The bodies of zemstvo self-government, created in 1864 and gradually spreading throughout the territory of the Russian Empire, performed important social functions: the development of education, medicine, assistance in difficult circumstances (crop failure, fires), etc., and this activity was directed primarily on the peasant population. The prevention of epidemics and the provision of medical assistance in the event of their beginning were the most important areas of work of zemstvos. In the provinces, a district network of medical and paramedic points was created which constantly monitored the epidemiological situation in the villages, in a number of provinces special sanitary points were opened. The implementation of anti-epidemiological measures was carried out at the expense of the provincial zemstvo on the proposal of the governor. Special infectious barracks were opened to reduce the number of patients and for seriously ill patients during the epidemic. Employees of zemstvo hospitals carried out work in different directions: conducting explanatory conversations with the population about the observance of sanitary standards, the need for vaccinations for children, vaccinations (mainly for children), examination and prescribing treatment for patients, maintaining medical statistics. Such work yielded results: the number of epidemics and cases decreased, but it was impossible to prevent epidemiological diseases completely until 1917.\u0000\u0000Methods. The solution of the set research tasks was provided by a complex of interrelated theoretical (analysis of scientific literature, comparative analysis, comparison, generalization, systematization), empirical (study and generalization of sources) and hermeneutic methods.\u0000\u0000Results. Zemstvo medical activity from 1864 to the end of the 1870s only determined the directions of work, was inconsistent and in the field of combating epidemics was fragmented. In fact, the work was not limited to preventing epidemics but to eliminating those that had already broken out. The state did not provide special assistance to the zemstvos in this direction. Only in 1879, due to the strongest epidemic of diphtheria at the government level, “Mandatory rules on measures to prevent the development of infectious diseases” were introduced. In accordance with which, mandatory sanitary and police measures against the spread of these diseases began to be determined.\u0000\u0000Conclusion. Currently, the number of anxious children, characterized by increased anxiety and uncertainty, has increased. These qualities are most acute in the preschool period. One of the most important social and psychological characteristics of preschoolers is the emergence and subordination of motives. There is reason to believe that increased anxiety can exacerbate the manifestation of the negative aspects of the crisis of seven years. The problems of child anxiety are of great concern to education of parents of social workers, as well as acute scientific and practical interest of researchers. The need to fill this gap in scientific knowledge determines the relevance of our study. The authors have set the following tasks: 1. Based on a theoretical analysis scientific literature to reveal the essence of children’s anxiety and features of play therapy as methods of socio-psychological correction. 2. Determine the level of anxiety preschool children and bring corrective work through the method of non-directive game therapy. 3. Outline the main ways and forms of social work with parents of anxious preschoolers. Research hypothesis: socio-psychological correction of child anxiety underlying violations of the social status of a preschooler will be most effective if this process is organized within the framework of play therapy.\u0000\u0000Materials and Methods. Analysis scientific literature observation psychodiagnostic methods (tests, conversation), experimental methods, mathematical and statistical methods (the Mann –Whitney test, the Wilcoxon test).\u0000\u0000Discussion and Conclusions. Many universities in Russia have not yet formed in their structure interdisciplinary academic systems to support the educational process, do not pose and do not solve the problem of building and developing interprofessional communications between service units in situations of macro-social crises and emergencies that fill the modern life of educational subjects, and pose new challenges and the tasks of psychological and other types of assistance from academic services.\u0000\u0000Research problem. The psychological service of the university often takes on all the problems existing for subjects and stakeholders of education (including medical, social, legal, educational, etc.): such a strategy of activity is of a protective nature of “half measures” that interferes with the search and implementation of effective approaches to solving problems... Therefore, it is extremely important to determine what academic psychological support services for the educational process should and should not do. Understanding the limitations of the current capabilities of the service, its specialists need to be aware of the prospects and those options for assistance that the service could perform, helping to make the educational environment of the university as harmonious and appropriate to the needs of educational entities as possible, not only to prevent and resolve problems and violations of their development, but to set goals self-improvement, develop both in stable and crisis periods. The aim of the research is to study the main tasks and directions of work of modern psychological services of institutions of higher professional education.\u0000\u0000Procedure and Methods. Research methods – theoretical analysis and synthesis of the problems of leading tasks and areas of work of modern psychological services of institutions of higher professional education.\u0000\u0000Results. Modern academic support services for the educational process include in their work a whole range of tasks, however, in practice, in many cases, some of the tasks remain unsolved, the available methodological and theoretical resources are unclaimed. Conclusion. Prospects for researching the problem are related to the possibilities, limitations, directions and technologies of anti-crisis assistance: assistance in situations of intrapersonal and microsocial and macrosocial crises. Local periodical press of the beginning of the 20th century contains materials on the most diverse areas that allows to trace the attitude of the population to government bodies, to highlight topical issues of socio-economic and cultural development. The purpose of this article is to analyze the publications of newspapers that have informational significance in the study of the history of the administration of the Steppe Governor-General at the beginning of the XX century.