Public services are involved in such problems as the duration of the management of documents and infrastructure facilities are not adequate in serving the community. Disdukcapil Kabupaten Pati as one of civil registration provider in Pati regency has many problem accordin to Ombudsman’s Reports. This study aims to discover on how the quality of civil registration service and what factors are supporting and obstructing. The method used in this study is qualitative descriptive method. The data source in this study was obtained from interviews, observations, and documentation. Informant selection techniques are done using purposive sampling and accidental sampling. The quality of service is measured using five dimensions of Zeithaml theory, namely, tangible, reliability, responsiveness, assurance, and empathy. The measurement quality of service is also influenced by the supporting factors / obstructing (Moenir). This study obtained the results, there are four dimensions tangible, reliability, responsiveness, and assurance that have not run well, there is only one dimension of empathy has been run well. The results of the study can be explained that there are four of six factors that initiative the quality civil registration services (awareness, rules / procedures, organization, and income). This increase in population influences the high demand for population administration services, one of which is birth certificates. The length of the process of issuing birth certificates resulted in people being lazy to take care of themselves and preferring touts. This resulted in many people who do not have a birth certificate. Aji Welas innovation was created to complement previous innovations with a faster birth certificate issuance service which is one anniversary and expand the scope of birth certificate ownership in Semarang Regency. The purpose of this study is to analyze the attribute innovation and the factors that become the drivers and inhibitions of innovation. This study uses a qualitative method with a descriptive approach. The theory in this study uses the theory of Rogers, while the driving and inhibitory factors of Albury to know the characteristics and implementation of aji welas innovation. The results showed that Aji Welas innovation has 1) relative advantage, 2) conformity, 3) possibility of trying, 4) ease of observing, 5) complexity. In the implementation of innovation, Aji Welas has supporting factors, namely adequate human resources, and also supporting infrastructure facilities. In addition, in the implementation, there are also inhibitory factors, namely not budgeted for the implementation of socialization, constrained networks that often error or trouble, there are still many people who do not complete the document requirements when applying, and some innovation implementing officers Aji Welas who concurrently task. The government through the Ministry of Home Affairs of the Republic of Indonesia then issued the Regulation of the Minister of Home Affairs Number 2/2016 concerning Child Identity Cards (KIA) in order to increases population data collection, provide protection and fulfilment of constitutional rights, and increases public services for children under the age of 17 years old which is integrated with the Population Administration Information System (SIAK). It is purposes for the child in getting the services independently and in terms of administrative completeness. This study uses qualitative descriptive methods with documentation techniques, literature, and key informant interviews with snowball sampling and representatives communities with accidental sampling. The use of theory to answer research problems is Duncan's theory with the criteria of effectiveness of achieving goals, integration, and adaptation with the aim of analyzing the effectiveness of the KIA program in the Department of Civil Service and Civil Registration of Semarang City as well as inhibition factors of the implementation of the KIA program. The results showed that the effectiveness of KIA program in achieving goals and integration has not fully run optimally, while adaptation has been able to run well. This is influenced by the inhibiting factors, namely environmental conditions due to the view that children are still dependent on their parents, it is still difficult to reach underprivileged families, the lack of information about the uses and benefits of KIA, and complicated bureaucracy. In fact, their voices, ideas, and gender roles are often ignored. Thus, in order to support women’s right the United Nations through CEDAW encourages the achievement of 30% quota of women’s representation in legislative institution as the entrance of women’s interests in the policy-making process. Furthermore, the UN recommendation has been ratified by Indonesian government to produce the guidelines to spur women’s political participation through Ministerial Women Empowerment and Child Protection Regulation 07/2013 on Increasing Women’s Political Participation in Legislative. Nevertheless, the emergence of this affirmative policy has not been able to attain the target of least 30% representation in the legislative institution, including the House of Representatives of Central Java 2019-2024. Further, this research emphasizes about the factual condition of women’s political representation and why the women’s political representation enhancement policy still yet spur the women’s representation rate in the House of Representatives of Central Java 2019-2024. By using descriptive-qualitative method and System Theory basis, the author tries to scrutinize more deeply about the reality in the field based on four main factors: policy cognition, socio-culture, human resources, and political factor. Although in practice, in some cases, there are often conflicts between stakeholders. The Bekasi City Government has compiled Bekasi Mayor Regulation No. 107 of 2019 concerning Procedures for Granting Permits for the Construction of Houses of Worship. However, each stakeholder has not implemented these regulations