The presence of the feral animals poses road-safety risks and produces potentially severe agricultural, environmental and property damages. We should not underestimate the acute tensions between the conflicting interests of farmers, animal breeders and the tourism industry stakeholders. According to the Greek legislation municipalities are responsible of capture and safeguarding of the feral goats, pending their sale, slaughter or re-domestication. Rhodes municipality has established an innovative \"control and management program\" for the feral goats designed to donate the meat produced from the captured animals to charitable organizations. The feral goats are captured in fenced pastures attracted by high quality fodder. The new addition to the program is the use of a digital platform where the public can actively support the efforts by submitting digitally data (photos, coordinates) of the feral goats sighting thus enhancing the efficiency of municipal services provided.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"31 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"133602635","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Government websites or service platforms are replacing the physical offices of government department and in-person state-citizen interactions. It is a transformative shift in not only the workings of the State but also a change in the overall governance ecosystem. Citizens' role as co-creators and participants in policy and initiative design is increasing, and there is a general push for collaborative e-governance. With this study, we attempt to explore how governments can ensure accountability by design and policy, i.e., Digital Accountability in these websites or platforms that are going to act as a one-stop shop for citizens regarding government services. We have taken a multi-method approach to explore the various constituent factors that help build up accountability in any e-government process or websites delivering web services. Best Worst Method (BWM) is employed to find the relative weights of these factors in the chosen context. These are validated using qualitative techniques of Total Interpretative structural modelling, and the Matrix of Cross Impact Multiplications Applied to Classification (TISM-MICMAC). We have also attempted to explore the contextual relationships between these factors and how do they help conceptualise and operationalise digital accountability for e-governance.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"88 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"132812567","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The paper explores the factors enabling the continuation of public services in this timeframe thanks to the development and/or implementation of digital solutions. A three-pronged data collection was adopted: desk research, a survey sent to national representatives of EU Member States, and three country-specific case studies. Results show that many EU public administrations have demonstrated their resilience and ability to adapt in times of crisis thanks to digitalisation. Supported by political and hierarchical leadership, public administrations leveraged in-house digital skills and cross-administration collaboration and harnessed pre-existing interoperability efforts to implement digital solutions in short timespans.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"42 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122096898","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Cities around the world have developed a Smart City concept and initiated a longer-term transformation in different areas, covered by the Smart City concept. Cities are expecting, among others, that the many potential benefits and improvements through Smart City implementations can reduce urban challenges. Despite this great interest on the part of practitioners and some standardization efforts, different definitions of the term exist in the literature and in practice. Depending on the context, different aspects are focused on, which shape an idiosyncratic understanding of dimensions of Smart City. Beyond that, the understanding of the term in theory and in practice may vary substantially. As a result, there is an inevitable high degree of complexity in the understanding of the term and, consequently, uncertainty among the practitioners. Thus, this study explores practitioners' understanding of Smart City through expert interviews in the city of Koblenz, Germany. The paper provides a first insight into the heterogeneity of the understanding of the term in the context of application and compares it to the basic definitions and conceptual approaches associated with Smart City developments in the academic literature.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"30 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"121568166","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

According to privacy laws and regulations the personal data in a data set should be minimized only to the data that are required and allowed for a chosen (legitimate) data usage. Statistical Disclosure Control (SDC) is one of the main data minimization technologies. Applying minimization technologies, particularly the SDC technology, into practice and embedding them within organizational settings can be a complex and demanding task for non-experts (i.e., those without prior experience and affinity with those technologies). In case of the SDC technology, for example, this challenge stems from its complexity, its context-dependency, its multi-disciplinarity, and its liability and accountability burdens. In this contribution we explain why personal data minimization is necessary, review the types of technologies for personal data minimization, present a framework we envision for embedding SDC technology in organizations, and mention the artifacts that, based on technology adoption theories, we have developed for embedding SDC technology within organizations. The envisioned framework comprises a structural model for deploying SDC technology and an iterative process for evolutionary organizational learning. At the end, we discuss the results obtained so far and mention some future research directions.