Penelitian ini bertujuan menganalisis peran stakeholder pilah sampah serta faktor penghambat program. Menggunakan metode deskriptif kualitatif dengan teknik penelitian observasi, wawancara dan menggunakan dokumen online. Peneliti berusaha menggambarkan fenomena penelitian secara mendalam menggunakan data primer dan sekunder. Terdapat tujuh stakeholder program pilah sampah dan terdapat lima peranan stakeholder. Berdasarkan analisis peran diketahui bahwa pemerintah kota dan DLH berperan sebagai policy creator dan fasillitator, selain itu DLH juga berperan sebagai koordinator. Kecamatan dan kelurahan hanya sebagai koordinator. Bank sampah berperan sebagai koordinator dan implementor, KSM berperan sebagai akselator, koordinator dan implementor serta masyarakat sebagai implementor. Berdasarkan analisis pengaruh dan kepentingan ditemukan bahwa masyarakat menjadi subjek program, Bank sampah dan KSM sebagai aktor kunci, DLH kota Semarang sebagai pendukung dan pemerintah kota Semarang, kecamatan dan kelurahan sebagai pengikut. Artinya Bank sampah dan KSM adalah stakeholder yang memiliki pengaruh dan kepentingan paling tinggi diikuti oleh DLH, masyarakat, kelurahan dan kecamatan serta pemerintah kota. Faktor penghambat program dianalisis menggunakan variabel komunikasi, nilai, tingkat kepercayaan dan sumberdaya. Ditemukan bahwa faktor penghambat adalah miss komunikasi, stakeholder terlalu ‘money oriented’, minim apresiasi, budaya membuang sampah sembarangan, partisipasi rendah, minimnya SDM dan sarana prasarana karena beberapa faktor penghambat tersebut berdampak pada pelaksanaan program pilah sampah menjadi belum maksimal. Air pollution control efforts are carried out by the central government, local governments and those in charge of businesses. The purpose of this research is to describe the efforts of the Tangerang City Environmental Service in Controlling Air Pollution and to identify the Inhibiting and Encouraging Factors of Tangerang City Environmental Service in Controlling Air Pollution. This research uses descriptive qualitative research methods. The data collection technique is done by interview, observation and documentation related to the research. The results showed that the efforts of Tangerang City Environmental Service in controlling air pollution have not been effective. The inhibiting factor for Tangerang City Environmental Service in controlling air pollution is environmental characteristics. The driving factors for Tangerang City Environmental Service in controlling air pollution are managerial policies and practices. This sub-district is stated as the sub-district with the second-highest poverty rate with 27,245 poor in 2020. This study aims to examines the stakeholders' network and their role in poverty alleviation programs. Grounded by the descriptive qualitative method, data collection was conducted via observation, interviews, and documentation. In this study, ten informants were selected through the purposive sampling technique. The results show that the key stakeholder is the Semarang City Social Service because it provides poverty data in Semarang. This data is the basis for providing poverty alleviation programs, including the PKH program, Smart Indonesia Card, and BPNT (Non-Cash Food Assistance). Coordinate to the North Semarang District Tanjung Mas Village as primary stakeholders who act as coordinators and facilitators in poverty alleviation. Secondary stakeholders are the Indonesian Traditional Fishermen's Union, Joint Business Group, and Head of RTs, who act as accelerators in assisting the Government in implementing poverty alleviation programs. Meanwhile, the community is a tertiary stakeholder who acts as a recipient and implementer of policies. This study concludes that there are four stakeholder networks with different roles for each stakeholder. This research is a qualitative descriptive by using purposive sampling to determine the performance of BPBD in overcoming landslide at Wonosobo District. Data collection techniques used in this research are through interview techniques, observation, and documentation. The data obtained were analyzed descriptively through the stages of data inventory, data reduction, data presentation, and conclusion drawing. The results showed that : BPBD's performance in overcoming landslide at Wonosobo district has not been running well because several obstacles are still encountered in several aspects such as productivity, service quality, and responsiveness. The total amount of daily waste generated in Semarang City comes from households, offices, traditional markets, commercial centers, public facilities, areas, and others. Seeing this, the government is aggressively managing waste, one of which is through the Garbage Bank. One of the waste banks in the city of Semarang is the Guyub Rukun Waste Bank. This study aims to further investigate the Policy Outcome of the Guyub Rukun Waste Bank Program in Kelurahan Kemijen, Semarang. The policy outcome is seen from the core outcome, intermediate outcome and long-term outcome. This research uses descriptive qualitative research methods with interview data collection techniques and participatory observation. The results obtained from this study indicate that in terms of Initial Outcome the results obtained are reduced waste so that the environment is clean as well as an increase in the capacity of the community. Then from the perspective of Intermediate Outcome, it can be seen that the mindset of society towards waste has begun to change and the reach of customers from Guyub Rukun Waste Bank is expanding. The results of the long-term outcome itself can be seen from the increase in the community's economy from the results of waste collection and the establishment of cooperation with other parties in the sustainability and development of the Waste Bank, although in terms of the amount of pollution it has not been able to show significant results. The lack of attractiveness of the public to buy batik products led to a decrease in the amount of production. This research aims to analyze management in the development of Grobogan batik industry as an