properly, as evidenced by the frequent occurrence of conflicts. This study aims to analyze the role of stakeholders and identify the actors' understanding of the roles they carry out. This study uses the Theory of Power versus Interest from Bryson as the theoretical basis for this research. The methodology used in this research is descriptive qualitative, using secondary and primary data. The results showed that the Kesbangpol Agency was a Context Setter with the roles of Policy Creator, Facilitator, and Coordinator. Bekasi City FKUB is Key Player who have the roles of coordinator, Facilitator, and implementer. The Regional Office of the Ministry of Religion of Bekasi City is a key player who has the Policy Creator, Facilitator, and Implementer role. The Social Welfare Agency for the Regional Secretariat of the city of Bekasi is a Context Setter with the roles of Facilitator and Implementer. Sub-Districts is a Crowd with the role of Facilitator. Urban Village is a Crowd with the role of Facilitator. Regarding understanding, there are two supporting factors in granting permits to build houses of worship in Bekasi City, namely value and communication. However, in the formulation of this policy it is known that there are various problems, including the prblem of relatively small span of control in each village in Surakarta, the composition of staffing in the Regional Governmet of Surakarta is no longer proportional, and there is a provision for a minimum area as a requiremt for regional expansion which is not fulfilled. This study aims to analyze the agenda setting process in the regional expansion policy at Kadipiro and determine the agenda setting model in the policy making process. The research method is qualitative research with a descriptive approach. As for the data collection techniques carried out through interviews and analysis of supporting documents. The research showed that the agenda setting process in the regional expansion in Kadipiro Village was still not going well, where various problems were found in several phenomena. In the initial process of discussing the expansion policy proposal, there were a number of Kadipiro Village residents who rejected the proposal. Another problems that arisesoccurs in the technocratic process, as well as the dynamics of discussion among stakeholders where policy actors are aware that there is one of requirements that cannot be fulfilled for Kadipiro Village to continue regional expansion but the use of population indicators and PP Number 78/2007 as an additional assessmet measure which is then uses as a rationalization for the consideration to continue the policy. Besed on the discussion process, the agenda for setting up the expansion of Kadipiro Village is included in the persuasive model. The Indonesian government has carried out many programs to overcome this problem, one of which is the KOTAKU (Cities Without Slums) Program, regulated in SE Minister of PUPR Number 40 of 2016 about general guide the KOTAKU Program. The KOTAKU Program builds collaboration between government and non-government. The purpose of this research is to know the roles of the actors involved in the implementation of the KOTAKU Program and the they faced when implementing program in Kelurahan Bandarharjo. This is a descriptive qualitative research, using interviews, observations, and documentations, analyzing the resulting findings to make conclusions. The research found that the actors involved in KOTAKU Program implementation in Kelurahan Bandarharjo play their roles in accordance to their position, including Bapedda as the KOTAKU Program Lead at the city level, Korkot KOTAKU as the consultant and facilitator, Kelurahan Bandarharjo as companion of implementation, BKM as construction implementer, as well as the commmunity as beneficiaries. The implementation has a problem, such as: misunderstandings with the community, Covid-19 outbreak, and executive transfers at the city level. The findings are analyzed and shows that the actors performed their roles well, resulting in the program reaching its sustainability stage. Immigration is the only vertical agency that takes care of the arrival and return of Indonesian citizens and foreign nationals to be able to enter and exit Indonesian territory. A passport is a cross- border travel document that is a valid condition of departure or return of a citizen to enter or exit Indonesia. Results and discussions. The quality of passport-making services at The Immigration Office class I TPI Semarang as a big good with new innovations to improve its quality, namely with immigration authorities socializing about immigration in 5 districts 2 cities in the area of the immigration office class 1 TPI Semarang, the incandration of integrity zones to achieve the predicate of corruption-free areas in 2019, ambassadors of services, and innovations of Jempol Semar made to serve people disabilities or special diseases. This method is quantitative. The population totaled 48,664. The sample in this study amounted to 100 respondents. The sampling technique used accidental sampling technique. Data analysis and hypothesis testing included validity, reliability, and determination coefficient tests. The data analysis technique used the Pearson product moment correlation coefficient. The results of this study indicate that: (1) the work discipline of the Tegal Regency Disdukcapil has an average of 2.93 in the Good category; (2) The work ability of the Disdukcapil of Tegal Regency has an average of 2.97 in the Good category; (3) Work Discipline has an effect on Service Quality in Disdukcapil Tegal Regency as indicated by the correlation results of 0.400> 0.05, with a contribution of 16%; (4) Work Ability affects Service Quality in Disdukcapil Tegal Regency which is indicated by the correlation result of 0.325> 0.05, with a contribution of 10.5%; (5) There is a positive and significant influence between the variables of work discipline and work ability on service quality with the results of 0.948> 0.05 at the 5% significance level.
