However, interoperability implementation faces various challenges, including integration of services and data at the local level, historical legacies, changing technology, interest of stakeholders to work towards common approaches, and privacy and security issues. Understanding the complexity and challenges of interoperability, the European Commission developed the European Interoperability Framework (EIF) to provide guidance to public administrations and it has been playing a key role to support interoperability implementation. Since then, novel tools and frameworks have been developed to enhance its impact. Acknowledging the EIF importance and building on relevant scientific literature, we propose the inclusion of the co-creation processes within the EIF to address the abovementioned challenges faced in the implementation of interoperability. Given glaring inequalities and early deindustrialization in Latin America and the Caribbean, AI can provide new opportunities to change course if harnessed strategically with long-term goals on the horizon. Based on critical and descriptive research centered on document review, this paper examines AI public policy development from a public policy perspective. First, an analytical framework comprising AI policy inputs such as data, infrastructure, and human and institutional, and AI policy outputs targeting socio-economic, political, technical and governance is developed. Then, after reviewing existing literature and policy documents, three types of AI policies are identified globally. The framework and policy typology are then used to study AI policies in the region. This concern is much more pronounced in its use for authenticating beneficiaries in the country's right to food programme, the Public Distribution System (PDS). While the introduction of the Aadhaar enabled PDS (AePDS) technology promised inclusion and better service experience, many studies have pointed to the contrary. In this study, we use a theoretical lens derived from complexity theory to gain insights into the concerns that continue to exist in large digital governance projects like AePDS. Fieldwork for this study involved 1600 respondents from below poverty line (BPL) households spread over two provinces and four districts. We find that the AePDS technology design and implementation process has been largely oblivious to the diversity and the emergent nature of relationships in local social contexts, and a failure to appreciate this complexity has promoted self-adaptation behavior with detrimental effects to the food security of poorer households. For the European Union (EU), this meant the implementation of a Digital Single Market which requires a simple and straightforward way of exchanging data between citizens, enterprises, and organizations. One way to achieve this is through the application of the \"Once-Only Principle\" (OOP). OOP means that citizens and businesses must provide their data only once in contact with public administrations. “The Once Only Principle Project” (TOOP) established an architecture to achieve this through the reuse of data between public services that are connected through the TOOP Infrastructure, eliminating administrative burdens in the process. This paper focuses on the case of extending the Greek “European Single Procurement Document” (ESPD) service to be able to exchange data within the TOOP infrastructure. Government officers are expected to shift to the new paradigm of public value generation; however, those in emerging countries lack tactical tools to assess the level of perceived readiness to provide a DDPS. Therefore, this study addresses the lack of self-assessment tools to diagnose, in the perspective of public servants, readiness to transition to a data-driven public service. We explored the path of underlying factors (interoperability, operational capacity, IT service infrastructure, data governance, data privacy, and security) and how these may measure the civil servant's perception of the organizations’ readiness to transform its operating model into a DDPS one. The model was preliminarily tested with data collected from 845 public servants in an emerging country (Costa Rica). At the current stage, tests yielded valid and reliable results leading to promising implications concerning the influence of operational capacity, data governance, data security, and privacy to drive readiness towards data-driven public service provision in emerging countries. The development of a large city, as a dynamic process, requires constant monitoring and expanding the possibilities of human and environmental communication to monitor the needs of residents, as well as rapid response and solution of social and economic problems. The paper considers the potential of using the data of socio-psychological diagnostics of the perception of urban space by users of social networks and the possibility of using this data for the formation of programs for the reorganization of the urban environment infrastructure. Significant correlations between the value-semantic characteristics of the users’ personality and the data of their profiles from social networks for predictive and analytical management of urban space are evaluated. Channelizing E-Government services through an agent-based entrepreneurship model is not new. Like any digital business, E-Government services mature globally with technology. The scope for delivering these services is also on the rise leading to attracting entrepreneurs to set up E-Government outlets. The real challenge remains to predict the demand of E-Government services to make the business sustainable. Indian E-Government framework, NeGP and Digital India policy dwell on the business model driven policy through CSC framework. This article examines the citizen demand of E-Government services and predicts the demand behavior of the citizens during the COVID-19 pandemic for the entrepreneurs using SARIMA model. It is the result of a participatory research effort of students at the University of Applied Sciences in Geneva, doing desktop analysis and conducting interviews of several key actors. The tracking and evaluation of the selected activities took place in mid-2020 and includes public or public and private services, projects, as well as, other initiatives. The activities presented were categorised under four, open government inspired, benchmarking categories: information, participation, collaboration and cooperation. This analysis allows us to map and document: a) the activities in which the State of Geneva creates a participation friendly environment for its citizens and b) the open government data related to them. The results help us to understand the structure and governance of these services and propose concrete action for their improvement. Sophisticated legal information retrieval (LIR) systems are designed and built to facilitate user access to accurate and current legal information. The advent of new types of capabilities in the legal information systems domain has necessitated a closer look at the performance and usability of such advanced computer systems, and brought into sharp focus the requirement for an effective evaluation of the available functionalities and quality of the software. The purpose of this research paper is to develop a framework for the effective monitoring and evaluation of an advanced legal information system from differing salient perspectives, and to critically examine the basic set of attributes that characterize the important dimensions of platform functionality. With the growing mismatch between labor market demand and supply, we aim to establish an initial concept for building a virtual competency assistant that uses European occupational taxonomy adopted on national level. Although Estonia's digital government ecosystem is widely known with its paperless management and broad use of e-services, its citizens lack proactive e-services related to career development. This paper validates current developments in the field of occupational classification systems associated to the Estonian Unemployment Insurance Fund through providing initial results gathered with qualitative methods. The results show that the existing e-service for the unemployed citizens of Estonia is not using modern automated methods that provide analysis of citizen's data and offer suitable trainings or job offers.
