This paper presents and analyzes an innovative policy design practice that the Greek government followed during the development of its national digital transformation strategy. The studied approach is based on the Value Proposition Design framework and applies an adapted version of the Value Proposition Canvas tool for public policy design. The paper studies and delineates the main procedures of the participatory approach and presents the key elements and tools of the studied policy design practice. In addition, it presents the produced outputs of the policy design activity, along with the key findings that derive from the feedback provided by the participants and the organizers. Through this work, the paper aims to bridge the selected design theories and tools with their practical implementation in digital policy design. The contribution of this paper also includes the introduction of a generalized policy design practice that may be used by government reformers driving the formulation of public policies in central or local governments. Thus, ICT governance in smart cities comes to be a relevant domain of study to increase public value for the local community. Nevertheless, few studies focused on ICT governance in smart cities, especially in the Brazilian context, which evidenced a gap research in this domain. Empirical studies developed in Brazilian smart cities revealed lack of an ICT governance approach in the municipalities. Therefore, in this work, by applying a survey conducted with Brazilian professionals involved with smart city projects, governance, and information technology in the public sector, we introduce a set of challenges, lessons learned, and recommendations concerning ICT governance in smart city projects. TD saves time and resources in the short run but may cause problems and require additional resources in the long run. Managing TD is difficult, whether it is seen as a local phenomenon (residing in individual applications) or seen in a portfolio perspective. However, TD is not always caused by the individual developer and it does not always just affect one application. It may affect several parts of the IT portfolio; it may arise in the portfolio and it may be resolved by decisions on an IT-portfolio level. In this paper, we develop a theoretical framework that incorporates TD into IT portfolio management (ITPM). We apply the framework on a case study to explore how TD can be created, reside, resolved and managed in practice in a portfolio-perspective. This paper contributes with a framework integrating TD with ITPM. This principle aims at lowering administrative burdens by giving information only once when interacting with public administrations. However, concerning cross-border settings, maintaining the interoperability between the different digital services offered by various EU public administrations can be a difficult task. This paper presents a common Exchange Data Model (EDM) for describing once-only cross-border message transactions in a more cohesive and unified way by utilizing existing open European standards and technical specifications as building blocks. People ask questions about their future trips, share their travel experiences, talk about local attractions, post photos, praise or scold restaurants, museums and any other objects of the urban environment. In this paper, we consider a method for assessing the availability of urban improvement facilities for low-mobility groups of the population based on data from their social networks The study was conducted on the example of the Petrogradsky district of St. Petersburg. 25 objects of urban improvement (parks, gardens, squares) were selected, and reviews from Google Maps were uploaded for each object. A dictionary describing the accessibility of objects was prepared and a database search was conducted to find problems related to accessibility for low-mobility groups of the population that users write about. All reviews were depersonalized and depersonalized.