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"48 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"125566608","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It started its journey with cryptocurrency in 2008 by Satoshi Nakamoto. After that, it travelled in many areas such as Government, healthcare, academics, supply chain management, Intellectual property management, social welfare, and energy system. Australia, UAE, Japan are some of the top countries using blockchain technology in various government projects. One can use blockchain technology with decentralised storage of data, which is distributed, immutable, tamper resistance, and securable with a consensus mechanism. Today, many government sectors, organisations, companies, and institutions follow blockchain technology using smart contracts that do not require third-party agreements. We have conducted a systematic survey on blockchain-based digital certification to find the research gap in this research work. We carry out the following: (i) Investigation on the reasons to use the blockchain in education system (ii) Classification of blockchain projects into five categories based on services provided by the projects and platforms used for development (iii) Identification of the services provided by the project and the technologies used for the development.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"219 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123394323","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This paper points to both earlier and current research as well as empirical evidence that telework reflects, and can be seen as a surrogate for, organisational change. The public sector has often lagged other sectors in implementing telework, but during the pandemic it has been forced to adopt teleworking practices and the necessary organisational changes in order to continue delivering its basic services. By surveying telework research starting in the mid-1990s up to the present, the paper outlines both similarities and differences in the telework and research themes identified. It offers explanations for these, and also looks towards the post-COVID future and how telework, and work in general, is likely to develop, taking public sector organisational change as the reference point. The paper thus addresses the following research questions: i) what are the common themes in research on telework in public sector organisations before and during the COVID pandemic; ii) how do disruptions impact the way individuals work in public sector organisations; iii) how can telework be understood as a surrogate for organisational change in public sector organisations; and iv) what are the future research topics on telework in public sector organisations?","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"63 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"126705782","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Medical devices are categorised according to the risk posed to the public. However, the legislation describing the classification rules are often dense and difficult to read. In order to facilitate device classification, the medical device regulator in Australia, the Therapeutic Goods Authority (TGA), provides online digital support tool for device classification. In this work, we (i) evaluate the online tool and (ii) make a further a proposal for using machine learning as means to provide more effective results. For the first part of this work, we asses whether the tool increases the readability of the legislative rules by evaluating the Flesch reading ease score of the legislation and the tool. While the online tool provides some degree of simplicity and readability over the legislation, we argue that the TGA can make more use of its data in order to provide more effective services. In the second part, we develop a proof-of-concept machine learning model to classify a device based on its stated purpose. The results of the experiment show a 82% weighted accuracy across four class labels, indicating that a more data-driven approach could be adopted by the authority.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"25 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115654305","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

For more than 25 years, Poland has been gradually employing ICT in public administration services. The first honest public discussion on e-government started in 1994 after democratic transformation and accession to the European Union. However, the actual development of e-government in Poland began in 2005–2006. In Poland, the most significant number of people using e-government services was recorded in 2020 during the Covid-19 pandemic. Due to epidemic restrictions, citizens could deal with more official matters via the Internet. The main research problem in this article is related to Poles' declarations, opinions on the accessibility and use of public e-services offered, and their attitudes towards the availability and greater offer of e-services. The authors aimed to verify the hypothesis, assuming that Poles' declarations and opinions on electronic public services correlate with their time spent on the Internet each week. The issue has been presented in the form of an analysis of empirical data regarding Poles' experience and opinions on electronic administration tools (in the context of Internet usage) and statistical data regarding e-government development in Poland.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"122 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115683155","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Recommendations and guidelines on transformative trends in digital government and the new role of governments have been launched by global organizations [2] such as the United Nations (UN). Digital Transformation (DT) in the public sector is essential in providing public services, reducing bureaucracy, and public management efficiency. When observing this process, different realities are evidenced at the federal, state, and local levels, especially in countries of continental dimensions and apparent socioeconomic differences, such as Brazil. This research aimed to diagnose the availability and characteristics of the Service Portals offered by Brazilian Subnational Governments. Based on a survey of 20 of the 27 Brazilian subnational governments, we have shown disparities between public portals, ranging from a surface structuring of a single portal to discrepancies between the characteristics and services available. We also present the main complaints, suggestions, and challenges for the Brazilian Subnational Government Service Portals' evolution. Such results can enable public managers to make a more assertive decision to improve the State Public Service Portals.","PeriodicalId":360191,"journal":{"name":"Proceedings of the 14th International Conference on Theory and Practice of Electronic Governance","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2021-10-06","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129471553","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
