The technological component and the problem management component in the methodology of project-vector management of IT projects on the creation of educational platforms are considered. These components are considered from the standpoint of linking, existing methods and means in proj ect management to the specifics of managing educational environments. The administration tools that are best suited for IT projects of educational platforms in the context of: low performance discipline of project subjects; insufficient motivation of the project subjects; low awareness of the processes in the projects, are given. The proposed administrative tools are aimed at administrative impact on the subjects of projects in the case of deviation of the trajectory from the planned one. A model is proposed for constructing an administration vector that determines the direction of additional impact on the objects and subjects of IT projects. The construction of this vector is carried out based on two non-coincident directions of motion - planned and actual. The following subsystems of the methodology of project-vector management of educational environments are identified: provision of human resources; provision of material resources; financial support; information support; scientific and methodological support. Their characteristics are given. It is shown that technical problems in proj ects in the interpretation of the methodology of project vector management are obstacles to motion in the right direction created by random events, uncertainties, and changes. Although deep learning models can incorporate domain-dependent feature extraction into the classifier design, the architecture selection process for BCIs is often based on domain expertise. This paper examines whether it can build reliable classifiers for interpreting P300 event-related potentials using a systematic model selection mixed with common deep learning architectures. We report the findings of a CNNTransformer network model with 50k and 200k parameters in particular. We systematically investigate if a hybrid architecture which is Transformer and CNN, can improve the classification performance of P300 datasets. Because we would like to know how to improve the model selection process for P300 signals data analysis. To help the readers understand that the best model selection strategy with more muscular models than the existing ones may make the lives of stroke patients more convenient. Trackers were tested as part of a project funded by the Ministry of Agriculture of the Republic of Kazakhstan in five regions. The main characteristics, such as the measurement error of GPS coordinates and battery life, were calculated, found experimentally and evaluated. For the first time, trackers operating on a different principle of transmitting GPS data over channels were considered: GSM; Lora; VHF; satellite communications. The article discusses in detail the methodology for detecting faulty nodes in WSN and the classification of faults in WSN, and also presents a taxonomy of different types of failures in WSN. The mathematical model of WSN failure is considered. A methodology for detecting faulty nodes is shown, which includes data collection, feature extraction, training of machine learning models, and performance evaluation using appropriate metrics. Machine learning such as convolutional neural network (CNN), probabilistic neural network (PNN), multilayer perceptron (MLP), decision trees (DT), support vector machine (SVM), random forest (RF), Bayesian Belief Network (BBN), Gradient Boosting (GB) and Extreme Gradient Boosting (XGBoost). The analysis of the perception of changes in the role of citizens by representatives of the city authorities reveals the potential for involving citizens in the decision-making system in different but not mutually exclusive roles (data source, city planner and knowledge source). Based on the example of Kazakhstani cities, the adequacy of the proposed assessment methodology for monitoring progress and comparing the dynamics of the level of involvement of citizens in the development of a smart city is demonstrated. The results show the emergence of new characteristics that reflect the mixing of functional and structural roles of a citizen in a smart city. It is demonstrated that smart city citizens are involved in city management despite the unconscious and undocumented perception of the role of citizens by the city authorities. However, larger datasets are needed to further evaluate the effectiveness of this approach.
