The administration tools that are best suited for IT projects of educational platforms in the context of: low performance discipline of project subjects; insufficient motivation of the project subjects; low awareness of the processes in the projects, are given. The proposed administrative tools are aimed at administrative impact on the subjects of projects in the case of deviation of the trajectory from the planned one. A model is proposed for constructing an administration vector that determines the direction of additional impact on the objects and subjects of IT projects. The construction of this vector is carried out based on two non-coincident directions of motion - planned and actual. The following subsystems of the methodology of project-vector management of educational environments are identified: provision of human resources; provision of material resources; financial support; information support; scientific and methodological support. Their characteristics are given. It is shown that technical problems in proj ects in the interpretation of the methodology of project vector management are obstacles to motion in the right direction created by random events, uncertainties, and changes.
