Attention is paid to the implementation of the legislation on the development of public relations in the activities of the state archives of Ukraine. The main provisions of strategic planning in the archival sphere, developed by the State Archival Service of Ukraine and a group of state archival institutions, are considered; highlighted are the priority areas of development of the archival industry, including the establishment of mutual understanding with the public.Changes in communications management in the State Archival Service of Ukraine are revealed. The implementation of the policy of transparency and openness in the activity of the state archives of Ukraine is shown on concrete examples. Areas of cooperation with the public through information, consultation, dialogue, and partnership are characterized. The tools of communication of archives with civil society institutions and the public are defined. It was noted that the politics of memory is a symbolic resource of regional political elites. It was shown that regional political elites, on the one hand, «can create a favorable ground for the growth of multiple identities», and on the other – «are able to stimulate the growth of polar and conflicting identities». Emphasis was placed on the fact that the historical past becomes the ideological present. It was shown that the basic factor for the regional political elite of Sumy region in the processes of actualization of historical memory was the symbolic representation of the past, first of all, the history of the region. It was determined that memory is designed not only to reflect the past, but also to form its meaning for the present. In today's world, there is a great public demand for the formation, restoration, preservation, transmission, reading and affirmation of historical memory. {"title":"Social networks as a local information resource for a territorial community library institution","authors":"Vitalina Gorova","doi":"10.18372/53327","DOIUrl":"https://doi.org/10.18372/53327","url":null,"abstract":"The article explores the peculiarities of the use of social networks as an accessible tool and an important component of a territorial community’s information space (on the example of library institutions of the united territorial communities in Vinnytsia region). It attempts to structure its functions and capabilities for the local library. It focuses its attention on Facebook, being the most popular of social networks, and highlights its advantages. Based on a study of the official Facebook pages/groups of the library institutions of the administrative centers of urban united territorial communities in Vinnytsia region, the subject and quality of information content were clarified. The level of communication activity of subscribers/participants was also traced. After analyzing the level of audience involvement (number of subscribers relative to the population), posting activity (number of posts per day/month), user activity (set of reactions to the publication), feedback (quick access button), we obtained data indicating an average rate of the presence of posts on the page/in the group of the local library, which testifies to the irregularity of the publications. The assessment show that local libraries do not take full advantage of Facebook. First of all, the level of audience involvement and user activity (response to posts) needs to be increased. Butko","doi":"10.18372/53287","DOIUrl":"https://doi.org/10.18372/53287","url":null,"abstract":"The article highlights the role and place of the museum in the modern socio-cultural space, considers the possibilities of implementing elements of communication on the example of museum institutions in Ukraine. The aim of the study is to analyze the introduction of elements of communication in the process of modernization in museum institutions and its impact on raising the level of the museum industry in the context of cultural and educational activities of museums. Several traditional general scientific complexes (determinacy, representation, unity of opposites) and methods (analysis and synthesis, systematic and structural, survey, content analysis, observation, statistics) are used to achieve the goal of the study in accordance with the museum activities.The authors presented the main communicative elements of the museum's activities: digitization (using IT technologies), innovations in personnel management, PR-technologies. It is determined that the main principle of modern museum communication is the principle of flexibility, i.e., the need for optimal connection of traditional and innovative elements of museum communication in the modern cultural development of society. The transfer of information in the museum space means that the exposition of the museum as a real model with the help of specific museum objects shows not only facts but also opinions, views and attitudes to them, all of which can influence the minds of visitors and create the necessary contextual judgments, for example, about the history of some event.
