The 2019 EU Green Deal and the 2020 EU Circular Economy Action Plan [1] introduce laws and regulations to facilitate and encourage the transition towards sustainability and a circular economy (CE). For the implementation of these regulatory measures, public authorities face the challenge to gain access to relevant business data for compliance monitoring. Digital infrastructures and access to business data (sources) such as the material composition of products are useful for compliance monitoring, however CE-relevant data is spread across multiple platforms of the supply chain partners and across multiple supply chains. Therefore, digital infrastructures and information-sharing arrangements need to be developed to create visibility and traceability for monitoring the circular economy flows. In this paper, we use a conceptual framework with four dimensions (context, actors, public value, and digital infrastructures) to analyze key actors and potential data of value they hold in their digital infrastructures to explore options for data-sharing solutions. By focusing predominantly on the actor dimension, we analyze a case study in the automotive industry, taking the perspective of two focal Dutch governmental actors: Customs and the Ministry of Infrastructure and Water Management. In our analysis, we also show how this actor dimension is linked to the other dimensions: context, public value, and digital infrastructures. This study aims to develop and validate a scale to measure institutional factors’ impact on a specific public value position choice. Based on the public value theory and a conceptual model from a previous qualitative study, this quantitative research was conducted by surveying 451 state public managers from several Brazilian state governments. A questionnaire was developed and validated to test the influence of four institutional factors (political, financial, personnel, and legal) on prioritizing public value positions. Most hypotheses were confirmed through a structural equation model analysis (PLS-SEM). Findings show that political and financial factors are the most influential ones. The former influences the administrative efficiency value, as well as citizen engagement. The latter is also affecting organizational efficiency and service improvement. Personnel factors influence citizen engagement, whereas legal factors influence service improvement. Fintech P2P lending companies can process scattered individual information using advanced statistical methods and serve unreached market segments improving inclusiveness in society. Establishing inclusive P2P lending systems remains challenging, however, there is no systematic overview of such design challenges. Failure in designing an inclusive system creates a system that remains exclusive for some parts of society which hinders them from increasing economic transactions or even continuing business as usual due to limited funds. This research aims to identify the challenges in designing P2P lending systems that block inclusiveness in society. We conducted a systematic literature review followed by semi-structured interviews with financial inclusions and P2P lending systems experts. Our review found a variety of challenges in designing inclusive P2P lending systems. We classify the challenges into six categories. But the reality falls far from the vision, as the implementation of ambitious goals in the form of smart city projects in subcontracting mode occurs in complicated socio-techno-political settings, which often end up in failure. Institutional facets of political commitment and its impact on public value creation are not fully recognized. To close this gap, this study adopts the approach of political commitment to identify and analyze those elements that could hinder the provision of public value in a smart city project. To do so, we perform a qualitative analysis of four smart city initiatives' failures in different countries. The findings reveal that particular elements associated with political commitment in subcontracting projects impact public value provision in smart city initiatives. Particularly, the key role of the continuation of political commitment in its institutionalization phase leads to a loss of public value within strategic, political, and financial spheres. The project Smart Cities aNd Digital Twins in Lower Austria (SCiNDTiLA) extends the state of the art of research in several contributing disciplines and uses the foundations of complexity theory and computational social science methods to develop a digital-twin-based smart city model. The project will also apply a novel transdisciplinary process to conceptualise sustainable smart cities and validate the smart city generic model. Many organizations publish their datasets privately, without regard to developed publishing standards and principles established by the web community to facilitate the sharing and leveraging of information. Considering this scenario, it is necessary to create mechanisms that are capable of guiding publishers to use principles and best practices for publishing open data on the web and, in the future, allow better data governance in their information portals. This would result in several benefits, such as a better understanding of the data, and easier discovery, processing, reuse, and sharing of data by consumer users. When analyzing a set of portals that publish open data, it was noticed that there is no standardization of published data, which prevents or hinders access to open data by users. In this context, this work proposes a methodology created to evaluate this heterogeneous environment and present an estimate capable of mapping the use and recommendations of good practices for publication and availability of open data in Brazilian government portals.