\u0000\u0000Materials and Methods. In the process of work, the main source was the local periodical press represented by the newspapers “Omsk Vestnik” (1909–1918) and “Omsk Telegraph” (1907–1917). In the course of the study, problem-chronological and comparative-historical methods were used, which made it possible to single out the main areas of activity of administrative institutions and examine them through the prism of materials from local periodicals.\u0000\u0000Results. As a result of the analysis of the information potential of newspapers, the author has identified several main areas that are most fully represented in the press: the activities of the governors-general of the Steppe Territory, governors and branches of the regional government of the Akmola region to address issues relevant to the region, as well as coverage of events held by city authorities self-government.\u0000\u0000Discussion and Conclusion. The local periodical press is an important historical source when studying the activities of the administrative institutions of the Steppe Territory, due to publications in the “Omsk Vestnik” and “Omsk Telegraph” newspapers, one can highlight current problems in the field of management, see the public reaction to a particular event with the participation of officials. During the search for the foundations of the national consolidation of Russian society, the problem of collective historical memory is being actualized – ideas about the common past that have developed in the mass consciousness of Russians. Among the mechanisms of their construction are various types of commemorative practices and memory locations that support the feelings of citizenship and patriotism. The processes of solidarization with the all-Russian civic community in the youth environment are of the greatest research interest. The aim of the article is to describe the role of collective historical memory in the process of formation of all-Russian civic identity, identifying the factors influencing its configuration and the predictors of its actualization.\u0000\u0000Materials and Methods. As the empirical basis of the study, the data of an interregional sociological survey of 1–2 year students of the largest universities of the three subjects of the Volga Federal District of the Russian Federation (n = 1247, October 2020) are used.\u0000\u0000Results. The representation of the all-Russian identity among students is 62 %. The main role in its formation belongs to the emotional imagery of the represented historical knowledge, which determines the importance of such sources of information as family memories, fiction, and television.\u0000\u0000Discussion and Conclusion. One of the priorities in the development of modern historical education in the context of the globalization of the humanities space has become the formation of social practices that make it possible to discuss and coordinate world, national, regional and local content in the content of textbooks on Russian history. When organizing the system of teaching history in schools in Russia and EU countries, the position of the state is still decisive everywhere. The need to form a consensus in the interpretation of the past is caused by the growth of confrontation due to the polarization of public discourse and the growth of international tension. The increased attention of the world community to the politics of memory has intensified the interest of researchers in this topic.\u0000\u0000Methods. The methodological basis of the work was formed by modern methods of analysis of the historical and cultural heritage of the past. The study was carried out in line with the concepts that substantiate the periodic replacement of the ideals of education and upbringing, depending on the nature of state authorities. When studying the meanings of the ongoing modernization of historical education, the content analysis of media publications was widely used. The principles of historicism, objectivity, and consistency made it possible to fully, deeply and comprehensively consider the object of study in the context of modern development.\u0000\u0000Discussion and Conclusion. The study has showed that school history education in the early 2020s still remains a conflict field in which the interests of states, interstate associations, public and confessional structures oppose in a variety of manifestations of influence on the formation of the worldview of young people. From 1996 to 2006, the modernization of historical education in Russia took place within the framework of the project “European Dimension in the Study of History”. Since 2007, a new intergovernmental educational project “Image of the Other in History Teaching” has been planned for three years, aimed at adapting the school process to the conditions of growing cultural diversity. However, in 2006, with the creation of a new historical and cultural educational standard on behalf of President Vladimir Putin, the reform of the school system of historical education no longer fit into the program for creating Greater Europe. Nevertheless, cooperation with the European Union in coordinating the content of school textbooks was continued. To prevent the deepening radicalization of public consciousness, our country, among 17 participating states, became a co-organizer of the Observatory for the Teaching of History, created at the initiative of France in November 2020, and on October 4–5, 2021, the First World Congress of School Teachers of History was held in Moscow. The interest of researchers in studying the features of the axiological modification of the image of Russia in foreign media is due to the growing conflict political situation around our country. The purpose of this article is to determine the specifics of evaluative modeling of Russia’s image in the American media in a situation of a deepening crisis in relations between countries. The specificity of media discourse lies in the fact that its creator directly addresses the public, which makes it possible to fully realize the function of influence, including manipulative, by choosing certain methods of presenting and evaluative coloring (for example, metaphorization of an image) of information that determines its perception and evaluation addressee.