and environmental sustainability between the East Java Provincial Government and the Indonesian Navy. Therefore, this study aims to evaluate the Officer Development Program (ODP) training using the Kirkpatrick model at the reaction level (training satisfaction), learning (learning outcomes), and behavior. To address this research objective, the research method used in this study is a mixed-method approach. Several instruments, such as questionnaires, tests, and interviews, were employed to gather information. The research subjects were seven ODP participants. The results of the evaluation at the reaction level show that overall, ODP participants are quite satisfied with the onsite training. At the learning level, out of the seven ODP participants, one scored below 60. At the behavior level, all ODP participants did not complete 100% of the required tasks in each department. However, all ODP participants not exhibited behavior in line with the indicators required. From the evaluation results, it can be concluded that the training evaluation for ODP (Officer Development Program) has not been effective in achieving the program's goals. The type of research is quantitative with a descriptive survey form. Research design with a causal pattern. The population in this study was 510 Health Cadres in the Rembang I Community Health Center Working Area using a purposive sampling technique. The sample size was 200 respondents. Data collection methods and using questionnaires. The data analysis used is descriptive analysis and quantitative analysis using Structural Equation Modeling (SEM). The results and implications of this research theoretically are that training and incentives have a significant positive effect on motivation. Training, incentives and motivation have a significant positive effect on cadre performance. Motivation can significantly act as an intervening link between training and the performance of health cadres. The population of this research is non-cyclicals consumer good companies listed on the Indonesia Stock Exchange for the 2020-2021 period and the sample tested was 81 data taken based on the purposive sampling method. The data used in this research is secondary data in the form of annual reports and financial reports. This research uses multiple linear regression analysis and moderated regression analysis. The results of this research show that profitability and leverage have a positive effect on tax aggressiveness. Meanwhile, cash flow operation (CFO) abnormal real profit management, abnormal production real profit management, abnormal discretionary expense real profit management have a negative effect on tax aggressiveness.
