This research uses a qualitative descriptive research type. Data collection techniques used are: Observation techniques, interviews and secondary data recording. In accordance with the type of research used, the data analysis technique used is a qualitative analysis technique. The results of this study indicate that the competence of the management team in utilizing village funds is still low. This is because the education level of the apparatus/management team is on average dominated by junior and senior high school education. Viewed from the aspect of skills, it is also still low due to a lack of training or technical guidance. The research method used is qualitative with the type of case study. The research subjects were 15 women, and the informants were the head of the PKK and POKDARWIS. The research location is in Kampung AlamMalon, Gunungpati Village. Data collection techniques using source triangulation. The data analysis technique was carried out through three stages, namely data reduction, data presentation, and drawing conclusions or verification. The results of the study found that (1) women's economic conditions can meet the needs of food, clothing, housing, health, urgent needs, and children's education, while women with household financial conditions between Rp. 200,000-Rp. 4,000,000 do not prepare for future and unexpected needs due to inadequate financial conditions, (2) women with a minimum of high school education have knowledge and awareness of financial literacy. (3) Women's efforts to improve the family economy include obtaining loans, investing, smart shopping, financial management, planning, and financial bookkeeping. (4) Barriers and solutions in improving the family economy include education, employment, economic conditions, type of residence, income, and cultural background. Data collection technique that used is test, questionnaires and documentary. Data analysis technique that used is a descriptive analysis and making inferences. Normality of regression data, regression coefficient significance test, linear regression equation, and hypothesis test using analysis of the band. The research results show that: (1) there is a direct influence of lecturers’ training experience of mastering; (2) there is the direct effect of motivation to teach against mastering; (3) there is directly influence training experience lecturers to lecturers’ teaching motivation. Thus the lecturers’ leadership can be improved through training on the lecturers’ performance. The leadership of the lecturers also can be enhanced by motivating lecturers to increase their knowledge. In fact, this often happens in PILKADA (Regional Head Elections),PILEG (Legislative Member Election) and even up to PILKADES (Village Head Election) are not spared from the Practice of Money Politics . Tolutu village is one of the villages in the Tomini sub-district, Bolaang Mongondow south district which is not spared from the practice of political monye, this can be seen in community participation which depends on the amount of money or dowry given to the community during elections, no half-hearted amount of money enticed by the Paslon. It ranges from Rp . 150,000-300,000 per vote (person). Of course this is very injurious to democracy, where this can become a public disease that will increasingly undermine the mentality of society, how come they (the public) who are worthy and have the quality to lead are actually hampered by financial factors.