\u0000\u0000Results. The main conclusion regarding the presentation of the image of Russia in the American media selected for analysis is that most of the American media discourse is united in creating a negative image of Russia. The media texts clearly show bias in positioning our country as a dangerous, insidious and aggressive state in which an authoritarian style of government is implemented. The Union State of Russia and Belarus, as well as its participating countries, are once again in their history facing a choice of further development path. Multiple challenges and threats affect the formulation and interpretation of many issues, including those related to axiological parameters, determining the variability of their solutions and increasing the need to anticipate, prevent or minimize the negative consequences of existing/probable risk situations. The purpose of this study is to identify possible options for the evolution of the Union State of Belarus and Russia as an integration format from the perspective of its geopolitical significance and socio-philosophical meaning in a dynamically changing internal and external environment. Methods. The study was based on a systematic approach that allowed us to consider the Union State of Belarus and Russia as a complex integration system. The methods of traditional document study, comparative analysis, political diagnostics, scenario analysis were used. Results and Discussion. The key parameters of the complexity of the Union State as an integration association are determined, the scenarios of its evolution in the positive and negative spectrum are substantiated. The generalized trends for them are the deepening of integration – with a wide coverage of the spheres and sectors of integration and the deactualization of bilateral integration with the loss of the creativity of the idea and the effectiveness of integration practice, the narrowing of the overall integration field, respectively. Conclusion. The most plausible scenarios of the first group include the option of “Belarusian-Russian Confederation”, the least acceptable – “Russian-Belarusian Federation” and “Slavic integration”, although their axiological component is the most obvious. Among the scenarios of the second group are “Back to the Future” and “Marginalization of the Union State”, as well as a catastrophic option. Systemic vulnerabilities that enhance the prospects for the implementation of negative scenarios are shown. The ill-considered nature of the general strategy, ideology and model of union construction, the lack of formation of union law, the rudimentary nature of supranationality in the management system of the Union State, the imbalance of integration levers, the limited tools of integration, the elitism of political communications, the insufficiency of socio-political support for union construction are emphasized. The problem of overcoming negative manifestations during the crisis of three years seems to be particularly relevant, because at this stage the formation of consciousness and the position of the child’s personality takes place. The absence of special conditions for upbringing and communication with the child, taking into account age characteristics and contributing to the smooth course of the restructuring of the psyche, can lead to irreversible consequences that affect the development of personality in the future. Various ways and options for overcoming the crisis of three years were considered by domestic and foreign teachers and psychologists: L. S. Vygotsky, A. N. Leontiev, L. I. Bozhovich, D. B. Elkonin, E. Erickson, G. Bronson, S. Wolf, T. V. Guskova, M. G. Elagina, T. E. Dragunova, M. I. Lisina, A. Clark, N. A. Menchinskaya, V. S. Mukhina, J. Rusek, L. White, E. Koehler. Among the conditions for successfully overcoming the crisis, they call taking into account the new needs of a child, respect for the child’s personality by adults and a tactful attitude towards him or her, especially in conflict emotionally stressful situations, abandoning the desire to tame the child, giving him reasonable opportunities to demonstrate his/her independence, removing situations that lead a child to stress and aggravation of relationships with others. However, in most cases, recommendations on how to achieve this are general and relate to the upbringing of a child in the family. The analysis of the proposed ways to overcome the negative manifestations of the crisis of three years has shown that they do not provide sufficient characteristics of the psychological and pedagogical conditions necessary for the evolutionary development of personality at this age stage. They do not have a complete picture of the psychological and pedagogical effects on a child, they do not consider the role of a kindergarten teacher and the possibilities of a pre-school educational organization in overcoming this crisis, although a significant number of pre-school children currently attend kindergartens. Therefore, it became necessary to consider the possibilities of reducing the negative symptoms of the crisis of three years from the designated points of view. Materials and Methods. Theoretical analysis of literature, analysis of the state of practice, generalization of empirically obtained data, observation, conversation, experiment, mathematical methods of data processing. Results. Pronounced symptoms of the crisis were observed in 59 % of children, among them self-will was diagnosed in 67 %, stubbornness in 63 %, negativism in 46 %, despotism in 33 %, depreciation in 29 % of children. Situational manifestations of symptoms are present in 44 %, frequent – in 22 % of them. In recent years, the state has been paying great attention to the national development of the regions of the Russian Federation, in which the education sector plays an important role. Regionalization of education involves the creation of conditions for the functioning of regional educational systems in accordance with the cultural needs of the regions, taking into account the national and regional specifics and identity. For fifteen years, the ideological policy of the state in the field of education has been implemented in Mordovia, there is a tendency to teach the native (Mokshan or Erzyan) language. The study of this process is necessary for the formation of the prospects for the development of the regional educational space at the present time. Materials and Methods. The study is based on the use of problem-chronological and historical-comparative methods, which make it possible to trace the history of the development of schools and pedagogical educational institutions of the region in dynamics, to consider general patterns and regional features of the development of the school system. Results. In the course of the study, the features of the development of national education in the Mordovian territory were studied from the moment the Mordovian state autonomy was founded (late 1920s – 1930s) to the present. The specificity of the Soviet model of school education was considered, as well as the school in the post-Soviet period. In addition, the system of teaching national languages, which has developed today, has been analyzed. Discussion and Conclusion. The study of the basic principles of the development of national education in Mordovia showed that at different stages the degree of implementation of the regional component in the general education system was different.\u0000\u0000A specific feature of educational policy in the USSR was the gradual denationalization of schools on the basis of a single Russian language. The tendency towards teaching the native language in the system of secondary (general) education in Mordovia began to manifest itself by the beginning of the 1990s. The main task of the Ministry of Education of Mordovia was to ensure the coordinated combination of the Mordovian and Russian components in the general educational institutions of the republic.
