This specification has been developed in such a way that it can be easily tailored and extended to meet country-specific requirements. As such there are many different ways of using CPSV-AP. Although essential to its adoption and reusability, this implementation leeway can lead to different interpretations of the terms used once CPSV-AP is implemented and therefore impacts the data interoperability across local, regional and national borders. However, this fact is closely linked to the “value” of the OGD, i.e. the extent to which the data provided by the OGD portals are interesting, useful and valuable for their reuse, creating value for society and the economy. Here, the concept of “high-value datasets” comes, pointing to data that would create highest value to society and economy. Although an agreement in PSI directive has been reached on a list of six universal categories to be considered as high-value data sets, they are quite generic, i.e. consistent with the current world trends. While it is planned that a list of specific data sets will be defined in 2021, it is also known that this is a country-specific question where the nature of the specific data sets, which are considered to be of high value, depends on country-specific aspects and should therefore be determined by the countries themselves. This study is a first step in this direction by conducting a survey of individual users and small and medium-sized businesses (SME) of Latvia on their view regarding the current state of the data, i.e. in which extent they meet their needs, and what data might be useful for them, and how their availability would affect their willingness to use these data. Organizations have a long way to go in this difficult road. First of all, they should develop and measure their governance skills, and then they need to create the necessary studies in both technological and managerial terms for IT systems to become a value. While doing all these, they should also create a risk management structure with a correct approach by performing consultancy, supervision, and evaluation services completely. In line with this whole process, there are different standards and practices in every field they need to follow. This paper presents a methodology proposition in a general perspective that can be applied end-to-end in the field of digitalization, starting from the governance structure to the IT value-adding strategy. Thanks to this new methodology, it is possible to see many processes such as governance, consultancy, digital transformation, auditing, internal control, which are disconnected from each other, in the big picture and arrange all activities accordingly. With long-term follow-up, the strategic and tactical perspectives of institutions can be created and their progress over time can be followed by this new methodology. This paper performs both qualitative and quantitative measurements of the applications of the new methodology to compare them with existing ones. However, it is important to note that, in addition to advantages that an all-electronic voting process brings to an election, such as rapid vote tabulation and the availability of results, there are technical issues to be addressed to prevent fraud and system failures, ensuring a fair process. In this sense, this paper presents a case study that analyzes what are the problems faced in the Brazilian electronic process by studying public reports released by the authorities. Brazilian e-voting system has several security mechanisms, such as voter authentication by biometrics, and is capable of detecting unauthorized modifications. In Estonia, the interoperability data exchange platform, X-Road, has been implemented since 2001 and was integrated with the Finnish public sector in 2018. In the context of the EU, it is an exceptional case of a cross-border interoperability platform. However, the Estonian government has proposed next generation government e-services using virtual assistants. This may necessitate potential changes to X-Road if the members from its collectively governed body, Nordic Institute for Interoperable Services (NIIS) decide to do so. Thus, this paper seeks to understand how X-Road developed historically related to European Interoperability Framework principles while also providing an outlook for the future based upon this next generation e-service concept. An exploratory case-study approach was adopted, and six semi-structured interviews were conducted with the architects, developers and public sector officials of the original and current version of X-Road. A thematic analysis was then applied. Based on this analysis, the decision to decentralize the initial X-Road helped create sustainable interoperability supported by legislation written at the time and since then. The endeavor resulted in a strategic official document, approved in technical and political instances, including the National Committee for the Digital Strategy. As a first step, the initial strategy formulation process has been improved, generating a new one, composed of five delimited stages: Diagnosis and Context Analysis; Definition of the Vision; Definition of Intervention Areas; Definition of the Objectives; and Definition of Structuring Pillars. After a period of six months of teamwork, supported by the Action Research Approach, it resulted in the new Cape Verde strategy for the 2021-2023 period. Technology develops rapidly but social contexts are slow to change, hence digitalization efforts must go hand in hand with process innovation. This research aims at designing an improved process for evaluating e-government services in Rwanda, a least developed country pursuing ambitious digitalization. The research draws on the information systems artifact (ISA) model, which considers alignment between technology, information, and social context as the key to successful technology-based innovation, and all three aspects as artifacts, subject to design. We build a prototype technical artifact and suggest an information and a social one. The ambition is making the currently control-based summative evaluation process more cooperative and inclusive of both service providers and users. The new design uses feedback from users to allow service providers and monitoring organizations to conduct also formative evaluations in order to be able to better align service processes with user needs and behavior and thereby make them more attractive and more used. The prototype “Rwanda Online Service Evaluation” (ROSE) was tested through semi-structured interviews with senior managers in six Rwandan organizations, and through an online user survey (n= 60). The findings can guide decision makers and practitioners involved with e-government design and evaluation. Governments have been involved in making digital resources that fill the gaps left by analogue activities from maintaining money or food supply to enabling support for vulnerable households. Seven municipalities in Turkey have launched online “Pending Bill” campaigns to support needy families that benevolent citizens can pay their bills anonymously on campaigns’ website. ICTs, internet connection and digital literacy are required to apply for these aids. However, the 2021 report of Turkish Statistical Institute [1](TurkStat) on ICT use of households shows that the great majority of people disagree to manage and deal with public services by exploiting the capabilities offered by digital technologies. This paper opens a discussion on “the Poverty-Assistance Paradox” based on the question to what extent digital social assistance programs can be designed for vulnerable people.