effort to empower the community and the factors that are the obstacles. This research uses qualitative descriptive method with data collection techniques using interview, observation and documentation techniques. The research looked at the management component in the development of Grobogan batik industry as a community empowerment effort that includes planning, organizing, actuating, controlling owned by George R. Terry, and wilson's theory of empowerment process. The results showed that the management of the development of the Grobogan batik industry as an effort to empower the community in Grobogan Regency is good enough although still not maximal because of activities that only focus on monotonous coaching and lack of innovations that can attract more people to participate. The factors that influence are: weak public awareness, lack of community participation rate, lack of ability to use technology, traditional mindset of society, people still market batik products with conventional, and lack of public attraction so that there needs to be more opportunities for the community to increase participation, there is still a feeling of excessive sungkan and innovation and expansion of cooperation with the marketplace. The suggestions provided are: provide space and opportunities for the community in conveying aspirations, developing innovations by bringing professional speakers in sustainable seminars, providing market place training, conducting open surveillance reporting uploaded through the Disperindag web, as well as marketing Grobogan batik products, in tourist attractions. Village-Owned Enterprises (BUMDes) as a business entity that becomes a forum for village governments to build the village economy requires the participation and involvement of stakeholders in managing each business unit. Mendongan Village is one of the villages that need attention in its management because of the lack of support and contributions from related stakeholders. This research was conducted to determine the role of stakeholders by mapping stakeholders in the management of Mitra Sejahtera Village-Owned Enterprises (BUMDes) in Mendongan Village, Sumowono District, Semarang Regency. The approach used is descriptive qualitative with observation data collection techniques, interviews, documentation, and literature study. The results of this study prove that there are roles of stakeholders which are grouped into four, namely policy makers, coordinators, facilitators, and implementers. The results of the role analysis show that the application of the principles of cooperation, participation, independence, justice, and equality is still not good enough. This study aims to analyze community empowerment in the management of salak in Ngargosoko Village, Srumbung District, Magelang Regency. This study used descriptive qualitative method. Sources of data in this study were obtained from interviews, observations, and documentation. The technique of selecting informants was carried out using purposive sampling and accidental sampling. This study uses the theory of the dimensions of empowerment success. The results obtained, namely the access aspect has been fulfilled and supports the implementation of empowerment. Aspects that do not support the empowerment carried out, namely participation, control, and welfare. Community participation is still lacking because they are reluctant to spend their time participating in training. Control in the form of monitoring and assistance is only carried out when the activity is ongoing, before and after the activity does not exist. In the aspect of the welfare of the people of Ngargosoko Village, in fulfilling the need for food and clothing, it is still not fully fulfilled if it only relies on the results of the salak harvest. The driving factor for the empowerment of salak in Ngargosoko Village is the abundant potential of salak resources and the high interest of the community in empowerment. The inhibiting factors for empowerment are commitment of training participants, lack of monitoring, and marketing of training products. To end this dualism problem, Government Regulation Number 62 of 2019 was formed which explains that the Head of Badan Pengusahaan Batam is led by the Walikota Batam. The purpose of this study was to identify local actors involved in the formulation of ex-officio policies and the role of analyzing each actor. This research is a qualitative research with descriptive method. The result of this study. First, the local actors involved are the Walikota Batam, Badan Pengusahaan Batam, Kadin Batam and Media massa. Second, Walikota Batam and Badan Pengusahaan Batam as the main actors as implementing policies, Kadin Kota Batam and media massa as secondary actors as accelerators. This study aims to identify actors, analyze the roles of actors and describe the actor network models formed in the tourism development policy program in Wonolopo Tourism Village. The research method used is qualitative descriptive type with data collection methods direct / online interviews, observation and documentation. The results of this study indicate that DISBUDPAR Semarang City becomes the primary actor and acts as a policy cerator, facilitator and coordinator. The primary actors are POKDARWIS, RW, and Active Society as implementers and accelerators. Secondary actors are Mass Media and Academics act as accelerators. Tertiary actors are the District, Kelurahan and PKK acting as accelerators. The quaternary actor is the Passive Society, which acts as the target group and beneficiaries. The actor network model that is formed is the Quadruple Helix Model (Government, Academics, Society and Mass Media). The actor network that has been formed has not run optimally because some of the actors involved have not coordinated and communicated well in carrying out their respective roles. Recommendations are the need for coordination and communication by DISBUDPAR through the holding of meetings between actors to optimize the role of each actor involved and the involvement of the younger generation as a step to increase community participation in tourism promotion.
