The classification features according to which payment systems are classified are generalized and their types are given. The main tasks of payment systems functioning are outlined. The components of the payment system of Ukraine are considered. The modern basic requirements to payment systems are defined. The current payment systems in Ukraine are analyzed, among which: the national electronic payment system (EPS), created by the National Bank of Ukraine, the National Payment System \"Ukrainian Payment Space\", 10 intrabank payment systems, 2 money transfer systems, 11 money transfer systems, 1 system settlements and 1 card system created by non-banking institutions, as well as 8 money transfer systems and 4 card payment systems created by non-residents, as well as international payment systems, which include 5 money transfer systems created by Ukrainian banks and 4 money transfer systems created by non-banking institutions . The current state of operations of Ukrainian banks with electronic money is studied. The basic requirements for national payment systems are given. Measures to increase the level of security of the national payment system of Ukraine are outlined. Recommendations for the development of the electronic payment system of Ukraine are presented. The main theories of governance, which are applied in developed democratic countries, are identified and analysed. The methodology of the advanced foreign experience adaptation in the implementation of the state administration in the modern Ukrainian realities of public administration is conceptualized. The individual key concepts are defined. It is determined that the essence of the state administration is not the exercise of power, but rather the quality of the centre of activation of civil interaction for solving the widest range of social problems. The task of the governance process is not to provide, but to create conditions for the stimulation of interested parties. The stability and duration of the democratic political regime in the USA and developed European countries determined the traditional type of the state administration, which is characterized by high standards of administrative services provision, the growing influence of the private sector and adequate control by civil society. Effective state power gradually began to be associated not with a professional bureaucratic apparatus, although this factor is not excluded, but with adequate actions of the administration to implement the interests of citizens. Governance does not act as means of a need satisfaction, but rather as a process of implementing of understandable and expedient administrative decisions for the private sector, civil society and the state as a whole. The most important thing in the administrative process of governance is a decision-making stage in public format. The decision is a product of the active interaction of the administration (government and management bodies), the private sector and the developed instincts of civil society. A decision, which is made by collegially interested parties is simple and clear to implement and, as a result, is effective. It is noted that messenger marketing has become a trend in recent years and involves the use of messenger tools to better interact with the target audience to promote the company or its products and services. As a messenger tool, you can consider a wide selection of content that should be sent to users: videos, images, texts, animations, etc. In Ukraine, the most popular messengers are Viber, Facebook Messenger, Skype, Telegram, WhatsApp and others. A messenger marketing scheme has been developed, which includes processes in the sales department, processes in messengers and traffic channels. The processes in the sales departments of the companies are defined, which include the construction of the CRM-system and the payment system, the site and the work of the sales managers. The main processes in messengers - funnels, chatbots and mailings are considered and given a brief description. The main stages for effective use of messenger marketing in practice are proposed, including the choice of messengers for communication with customers, the choice of a platform that will help automate communication, as well as collect data and segment and connect to this platform, integration of messengers with CRM-system. The main tasks of messenger marketing are defined: automation and optimization of managers’ work, which makes it possible to minimize the response time to the application, qualification of potential customers (leads), optimization of advertising costs. The next step in solving this problem should be to reach a new level of communication with customers through messenger marketing. The study aims to analyze and investigate the nature of the origin and use of the latest terminology of public administration, to offer their own approaches to adapting English definitions to existing terminology. Thus, for a long time since the accreditation of the science of public administration, some domestic researchers have implemented the experience of advanced European and American theories of public administration, doing so superficially, without taking into account the peculiarities of management processes. In a relatively short time, a large number of literally adapted concepts have appeared in the theory of public administration. In some places, some studies contain a significant number of English terms without translation into Ukrainian, simply with an explanation of what is meant by this or that concept. Since domestic public administration was based on the experience of authoritarian traditions, the methodological approaches to the terminology of key concepts differ significantly from the public administration practices of democracies in Europe and North America. In our country, for example, the state power – manages, hence the concept – management, respectively, in democratic countries, the state power is rather a service for providing administrative services to its citizens, or carries out administration. To understand the concept of \"management\", the most suitable English equivalent – \"management\", which in domestic economics is not even translated. Public administration of foreign interpretation is no longer management but administration, very often this term is used with the term \"public\". At the beginning of the XXI century in foreign theory another concept of public administration – \"governance\" is firmly entrenched, which has become a destroyer of peace in the terminology and methodology of domestic science of public administration. The current situation and problems of the credit market functioning in Ukraine are studied. The actual level of lending to the domestic economy has been established. The tendency and regional structure of the provided bank credits in Ukraine are analysed. The dynamics of lending to businesses in national and foreign currency is substantiated. A comparative analysis of the dynamics of loans granted by banking institutions to residents, businesses and individuals is made. The place of consumer loans in the bank lending system has been established. The role of short-term loans in the economic development of Ukraine is determined. The structure of loans granted to residents by maturity, non-financial corporations by type of economic activity and households by maturity was studied. The presence of negative dynamics in the growth of the share of overdue debt on loans in the economy of Ukraine has been established. Peculiarities of borrowing bank capital from enterprises of different types of economic activity by terms of loan repayments and currency are revealed. In particular, it was found that among the enterprises of the processing industry, the largest borrowers of bank funds are economic entities operating in the food industry. An analysis of lending by non-resident banking institutions was also performed. It is established that one of the most important tasks of credit management is the formation and analysis of the loan portfolio of commercial banks. The impact of the COVID-19 pandemic on lending to the economy was analysed and it was found that the negative trends in lending by the banking sector of the Ukrainian economy prevail. The main factors of stagnation of bank crediting in our country are determined. Under such conditions, a person is significantly affected by negative stressors, which can result in stress disorders, including combat trauma, and later the development of post-traumatic stress disorders. Some servicemen can overcome the consequences of such factors on their own, others cannot do so and need the help of psychologists and other specialists. It is important to remember that psychological care for veterans should be systematic. State ministries are obliged to work on this issue and involve specialized volunteer organizations. The relevance of the study of the above topic is revealed in the article. The sequence for the selection of diagnostic methods is described. The psychotherapeutic and psychocorrective measures for combatants are listed in the research. The object of study is the identity of servicemen who took part in hostilities (ATO / OOS). The subject of research is the interaction of the personality structure of servicemen after being in extreme situations (combat). The article is devoted to the problem of diagnosis and correction of combat stress in servicemen, the study of concepts and criteria for the diagnosis of post-traumatic stress disorder.
